6. Implementation concept -
through Intergovernmental
cooperation
• Three Member States – Lithuania, Latvia and Estonia – remains the owners
and managers of the newly built infrastructure in each country and
ensures the efficient management of infrastructure through cooperation
framework.
• To coordinate project implementation and provide supervision of
interoperable standards three Member States established the Joint
Venture.
• The financing concept encompasses the EU financing, which is essential
for accomplishment of project of such magnitude, and national co-
financing. Alternatives for co-financing are under consideration as well.

Implementation of these projects depends on progress of RB
railway line reconstruction in Poland, European Commission
decisions, traffic volumes in RB corridor, funding opportunities.
8. Decisions and plans
CEF funding application prepared and submitted (2nd
CEF Call)
• On February 16, 2016 CEF funding application for Rail Baltica project was submitted to
European Commission under the 2nd CEF Transport Call for proposals. The application was
submitted by “RB Rail AS”.
• 197 million Euros of CEF funds requested for activities in Lithuania.

10. Challenges
• Investments worth approx. 2.2 billion Euro are required to fully
complete the project in Lithuania. Sufficient EU funding is a
prerequisite for the successful implementation of the project.
• Further railway infrastructure development in Poland, section from
Bialystok to PL/LT state border, is required. Sufficient speed is
necessary for the project to reach its’ maximum potential.
• Cooperation between three countries on synchronized
implementation of works in cross-border sections.
