I. Introduction 
The Hunza Gilgit Ismaili Students Federation (HGISF) Pakistan is a youth-led and youth-centric civil society organization that is working on a voluntary basis for the holistic development of our community members in general and our youth from Hunza and Gilgit region in particular who are either living in main urban centers of Pakistan or living in their native villages and towns in Hunza and Gilgit region of Pakistan. HGISF is the mother organization of more than eighteen youth-led civil society initiatives and student bodies of Hunza and Gilgit region mainly based here in Karachi and rest of the country. It has several thousand members representing all village organizations of Hunza and Gilgit region in Karachi Pakistan. Current it is being run by an active Central Cabinet along with Board of Advisors and management committee which has been nominated by member village organizations, student organizations and social welfare organizations and endorsed by namdar Regional Council for Karachi & Baluchistan, Pakistan for the year ended 2014-2015. 
II. Executive Summary 
The 2nd Quarterly Progress Report covers the activities carried out during the period April 1st to June 30th, 2014. These activities comprise of activities carried out by HGISF itself and its member organizations along with its multipurpose human development project named Jiwani Development Center in Karachi, Pakistan. 
During the period under reporting majority of our members were busy with their exams and summer vacations. Furthermore, due to the holy month of Ramazan a number of our activities had to slow down or reschedule accordingly. Therefore, during the period under reporting, we have mainly focus on creating forward linkages with likeminded institutions in academia, civil society and government authorities in all targeted areas of Pakistan besides arranging some educational and recreational- cum-sporting activities at our organizational level in Karachi. Besides this, JDC remained open from early morning upto late night rendering services through Early Childhood Development (ECD) classes for Jamati toddlers, Tusion & Englisg Language Classes along with library and reading room services to all AliJiwani based Jamat. 
III. Details of Activities 
During the period under reporting we have successfully executed some of the following activities in our targeted thematic and geographical areas in Pakistan. 
1. Inspection of Sindh Government Hospitals with Chief Secretary Sindh 
On the invitation of Mr. Sajjad Saleem Hottiyana-the Chief Secretary (CS) to the Government of Sindh, two HGISF Cabinet members and nine volunteers from its federating units visited Chief Secretary Office on 8th June, 2014 in Karachi and discussed areas of mutual interest.

Later on the team in the leadership of Mr. Fida Karim-the then Acting Chairman and current Senior Vice Chairman of HGISF accompanied Chief Secretary to inspect Liyari General Hospital and Civil Hospital in Karachi. The objective of the said visit was to facilitating Chief Secretary in assessing current situation of patient care and service delivery in these hospitals and distribute cash and food items among patients; thus try to mitigate the sufferings arising out of illness and chronic disease besides promoting culture of voluntary service at Sindh Government Institutions level in Sindh Province of Pakistan. This was carries out in the backdrop of our suggestion in one of our earlier meeting with CS to foster the spirit of voluntary service to improve service delivery at government institutions level in Sindh province Pakistan. 
Initially our team in the leadership of Chief Secretary visited Liyari General Hospital in the volatile Liyari Town and inspected different wards of the said hospital. The team inquired after health of admitted patients and quality of service delivery. Cash, water and food items were distributed among needy patients. 
The situation of wards and toilets were highly apathetic and smelly. Drinking water was not available in scorching heat. The bed sheets were so filthy that nobody could sit on them except poor patients. Therefore, Chief Secretary directed concerned official to change filthy bed sheets on the spot and same was ensured with the help of volunteers. Chief Secretary himself along with volunteer’s spread out bed sheets and washed toilets and directed the concerned official to ensure high quality of service delivery to the poor and vulnerable communities of Liyari. Chief Secretary Office was assigned the task of follow-up to ensure proper patient care and service delivery in the stated hospital. One of the objective of visiting Liyari General Hospital in volatile Liyari town was also to boost-up the confidence level and morale of local communities who are suffering due to notorious Liyari-gand-war and skirmishes among non-state actors in Liyari. 
Than the team visited Civil Hospital Karachi-the 1900-bed tertiary care and the largest teaching hospital of Pakistan. Here the team inspected different wards, inquired after health of patients, quality and nature of service delivery to patients and their attendants. 
Though the hospital was overcrowded and toilets were not properly maintained but poor patients who were interviewed for their feedback were seems satisfied with service delivery as they were stated to be receiving proper care and medication. Food packets and cash were distributed among needy patients in two wards each comprising fifty patients. Chief Secretary appreciated team HGISF and requested them to visit these and other hospitals in Karachi, adopt at least one patient till his/her discharge and directly report to him and make accountable if something in doing wrong in these hospitals to ensure quality of patient care and service delivery in Sindh Government hospitals in Karachi. He further stated to team leader of HGISF in front of top authorities of Civil Hospital that “being an active civil society organization you can shout on them if you found them not working properly and directly report to me to address the same” 
At the end of inspection Chief Secretary thanked HGISF and reiterated his commitment to support HGISF to achieve our shared goals for community development in the days ahead. Team HGISF also reciprocated with the same sentiments and assured the good office of Chief Secretary to work together to promote our shared goals and objectives in all targeted areas of Pakistan. 
It is befitting to note it here that this visit was in commensurate with new policy of HGISF wherein it is working on creating sound forward linkages with relevant government and non-government organizations throughout Pakistan. 
2. Program on Early childhood Development 
Jiwani Development Centre (JDC) - the human development project of Hunza Gilgit Ismaili Students Federation (HGISF) - arranged a one day lecture program on Early Childhood Development (ECD) here on 20th June, 2014 in the National Council Hall Karachi. The said program was arranged in close collaboration with Institute of Early Childhood Education and Development (IECED) Karachi. Mrs. Naheed Wasi w/o Senator Ali Haider was the chief guest of this session. Mr. Sardar Khan Senior Vice President Pakistan People’s Party-Karachi Division was the Guest of Honor. 
The program was attended by 60 participants from North & Southern Regions of our Jamat comprising students, teachers and general members interested in early childhood development in Karachi.

The program was started by the holy name of Allah which was followed by welcome note delivered by Mr. R.Raheem Sherazi-Coordiator HGISF. In his welcome note he appreciated Mrs. Naheed Wasi the founding Director and Senior Trainer of IECD along with Guest of Honor for their collaboration and support in executing this event. 
He also appreciated the role of Regional Council for Karachi and Baluchistan for being there to support HGISF and its federations to ensure holistic development of our Jamat in general and our youth in particular in Karachi Pakistan. Mr. Sherazi and team HGISF also brief about the mission, vision and current projects and activities of HGISF in Pakistan. He especially mentioned ECD classes that HGISF have recently started in Jiwani Development Center in Ali Jiwani-the most under privileged area of our community in Karachi. 
The main purpose of establishing JDC is to provide different training and educational opportunities to our Ali Jiwani based members in Karachi. He emphasis on all Jiwani based members to visit JDC at the address of House # 105, Block 4, Jiwani Heights, Super Highway Karachi and avail the services regarding CED classes, English Classes,

Couching Classes along with library and reading room. JDC is providing these facilities either free of cost or at a negligible fees. 
After this Mrs, Naheed delivered the keynote lecture on ECD. She underlined the scope of ECD and shared her insight regarding importance and impacts of ECD in ensuring holistic development of a child. She shared all the basic necessities and technique which can change not only a life of an individual but also a life of a family, life of society and life of a nation, if they are well educated and applying these tools in their practical life. Early Childhood Development program is one of the emerging and an important professional which is in high demand not only in Pakistan but abroad as well. 
The second round comprises of cross questioning wherein most of the participants raised questions regarding expensive course of ECD and requested HGISF and other institutions to help them to meet their demand. HGISF assured the participants that HGISF will do the needful to provide merit-cum-need based scholarship for Diploma Program in ECD. 
A survey form was also circulated on the spot to scrutinize interested and qualified students and teacher for further test and interview. In the light of participants demand and potential of ECD in job market, it was decided by HGISF that in collaboration with IECED and government of Sindh that scholarship will be provided to potential but equally deserving students from our members in Karachi. So that they will better be able to absorb in job market in the days to come. 
3. Scholarship Program for Diploma & Certificate Courses in Early childhood Development Programme (ECD) 
In continuation with aforementioned lecture session on early childhood development (ECD), HGISG in close collaboration with Institute of Early Childhood Education & Development and Government of Sindh have announced scholarships for diploma and certificate programmes in Early childhood Development for female members of our Jamat in Karachi. Some of 80 members from Matrovil, Garden, Karimabad, Kharadar, Aishamanzil, Ali Jiwani and other parts of Karachi shown up for interview. Selection were made purely on merit-cum-need basis along with extensive interview by ECD Experts, JDC Team and Representatives from Sindh Government and Institute of Early Childhood Education and Development. 
Out of these members, 100% scholarship has been provided to 8 candidates for one year diploma programme. While full monthly fee discount have been provided to 4 candidates. Similarly, some of 21 members have been selected for one year diploma programme and half yearly certificate programme. These include 8 members for Certificate Programme and 13 members for Diploma programme. It is befitting to note it here that these benefeciries belong from not only HGISF’s member organizations but also from other under served parts of Pakistan like interior Sindh, Ghizer, chitral, Baluchistan and less developed areas of Karachi. Our only criteria was merit-cum-need plus member of Ismaili Jamat from any part of Pakistan. Besides this HGISF is also providing transport facility for these benefeciries. 
Senior leadership of HGISF take this opportunity to acknowledge and highly appreciate the sincere contribution of JDC team, Mr. Rahat, Mr. Sarfaraz Hamza, Mr. Ahmed Barcha, Ms. Anita Aziz, Mr. Sardar Khan Senior Vice Chairman Pakistan People’s Party Karachi division along with Senator Taj Haider and IECED management and

administrator for their sincere contribution in this programme. It is expected the same spirit in the year ahead to lead this programme to its logical end.

4. Meeting with all GBC level Federations in Karachi: 
In the backdrop of police atrocities and highhandedness of President Ismaili Regional Council for Gilgit, Hunza Gilgit Ismaili Students Federation (HGISF) called an urgent meeting of all Karachi based Ismaili organizations from Gilgit Baltistan (GB) on June 8th, 2014 in Aga Khan Gymkhana Karachi. A large number of young leaders, social activist and office bearers of different student organizations and senior leadership of social welfare organizations from all parts of Hunza, Gilgit and Gizer districts participated in the stated meeting. During the meeting the said incident was thoroughly discussed and each member expressed strong condemnation for treatment meted out to honorable President of the Ismailia Regional Council for Gilgit and termed it simply unacceptable to say the least. They reiterated their full support to Jamati leadership and warned all concerned actors to refrain from harassing our leaderships. Otherwise, Jamati members and youth will be compelled to take matters into their hands and take punitive actions against such people. The same day the said incident was settled down with the prompt intervention of GB government after tendering unconditional apologies from perpetrators it was unanimously decided to give the law to take its own turn and call off their protest demonstration against assault on Col (r) Ubaidullah Baig, President of the Ismailia Regional Council for Gilgit. Nevertheless, each member showed strong resentment against this incident and call upon GB Government and relevant institutions to resolve the bone of contention once for all. It was discussed and agreed upon that all federations will forward nominations of two to three persons per federation from all participating organizations to HGISF to form a joint committee of GB level grassroots Ismaili institutions based here in Karachi. So that they could jointly work in close coordination to protect and promote their shared goals in Karachi and throughout Pakistan including Gilgit-Baltistan. The said committee will also coordinate with respective Councils and AKDN institutions to provide required human resource or any other kind of assistance and support besides forwarding member youths related issues to national level leaderships and resolve the same for the betterment of Jamat. At the end of meeting Mr. Fida Karim- Acting Chairman of HGISF thanked all participants, Advisors, senior leaderships of different federations and federating units for showing their solidarity and strength and reiterated commitment of HGISF to work together to promote their shared goals in Pakistan. 
5. Meeting with GISAK: 
The Cabinet and Advisory members of Hunza Gilgit Ismaili Students Federation (HGISF) met with Gojal Ismailia Students Association Karachi (GISAK) on May 27, 2014 in Garden Darkhana Jamat Khana Karachi. Senior leadership of both the organizations participated in the said meeting and discussed areas of mutual interest to strengthening each other through coordinated efforts. During the meeting it was appreciated that federation has representation

from all regions of Hunza and Gilgit. Nevertheless, it was requested by GISAK to formalize representation from upper Hunza through GISAK as their new Cabinet has just taken responsibilities from this month and same was assured by HGISF to achieve their shared goals in the years ahead. In this regard, it was discussed and agreed upon that HGISF will send a formal letter to channelize nomination of existing two members from upper Hunza and same will be endorsed by GISAK within a week. It is worth noting that senior leadership of both the organizations sit together first time in their recent history and reiterated their commitment to work together to achieve their shared goals in the days to come as both the organizations believe that it is high time to strengthen mutual understanding and working relations through coordinated efforts and collaboration in achieving our shared goals in Pakistan. 
6. Karachi Champions Trophy-2014 in Karachi 
The eventful Karachi Champion Trophy-2014 was successfully concluded here on Sunday, 4th April, 2014 in Sultan Muhammad Shah Aga Khan School Karim Abad Karachi. This was organized by Khana Abad Ismaili Students Welfare Organization ( KAISWO) Karachi. 
Winning team with organizers and Chief Guest of Karachi Champion Tournament 
This tournament was aimed at to engage our youth in a healthy competition through sporting activities so that all federating units and other like-minded organizations come together on a single platform to compete and cherish healthy competition through sporting activities. The stated cricket tournament was spanned over five weekends started on 6th April 2014 and concluded on 4th May 2014. 
This year’s Karachi Champion Trophy was the 5th edition of its kind in the history of KAISWO. A total of 36 Karachi based teams of Gilgit-Baltistan and Chitral region along with local team participated in this championship. At the end of the tournament a grand final closing ceremony was held which was attended by Cabinet members of Hunza Gilgit Ismaili Student Federation (HGISF) along with office-bearers of all its

federating units, donors, well-wishers, Village elders and Karachi based Advisors in Khana Abad Ismailia Students Welfare Organization (KAISWO) Karachi. Chief Guest was Mr. Khush Ahemd Din, the renowned social worker and General Secretary of Hunza Shinaki Multipurpose Society, Karachi while the guests of honor were Mr. Mr Anwer and Mr. Naik Alam PhD Scholar from Khana Abad Hunza. 
The closing ceremony was concluded with prize distribution. Chitral Young Fighters was declared as the Champions of the tournament while Northern Friends Cricket Club (NFCC) remained the runner-up and Turmahin United secured the 3rd position. Special awards and token of appreciation were also distributed among the best workers of the event along with Chief Guest and Guests of honor. Mir Afzal declared player of the tournament while Hussain was declared as the Man of The Match. This eventful tournament was culminated with thrilling tunes of local music, singing, local dance and performance of the Aly Abad Orchestra along with the keynote address of Guest, Muhammad Karim Damino-President KAISWO and the vote of thanks from senior adviser of the KAISWO Mr. Sartaj Shah. 
7. Children Football Camp-2014 
In the backdrop of Football World Cup-2014 in Brazil, football fever was at its full swing among our youth. Therefore, Jiwani Development Centre (JDC)-the multipurpose human development project of Hunza Gilgit Ismaili Students Federation (HGISF) Pakistan- arranged a two days football camp under the name of “Children Football Camp-2014” here in Jiwani Ground Ali Giwani Karachi. Sum of thirty Jiwani based children from Hunza, Gilgit, Ghizer, Chitral and southern regions participated in this summer football camp.

The event was conducted by Mr. Suhail a renowned and professional football couch from HGISF. During the camp participants were specially trained by a professional football couch regarding ins and outs of football along with extensive practice in the ground. The children termed it “a thrilling and equally learning experience” and requested team HGISF to provide more opportunities like this to ensure their physical and emotional development. At the end of summer camp footballs were distributed as a token of appreciations among best performing children. Cabinet members and Advisors of HGISF also participated in concluding session of summer camp. 
Mr. Fida Karim-then Acting Chairman HGISF highly appreciated team HGISF in general and event managers specially Mr. Sarfraz Ahmed-Joint secretary HGISF, Mr.Rizwan Karim-Media Coordinator-Cum-Photographer of HGISF, Mr.Irshad Ali-JDC team member, Mr.Suhail-the Football Coach, Mr. Hasnain Iqbal-Volunteer HGISF along with Advisors, participating federations, senior leadership and children and their parents for their all-out support and cooperation. He appreciated each one of them along with maintenance committee and Mukhi sahib of Jiwani JK for making it a huge success and reiterated the commitment of HGISF to provide more healthy and recreational activities like this to unlock the true potential of our youth in the year ahead so that our youngsters could engage themselves in positive activities and become a healthy and productive citizen of Pakistan. 
8. Art and Painting Competition for students: 
An Art and painting competition was held on 26th June 2014 in Jiwani Development Center Karachi. The program was attended by 50 students. Basic aim of this event was to arrange a positive recreational-cum-developmental activity for students to polish and encourage their interest in art and painting. Children learn in many ways and art and painting is one of them. Art is part of the human experience and students can express themselves through art and crafts. 
All students actively participated as all the required stationary was provided to students to properly present their ideas of art on a paper. Students were divided into two categories Montessori and Primary Section. At the end of session best performing students were encouraged by selecting best drawing and paintings and distributed prizes among best performing students.

9. Meeting with United State Education Foundation, Pakistan (USEFP): 
Senior Vice Chairman of HGISF Mr. Fida Karim had a fruitful meeting with Ms. Corina R. Sanders-Public Affairs Officer in U.S. Consulate General Karachi and Mr. Hassan Nasir - Educational Adviser at the United States Educational Foundation in Pakistan in U.S consulate , Karachi. Besides attending one of their sessions on their Fulbright Scholar Program, he discussed areas of future collaboration with special reference to US cultural exchange programs and other scholarships and youth-centric awareness and development programs in Pakistan. USEFP team appreciates HGISF and assured their fullest possible support in executing youth development programmes in Karachi Pakistan. It was decided and agreed upon that HGISF will arrange venue and participants and USEFP will deliver sessions on thematic areas interested for both the organizations in the days to come.

10. Meeting with Provost Karachi University: 
On the invitation of Ms.Anila Malik-Provost Karachi University Girls Hostel, a delegation of HGISF and GISAK met with her in the month of June, 2014 in University of Karachi. The team comprises of Mr.Fida Karim-then acting Chairman HGISF, Mr. Irfan Alam Advisor HGISF and Mr.Tariq Hussain from GISAK Cabinet along with a member from BADA-one of our federating unit in Karachi. The objective was to discuss concerns of Provost with special reference to our hostel based members and devised a mechanism to do the needful to address her concerns besides facilitating our members in the best possible

way to carry on their education in a conducive and equally healthy environment in Karachi University with special focus of KU girls’ hostel. 
The delegation heard all her concerns and assured our all-out support to address her genuine concerns and requested hostel admiration to facilitate in their best possible manner in providing secure and equally conducive environment for learning and development in KU Girls hostel. It was mutually decided to execute coordinated efforts and meetings to facilitate our hostel based members in KU. 
11. Outreach meetings with Civil Society Organizations(CSO): 
In the leadership of Chairman HGISF-Mr. Shahzad Baig, team HGISF met with leadership of different CSOs based in Lahore and Gilgit-Baltistan. These include Gilgit-Baltistan Youth Council (GBYC) and Ismaili students Federation based in Gilgit-Baltistan, Pakistan. In these meeting he along with his team discussed areas of mutual coordination and cooperation with special reference to forthcoming general elections in Gilgit-Baltistan and reiterated their commitment to work together to promote our shared goals in Lahore and Gilgit-Baltistan. 
Similarly, during the period under review HGISF resolved a number of our youth related socio-economic and educational issues. 
As an active youth-led Civil Society Organization, a delegation of HGISF comprising nine members attended two days conference of FOCUS Humanitarian Assistance, Pakistan in Regent Plaza Karachi. 
Similarly, during this quarter Namdar council for Karachi and Baluchistan issued nominations of HGISF office bearers for the year 2014-2015. 
IV. Constraints and way-forward 
During the period under reporting HGISF had to face some of the following issues and constraints to execute their services to its federating member organizations and general members.

 Unavailability of proper venue to arrange meetings or to execute capacity development and awareness programs to our youth. Due to which we have to cancel or repeatedly postponed our programmes. During the period under review we had to cancel or repeatedly reschedule a couple of training and awareness sessions in Karachi. These include “training session on project proposal writing and resource mobilization” which had to be conducted by a renowned international development professional having several decades experience in UN and other international development and humanitarian agencies throughout Asia and another one was “awareness session on rising trend of suicides in our youth”. On the other hand, during this quarter seven member of our federation committed suicides due to different youth-centric issues but we are not receiving required support from concerned Jamati institutions on time. HGISF had already brought this matter into kind information and knowledge of National and Regional Council and proposed to support us to direct concerned institutions to carry out a research study to find out root causes regarding rising trend of suicide cases in our youth and take informed decisions on the basis of these findings besides launching awareness- cum-root cause-addressing projects and programs on the war footing but all is vain so far. 
Similarly, a renowned foundation has offered us to carry out different sessions on 15 different youth- centric topics for our youth. But we have venue problem as we are 100% dependent on Council for venue and Namdar Regional Council for Karachi and Baluchistan have already wrote to us that it has to cater more than 50 institutions. So it has its own constraints. Any assistance from National Council or any AKDN institutions will highly be appreciated in this regard. 
 HGISF’s unclear terms of engagement with Regional Council which further create difficulties in quick delivery of quality service to our federating units and general members. 
 Financial constraints. Unavailability of any financial resource base except voluntary contributions of HGISF office bearers and Advisors negatively affects our projects and service delivery. Although we have arranged 78% amount of our scholarship programme but we still needed support for 22% of this project (approx.: PKRS 200,000) to lead this project into its logical end. Financial support from any of our member or institution will highly be appreciated in this regard. 
 For being highly educated, sensitized and equally aware about clear directions of MHI regarding mandate of each Jamati and AKDN institutions toward our Jamat-the ultimate beneficiaries- our members are expecting delivery of high quality and prompt service delivery from us all. But due to aforementioned reasons (financial constraints & delay-daily tactics of Regional Council) HGISF have to face challenges in coming up to the expectations of our members in Karachi and other parts of Pakistan. Lack of direct coordination with top authorities of AKDN institutions further makes the matter worst. 
 It is high time to devise a proper mechanism to channelize issues, demands and needs identifies at our community level through HGISF and its grassroots level federations and communicate the same with concerned AKDN and Jamati Institutions in Pakistan. So that concerned institutions could design their programmes and annual work plans accordingly to accommodate the needs identified by HGISG and its federating units at grassroots level in Karachi and other parts of Pakistan. 
 HGISF and its federating units have a lot of proposals and ideas but facing resource constraints to implement the same and AKDN institutions have financial resources but needed to take input of grassroots institutions like HGISF to address the pressing needs and demands of our Jamat as par priorities of our members-the- ultimate reason behind establishing institutions by our beloved MHI-in Karachi and other parts of Pakistan including Hunza Gilgit region.

Introduction The Hunza Gilgit Ismaili Students Federation (HGISF) Pakistan is a youth-led and youth-centric civil society organization that is working on a voluntary basis for the holistic development of our community members in general and our youth from Hunza and Gilgit region in particular who are either living in main urban centers of Pakistan or living in their native villages and towns in Hunza and Gilgit region of Pakistan. HGISF is the mother organization of more than eighteen youth-led civil society initiatives and student bodies of Hunza and Gilgit region mainly based here in Karachi and rest of the country. It has several thousand members representing all village organizations of Hunza and Gilgit region in Karachi Pakistan. Current it is being run by an active Central Cabinet along with Board of Advisors and management committee which has been nominated by member village organizations, student organizations and social welfare organizations and endorsed by namdar Regional Council for Karachi & Baluchistan, Pakistan for the year ended 2014-2015. II. Executive Summary The 2nd Quarterly Progress Report covers the activities carried out during the period April 1st to June 30th, 2014. These activities comprise of activities carried out by HGISF itself and its member organizations along with its multipurpose human development project named Jiwani Development Center in Karachi, Pakistan. During the period under reporting majority of our members were busy with their exams and summer vacations. Furthermore, due to the holy month of Ramazan a number of our activities had to slow down or reschedule accordingly. Therefore, during the period under reporting, we have mainly focus on creating forward linkages with likeminded institutions in academia, civil society and government authorities in all targeted areas of Pakistan besides arranging some educational and recreational- cum-sporting activities at our organizational level in Karachi. Besides this, JDC remained open from early morning upto late night rendering services through Early Childhood Development (ECD) classes for Jamati toddlers, Tusion & Englisg Language Classes along with library and reading room services to all AliJiwani based Jamat. III. Details of Activities During the period under reporting we have successfully executed some of the following activities in our targeted thematic and geographical areas in Pakistan. 1. Inspection of Sindh Government Hospitals with Chief Secretary Sindh On the invitation of Mr. Sajjad Saleem Hottiyana-the Chief Secretary (CS) to the Government of Sindh, two HGISF Cabinet members and nine volunteers from its federating units visited Chief Secretary Office on 8th June, 2014 in Karachi and discussed areas of mutual interest.
  • 4. 2nd Quarterly Progress Report-2014 Hunza Gilgit Ismaili Students Federation (HGISF), Pakistan Page 4 Later on the team in the leadership of Mr. Fida Karim-the then Acting Chairman and current Senior Vice Chairman of HGISF accompanied Chief Secretary to inspect Liyari General Hospital and Civil Hospital in Karachi. The objective of the said visit was to facilitating Chief Secretary in assessing current situation of patient care and service delivery in these hospitals and distribute cash and food items among patients; thus try to mitigate the sufferings arising out of illness and chronic disease besides promoting culture of voluntary service at Sindh Government Institutions level in Sindh Province of Pakistan. This was carries out in the backdrop of our suggestion in one of our earlier meeting with CS to foster the spirit of voluntary service to improve service delivery at government institutions level in Sindh province Pakistan. Initially our team in the leadership of Chief Secretary visited Liyari General Hospital in the volatile Liyari Town and inspected different wards of the said hospital. The team inquired after health of admitted patients and quality of service delivery. Cash, water and food items were distributed among needy patients. The situation of wards and toilets were highly apathetic and smelly. Drinking water was not available in scorching heat. The bed sheets were so filthy that nobody could sit on them except poor patients. Therefore, Chief Secretary directed concerned official to change filthy bed sheets on the spot and same was ensured with the help of volunteers. Chief Secretary himself along with volunteer’s spread out bed sheets and washed toilets and directed the concerned official to ensure high quality of service delivery to the poor and vulnerable communities of Liyari. One of the objective of visiting Liyari General Hospital in volatile Liyari town was also to boost-up the confidence level and morale of local communities who are suffering due to notorious Liyari-gand-war and skirmishes among non-state actors in Liyari. Than the team visited Civil Hospital Karachi-the 1900-bed tertiary care and the largest teaching hospital of Pakistan. Here the team inspected different wards, inquired after health of patients, quality and nature of service delivery to patients and their attendants. Though the hospital was overcrowded and toilets were not properly maintained but poor patients who were interviewed for their feedback were seems satisfied with service delivery as they were stated to be receiving proper care and medication. Food packets and cash were distributed among needy patients in two wards each comprising fifty patients. Chief Secretary appreciated team HGISF and requested them to visit these and other hospitals in Karachi, adopt at least one patient till his/her discharge and directly report to him and make accountable if something in doing wrong in these hospitals to ensure quality of patient care and service delivery in Sindh Government hospitals in Karachi. He further stated to team leader of HGISF in front of top authorities of Civil Hospital that “being an active civil society organization you can shout on them if you found them not working properly and directly report to me to address the same” At the end of inspection Chief Secretary thanked HGISF and reiterated his commitment to support HGISF to achieve our shared goals for community development in the days ahead. Team HGISF also reciprocated with the same sentiments and assured the good office of Chief Secretary to work together to promote our shared goals and objectives in all targeted areas of Pakistan. It is befitting to note it here that this visit was in commensurate with new policy of HGISF wherein it is working on creating sound forward linkages with relevant government and non-government organizations throughout Pakistan. 2. Program on Early childhood Development Jiwani Development Centre (JDC) - the human development project of Hunza Gilgit Ismaili Students Federation (HGISF) - arranged a one day lecture program on Early Childhood Development (ECD) here on 20th June, 2014 in the National Council Hall Karachi. The said program was arranged in close collaboration with Institute of Early Childhood Education and Development (IECED) Karachi. Mrs. Naheed Wasi w/o Senator Ali Haider was the chief guest of this session. Mr. Sardar Khan Senior Vice President Pakistan People’s Party-Karachi Division was the Guest of Honor. The program was attended by 60 participants from North & Southern Regions of our Jamat comprising students, teachers and general members interested in early childhood development in Karachi.

In his welcome note he appreciated Mrs. Naheed Wasi the founding Director and Senior Trainer of IECD along with Guest of Honor for their collaboration and support in executing this event. He also appreciated the role of Regional Council for Karachi and Baluchistan for being there to support HGISF and its federations to ensure holistic development of our Jamat in general and our youth in particular in Karachi Pakistan. Mr. Sherazi and team HGISF also brief about the mission, vision and current projects and activities of HGISF in Pakistan. He especially mentioned ECD classes that HGISF have recently started in Jiwani Development Center in Ali Jiwani-the most under privileged area of our community in Karachi. The main purpose of establishing JDC is to provide different training and educational opportunities to our Ali Jiwani based members in Karachi. He emphasis on all Jiwani based members to visit JDC at the address of House # 105, Block 4, Jiwani Heights, Super Highway Karachi and avail the services regarding CED classes, English Classes, Audience is engrossed in lecture on ECD

JDC is providing these facilities either free of cost or at a negligible fees. After this Mrs, Naheed delivered the keynote lecture on ECD. She underlined the scope of ECD and shared her insight regarding importance and impacts of ECD in ensuring holistic development of a child. She shared all the basic necessities and technique which can change not only a life of an individual but also a life of a family, life of society and life of a nation, if they are well educated and applying these tools in their practical life. Early Childhood Development program is one of the emerging and an important professional which is in high demand not only in Pakistan but abroad as well. The second round comprises of cross questioning wherein most of the participants raised questions regarding expensive course of ECD and requested HGISF and other institutions to help them to meet their demand. HGISF assured the participants that HGISF will do the needful to provide merit-cum-need based scholarship for Diploma Program in ECD. A survey form was also circulated on the spot to scrutinize interested and qualified students and teacher for further test and interview. In the light of participants demand and potential of ECD in job market, it was decided by HGISF that in collaboration with IECED and government of Sindh that scholarship will be provided to potential but equally deserving students from our members in Karachi. So that they will better be able to absorb in job market in the days to come. 3. Scholarship Program for Diploma & Certificate Courses in Early childhood Development Programme (ECD) In continuation with aforementioned lecture session on early childhood development (ECD), HGISG in close collaboration with Institute of Early Childhood Education & Development and Government of Sindh have announced scholarships for diploma and certificate programmes in Early childhood Development for female members of our Jamat in Karachi. Some of 80 members from Matrovil, Garden, Karimabad, Kharadar, Aishamanzil, Ali Jiwani and other parts of Karachi shown up for interview. Selection were made purely on merit-cum-need basis along with extensive interview by ECD Experts, JDC Team and Representatives from Sindh Government and Institute of Early Childhood Education and Development. Out of these members, 100% scholarship has been provided to 8 candidates for one year diploma programme. While full monthly fee discount have been provided to 4 candidates. Similarly, some of 21 members have been selected for one year diploma programme and half yearly certificate programme. These include 8 members for Certificate Programme and 13 members for Diploma programme. It is befitting to note it here that these benefeciries belong from not only HGISF’s member organizations but also from other under served parts of Pakistan like interior Sindh, Ghizer, chitral, Baluchistan and less developed areas of Karachi. Our only criteria was merit-cum-need plus member of Ismaili Jamat from any part of Pakistan. Besides this HGISF is also providing transport facility for these benefeciries. Meeting with all GBC level Federations in Karachi: In the backdrop of police atrocities and highhandedness of President Ismaili Regional Council for Gilgit, Hunza Gilgit Ismaili Students Federation (HGISF) called an urgent meeting of all Karachi based Ismaili organizations from Gilgit Baltistan (GB) on June 8th, 2014 in Aga Khan Gymkhana Karachi. A large number of young leaders, social activist and office bearers of different student organizations and senior leadership of social welfare organizations from all parts of Hunza, Gilgit and Gizer districts participated in the stated meeting. During the meeting the said incident was thoroughly discussed and each member expressed strong condemnation for treatment meted out to honorable President of the Ismailia Regional Council for Gilgit and termed it simply unacceptable to say the least. They reiterated their full support to Jamati leadership and warned all concerned actors to refrain from harassing our leaderships. Otherwise, Jamati members and youth will be compelled to take matters into their hands and take punitive actions against such people. The same day the said incident was settled down with the prompt intervention of GB government after tendering unconditional apologies from perpetrators it was unanimously decided to give the law to take its own turn and call off their protest demonstration against assault on Col (r) Ubaidullah Baig, President of the Ismailia Regional Council for Gilgit. Nevertheless, each member showed strong resentment against this incident and call upon GB Government and relevant institutions to resolve the bone of contention once for all. It was discussed and agreed upon that all federations will forward nominations of two to three persons per federation from all participating organizations to HGISF to form a joint committee of GB level grassroots Ismaili institutions based here in Karachi. So that they could jointly work in close coordination to protect and promote their shared goals in Karachi and throughout Pakistan including Gilgit-Baltistan. The said committee will also coordinate with respective Councils and AKDN institutions to provide required human resource or any other kind of assistance and support besides forwarding member youths related issues to national level leaderships and resolve the same for the betterment of Jamat. At the end of meeting Mr. Fida Karim- Acting Chairman of HGISF thanked all participants, Advisors, senior leaderships of different federations and federating units for showing their solidarity and strength and reiterated commitment of HGISF to work together to promote their shared goals in Pakistan. 5. Meeting with GISAK: The Cabinet and Advisory members of Hunza Gilgit Ismaili Students Federation (HGISF) met with Gojal Ismailia Students Association Karachi (GISAK) on May 27, 2014 in Garden Darkhana Jamat Khana Karachi. Senior leadership of both the organizations participated in the said meeting and discussed areas of mutual interest to strengthening each other through coordinated efforts. During the meeting it was appreciated that federation has representation

Nevertheless, it was requested by GISAK to formalize representation from upper Hunza through GISAK as their new Cabinet has just taken responsibilities from this month and same was assured by HGISF to achieve their shared goals in the years ahead. In this regard, it was discussed and agreed upon that HGISF will send a formal letter to channelize nomination of existing two members from upper Hunza and same will be endorsed by GISAK within a week. It is worth noting that senior leadership of both the organizations sit together first time in their recent history and reiterated their commitment to work together to achieve their shared goals in the days to come as both the organizations believe that it is high time to strengthen mutual understanding and working relations through coordinated efforts and collaboration in achieving our shared goals in Pakistan. 6. Karachi Champions Trophy-2014 in Karachi The eventful Karachi Champion Trophy-2014 was successfully concluded here on Sunday, 4th April, 2014 in Sultan Muhammad Shah Aga Khan School Karim Abad Karachi. This was organized by Khana Abad Ismaili Students Welfare Organization ( KAISWO) Karachi. Winning team with organizers and Chief Guest of Karachi Champion Tournament This tournament was aimed at to engage our youth in a healthy competition through sporting activities so that all federating units and other like-minded organizations come together on a single platform to compete and cherish healthy competition through sporting activities. The stated cricket tournament was spanned over five weekends started on 6th April 2014 and concluded on 4th May 2014. This year’s Karachi Champion Trophy was the 5th edition of its kind in the history of KAISWO. A total of 36 Karachi based teams of Gilgit-Baltistan and Chitral region along with local team participated in this championship. At the end of the tournament a grand final closing ceremony was held which was attended by Cabinet members of Hunza Gilgit Ismaili Student Federation (HGISF) along with office-bearers of all its

Chief Guest was Mr. Khush Ahemd Din, the renowned social worker and General Secretary of Hunza Shinaki Multipurpose Society, Karachi while the guests of honor were Mr. Mr Anwer and Mr. Naik Alam PhD Scholar from Khana Abad Hunza. The closing ceremony was concluded with prize distribution. Chitral Young Fighters was declared as the Champions of the tournament while Northern Friends Cricket Club (NFCC) remained the runner-up and Turmahin United secured the 3rd position. Special awards and token of appreciation were also distributed among the best workers of the event along with Chief Guest and Guests of honor. Mir Afzal declared player of the tournament while Hussain was declared as the Man of The Match. This eventful tournament was culminated with thrilling tunes of local music, singing, local dance and performance of the Aly Abad Orchestra along with the keynote address of Guest, Muhammad Karim Damino-President KAISWO and the vote of thanks from senior adviser of the KAISWO Mr. Sartaj Shah. 7. Children Football Camp-2014 In the backdrop of Football World Cup-2014 in Brazil, football fever was at its full swing among our youth. Therefore, Jiwani Development Centre (JDC)-the multipurpose human development project of Hunza Gilgit Ismaili Students Federation (HGISF) Pakistan- arranged a two days football camp under the name of “Children Football Camp-2014” here in Jiwani Ground Ali Giwani Karachi. During the camp participants were specially trained by a professional football couch regarding ins and outs of football along with extensive practice in the ground. The children termed it “a thrilling and equally learning experience” and requested team HGISF to provide more opportunities like this to ensure their physical and emotional development. At the end of summer camp footballs were distributed as a token of appreciations among best performing children. Cabinet members and Advisors of HGISF also participated in concluding session of summer camp. Mr. Fida Karim-then Acting Chairman HGISF highly appreciated team HGISF in general and event managers specially Mr. Sarfraz Ahmed-Joint secretary HGISF, Mr.Rizwan Karim-Media Coordinator-Cum-Photographer of HGISF, Mr.Irshad Ali-JDC team member, Mr.Suhail-the Football Coach, Mr. Hasnain Iqbal-Volunteer HGISF along with Advisors, participating federations, senior leadership and children and their parents for their all-out support and cooperation. He appreciated each one of them along with maintenance committee and Mukhi sahib of Jiwani JK for making it a huge success and reiterated the commitment of HGISF to provide more healthy and recreational activities like this to unlock the true potential of our youth in the year ahead so that our youngsters could engage themselves in positive activities and become a healthy and productive citizen of Pakistan. 8. Art and Painting Competition for students: An Art and painting competition was held on 26th June 2014 in Jiwani Development Center Karachi. The program was attended by 50 students. Basic aim of this event was to arrange a positive recreational-cum-developmental activity for students to polish and encourage their interest in art and painting. Children learn in many ways and art and painting is one of them. Art is part of the human experience and students can express themselves through art and crafts. All students actively participated as all the required stationary was provided to students to properly present their ideas of art on a paper. Students were divided into two categories Montessori and Primary Section. At the end of session best performing students were encouraged by selecting best drawing and paintings and distributed prizes among best performing students. Meeting with United State Education Foundation, Pakistan (USEFP): Senior Vice Chairman of HGISF Mr. Fida Karim had a fruitful meeting with Ms. Corina R. Sanders-Public Affairs Officer in U.S. Consulate General Karachi and Mr. Hassan Nasir - Educational Adviser at the United States Educational Foundation in Pakistan in U.S consulate , Karachi. Besides attending one of their sessions on their Fulbright Scholar Program, he discussed areas of future collaboration with special reference to US cultural exchange programs and other scholarships and youth-centric awareness and development programs in Pakistan. USEFP team appreciates HGISF and assured their fullest possible support in executing youth development programmes in Karachi Pakistan. It was decided and agreed upon that HGISF will arrange venue and participants and USEFP will deliver sessions on thematic areas interested for both the organizations in the days to come. Meeting with Provost Karachi University: On the invitation of Ms.Anila Malik-Provost Karachi University Girls Hostel, a delegation of HGISF and GISAK met with her in the month of June, 2014 in University of Karachi. The team comprises of Mr.Fida Karim-then acting Chairman HGISF, Mr. Irfan Alam Advisor HGISF and Mr.Tariq Hussain from GISAK Cabinet along with a member from BADA-one of our federating unit in Karachi. The objective was to discuss concerns of Provost with special reference to our hostel based members and devised a mechanism to do the needful to address her concerns besides facilitating our members in the best possible

The delegation heard all her concerns and assured our all-out support to address her genuine concerns and requested hostel admiration to facilitate in their best possible manner in providing secure and equally conducive environment for learning and development in KU Girls hostel. It was mutually decided to execute coordinated efforts and meetings to facilitate our hostel based members in KU. 11. Outreach meetings with Civil Society Organizations(CSO): In the leadership of Chairman HGISF-Mr. Shahzad Baig, team HGISF met with leadership of different CSOs based in Lahore and Gilgit-Baltistan. These include Gilgit-Baltistan Youth Council (GBYC) and Ismaili students Federation based in Gilgit-Baltistan, Pakistan. In these meeting he along with his team discussed areas of mutual coordination and cooperation with special reference to forthcoming general elections in Gilgit-Baltistan and reiterated their commitment to work together to promote our shared goals in Lahore and Gilgit-Baltistan. Similarly, during the period under review HGISF resolved a number of our youth related socio-economic and educational issues. As an active youth-led Civil Society Organization, a delegation of HGISF comprising nine members attended two days conference of FOCUS Humanitarian Assistance, Pakistan in Regent Plaza Karachi. Similarly, during this quarter Namdar council for Karachi and Baluchistan issued nominations of HGISF office bearers for the year 2014-2015. IV. Constraints and way-forward During the period under reporting HGISF had to face some of the following issues and constraints to execute their services to its federating member organizations and general members.

Due to which we have to cancel or repeatedly postponed our programmes. During the period under review we had to cancel or repeatedly reschedule a couple of training and awareness sessions in Karachi. These include “training session on project proposal writing and resource mobilization” which had to be conducted by a renowned international development professional having several decades experience in UN and other international development and humanitarian agencies throughout Asia and another one was “awareness session on rising trend of suicides in our youth”. On the other hand, during this quarter seven member of our federation committed suicides due to different youth-centric issues but we are not receiving required support from concerned Jamati institutions on time. HGISF had already brought this matter into kind information and knowledge of National and Regional Council and proposed to support us to direct concerned institutions to carry out a research study to find out root causes regarding rising trend of suicide cases in our youth and take informed decisions on the basis of these findings besides launching awareness- cum-root cause-addressing projects and programs on the war footing but all is vain so far. Similarly, a renowned foundation has offered us to carry out different sessions on 15 different youth- centric topics for our youth. But we have venue problem as we are 100% dependent on Council for venue and Namdar Regional Council for Karachi and Baluchistan have already wrote to us that it has to cater more than 50 institutions. So it has its own constraints. Any assistance from National Council or any AKDN institutions will highly be appreciated in this regard.  HGISF’s unclear terms of engagement with Regional Council which further create difficulties in quick delivery of quality service to our federating units and general members.  Financial constraints. Unavailability of any financial resource base except voluntary contributions of HGISF office bearers and Advisors negatively affects our projects and service delivery. Although we have arranged 78% amount of our scholarship programme but we still needed support for 22% of this project (approx.: PKRS 200,000) to lead this project into its logical end. Financial support from any of our member or institution will highly be appreciated in this regard.  For being highly educated, sensitized and equally aware about clear directions of MHI regarding mandate of each Jamati and AKDN institutions toward our Jamat-the ultimate beneficiaries- our members are expecting delivery of high quality and prompt service delivery from us all. But due to aforementioned reasons (financial constraints & delay-daily tactics of Regional Council) HGISF have to face challenges in coming up to the expectations of our members in Karachi and other parts of Pakistan. Lack of direct coordination with top authorities of AKDN institutions further makes the matter worst.  It is high time to devise a proper mechanism to channelize issues, demands and needs identifies at our community level through HGISF and its grassroots level federations and communicate the same with concerned AKDN and Jamati Institutions in Pakistan. So that concerned institutions could design their programmes and annual work plans accordingly to accommodate the needs identified by HGISG and its federating units at grassroots level in Karachi and other parts of Pakistan.  HGISF and its federating units have a lot of proposals and ideas but facing resource constraints to implement the same and AKDN institutions have financial resources but needed to take input of grassroots institutions like HGISF to address the pressing needs and demands of our Jamat as par priorities of our members-the- ultimate reason behind establishing institutions by our beloved MHI-in Karachi and other parts of Pakistan including Hunza Gilgit region.
