2. ‘Ease of Doing Business’ is a big radical change in the
age old working mindset and system supported by a
change in the workflow by creating and facilitating a
business and investor friendly ecosystem by the Govt.
3. By changing the present work flow, simplifying them
and implementing the same through a online
Single Window Clearance System for
E-Filing, Management and Tracking of all
regulatory/statutory Licenses, Permissions, NOCs and
Renewals required by all the departments in the State
of Assam.
7. IN THE SERVICE FRAMEWORK LOT OF MODULES CAN BE DESIGNED AND UPGARDED LIKE
E FORMS, SMS GATEWAY, PAYMENT GATEWAY, FLOW OF INFORMATION AND MOST
IMPORTANTLY TIMELINES OR SLA (SERVICE LEVEL AGREEMENT)
SO THAT A MICRO ENTERPRISE CAN ALSO UNDERSTAND THE SAME.
8. • CAN BE CONNECTED VIA NETWORK BACKBONE/INTERNET FOR THE DEPARTMENT AND
INTERNET FOR THE USER.
• 1ST PHASE BY INTERNET BACKBONE WITH DEDICATED SERVER AND DISASTER RECOVERY
SERVER FOR ALL STAKEHOLDERS.
• THE CENTRALISED PORTAL WILL BE CONNECTED TO THE MIDDLEWARE OR BUSINESS
LAYER/GATEWAY WHICH WILL ENABLE IT TO CONNECT TO MICRO PORTALS OF THE
DEPARTMENTS.

IN THE BACKEND ALL THE DEPARTMENTS WILL RECEIVE THE FORMS SUBMITTED TO THEM IN
THEIR DEPARTMENTAL INBOX WHICH CAN BE ACCESSED BY AUTHENTICATED LOGIN.
THEY CAN PROCESS THE SAME ONLINE FOR THE NEXT LEVEL EITHER APPROVE OR REJECT WITH
A CAUSE AND ALL THEIR PROCESSING INFORMATION WILL BE SEND TO CONCERNED USER AND
THE NODAL DEPARTMENT MONITORING THE ENTIRE PROCESS.
IN CASE OF NO ACTIONS ALERTS, WILL BE RAISED WITHIN GIVEN TIMELINE TO THE NODAL
DEPARTMENT AND ALSO TO THE CONCERNED DEPARTMENT.
AFTER THE DEDALINE OF NO ACTION WITHIN TIME LINE. THE APPLICATION BY DEFAULT WILL
BE APPROVED/INACTIVE/REJECTED.
ONCE ALL THE PROCESSING IS DONE BY THE DEPARTMENT AND REQUISTE FEES DEPOSITED THE
USER WILL GET THE CLEARENCES ELECTRONICALY WHICH WILL BE VALID FOR ALL PURPOSES.

PRIMARILY ALL CLEARENCES OF THE APPLICATIONS WILL BE BASED ON THE DOCUMENTS
SUBMITTED PHYSICALLY OR ELECTRONICALLY.
ON PHYSICAL VERIFICATION OF THE DOCUMENTS IF ANOMOLAIES ARE FOUND THAN THE
CLEARENCE ISSUED WILL BE CANCELLED AND SUITABLE LEGAL ACTION WILL BE TAKEN ON THE
ENTERPRISE AND CONCERNED PEOPLE.
INSPECTION MODULE IS DESIGNED FOR ALLOTMENT OF INSPECTION/JT. INSPECTION AND
SUBMISSION OF ONLINE REPORT.
49. BUILDING AN ONLINE SINGLE WINDOW CLEARANCE SYSTEM THROUGH CENTRALIZED
PORTAL AND PROCESS FOR MASS OUT-REACH AND TO TRULY FACILITATE A BUSINESS
AND INVESTOR FRIENDLY ECOSYSTEM IN THE STATE – THE DEVEOPMENT OF AN
ONLINE PORTAL IS ALREADY UNDERWAY WITH MORE THAN 50 SERVICES ALREADY
ONLINE. HOWEVER THERE ARE STILL CHALLENGES IN MAKING THE ENTIRE
ENVISAGED FUCNTIONALITY ONLINE.
HAND HOLD THE PROCESS UNTIL IT IS SETTLED AND MATURED – READINESS OF THE
DEPARTMENT IS ALSO MEASURED IN TERMS OF INFRASTRUCUTRE AND RESOURCES
TO ADOPT THE BACKEND PROCESS TILL THE SYSTEM IS STABLE AND MATURED.
THEREFORE A PROJECT MANAGEMENT UNIT HAS BEEN ESTABLISHED TO
PROFESSIONALLY HAND HOLD THE DEPARTMENTS AND ASSIST THEM IN THE ONLINE
PROCESSING OF APPLICATIONS.
50. AN ADVANCED INTEGRATED SYSTEM IS BEING DEVELOPED TO COMPLEMENT THE
BASIC DEVELOPMENT PHASE – DEVELOPMENT OF THE BASIC FUNCTIONALITY IS
COMPLETE AND OPERATIONAL, FURTHER ADVANCED FUNCTIONALITY IS BEING
DEVELOPED TO MAKE THE SYSTEM MORE ROBUST, EFFICIENT AND EFFECTIVE. FEW OF
THE ADVANCED FUNCTIONALITIES ARE:

BUSINESS ANALYTICS FOR EFFECTIVE MONTORING AND REDRESSAL
o AUTOMATED BUILDING PLAN SCRUTINY & APPROAL SYSTEM
o INVESTMENT TRACKER
51. o PERMORMANCE MATRICS OF EACH DEPARTMENT BASED ON SLAs (LIKE TIME
LINES, GREVIANCES REDRESSAL ETC)
o FIFO SYSTEM
o INTEGRATION OF VARIOUS STAND ALONE SYSTEM (LAND & REVENUE, POWER,
GMDA, TAXATION ETC.) WITH EASE OF DOING BUSINESS IN ASSAM PORTAL FOR
SEAMLESS DATA INTER-EXCHANGE AND EFFECTIVE BUSINESS FRIENDLY ECO-
SYSTEM.
52. • The Assam Ease of Doing Business Act, 2016 was passed by the Assam Legislative
Assembly on 3rd June 2016 to create an enabling environment for the businesses, and
facilitate the interface with all Government departments in a manner which provides
transparency and lessens the burden of compliance on them thus creating an investment-
friendly environment for economic development of the state.
• Setting up a Single Window Clearance Agency under the above Act for E Filing,
Management and Tracking of all regulatory / statutory Licenses, Permissions, NOCs and
Renewals with backward integration for departmental processing required by the State of
Assam through a web based application through a centralized portal

• Establishing a bureau under the name of Assam Bureau of Investment Promotion as a
Single Window Agency with a physical office headed by a Chief Executive Officer for the
purpose of overall supervision and administration of the speedy processing of applications
and issue of various clearances and to facilitate investment promotion.
53. • Launched the web based application through a centralized portal
www.easeofdoingbusinessinassam.in which is designed and functional to allow online filing
of all approvals and clearance’s including renewals of around 25 departments of the State
Government. In the first phase 50 services have been made online and another 40 will be
added by October 2016. The most of important feature of the portal is online backend
processing till certificate generation of each department at functional level mapped to their
jurisdiction area of operation. This eliminates various physical touch points to ensure better
transparency.
• Unique Business Identification Number (UBIN): Assam is the first State in India to design
the Unique Business Identification Number (UBIN) linked with pan card. UBIN is notified as a
Single State Registration ID for all purposes accepted by all the departments.
54. • Common Application Form (CAF): A common application form has been introduced which
captures all the vital business information of an entrepreneur and send to all the concerned
departments. This helps the entrepreneur to just fill up additional necessary information
required by the concerned department. On submission of CAF UBIN is generated, which
then becomes his Single State Registration ID for all purpose. All the departments can track
the details of the entrepreneur through this UBIN.
• Verification System: The Portal has inbuilt verification system which allows a third party to
verify the approvals / Clearance’s / NOCs / Renewals / Returns issued by any department.
• Self-Certification Scheme: A comprehensive scheme for Self-certification and Self
Declaration/Assessment for certain key department is being finalized for non-hazardous,
Low-risk Green Industries. All departments are being encouraged to develop their own
scheme which will then be notified as the Assam State Self Certification cum Assessement
Declaration Scheme.
