It addresses environmental challenges and promotes economic cooperation and people-to-people contacts in the European North. It covers a broad geographic area, from the European Arctic and Sub-Arctic to the southern shores of the Baltic Sea, countries in the vicinity and from north-west Russia in the east, to Iceland and Greenland in the west.

Brief description of the project The project started on 15 April 2009 with setting up a
network of Nordic and Kaliningrad municipalities.
Municipalities of the Kaliningrad region were selected
based on their previous experience in international
cooperation and willingness to participate in the project.
Nordic municipalities joined the network based on their
twinning relations with some of Kaliningrad
municipalities. The project is implemented in a close
coordination with the project “Energy cooperation in the
North-West of Russia” funded by the Nordic Council of
Ministers. The project started on 15 April 2009 with
setting up a network of Nordic and Kaliningrad
municipalities. The project is aimed at sustainable
development of municipalities based on experiences and
best practices of the Nordic countries. Main focus areas
of the project are: - Environmental, energy and climate
planning on the municipal level, - SMEs support and -
New role of municipal libraries in society. Main project
activities are study visits of civil servants and municipal
staff, representatives of companies, universities and
business organisations to Nordic countries, workshops,
seminars and training sessions in Kaliningrad, summer
camp for young entrepreneurs in the Kaliningrad region.
As the result of the project implementation a network of
about 40 Russian and Nordic municipalities has been
established. The project activities facilitated the
elaboration of Energy efficiency programmes at ten
partner municipalities of the Kaliningrad region.
The coverage of the project events is provided in the
mass media of the Kaliningrad region (newspaper
articles, TV programmes and participation of journalists
in the key project activities).

4. Objectives Overall objective: To enhance the administrative
capacity of public administrations in the Kaliningrad
region by exchange of knowledge, competences and
best practices in municipal management issues for the
purpose of sustainable socio-economic development of
municipalities in the Kaliningrad region of Russia.
Results • Improved knowledge and competences of local
administrations in the Kaliningrad region on sustainable
development including municipal support to SMEs and
entrepreneurship development, energy, environmental
and climate planning and new role of municipal libraries.
• Enhanced network and cooperation of Nordic and
Russian municipalities, companies, NGOs and
educational institutions • Improved business contacts
and support to young entrepreneurs

Brief description of the project The project started in December 2009 in Arkhangelsk
with the kick-off conference for approximately 80
participants. The project included training sessions in
Arkhangelsk, exchange of experience between
municipalities and associations of municipalities in
Sweden, Finland, Norway, through visits to Finland and
Norway, pilot projects development, to ensure
sustainability and long-term partnerships. In February
2010 a training session for 45 participants focused at
improving local government services through information
technologies based on the Nordic experience. Two
traineeship visits to Finland and Norway have been
implemented in spring-summer 2010. Participants were
involved into studying of local governance system,
introduction of public services in electronic format,
improvement of quality in public services in Nordic
countries. The project attracted much interest, total
amount of project participants is about 500, representing
governments in North-West Russia, Vologda, Saint-
Petersburg, as well as Plenipotentiary office in NW
Russia, Moscow, national government. The
arrangements finalizing the first year of cooperation
opened with the seminar on “Good governance”, aiming
at how to coordinate good working practices and
methods within local and territorial governance
structures to promote both “good governance” as well as
economic and functional efficiency. Other
arrangements, namely the conference, summing up the
results of the project, and round table with participation
of regional and local authorities in Arkhangelsk region,
Finland, Norway and Sweden took place on 24-25
November in Arkhangelsk.

6. Participants started to implement the projects which they
have developed during one year. The first individual
project has been presented in Koriazhma (Arkhangelsk
region). Network for cooperation has been established,
enhancement process started, regional and local
governments international competitiveness
strengthened. The project is coordinated by the Ministry
of regional development in Arkhangelsk region with
involvement of KS in Finland and Norway.
Objectives The project aims to increase the administrative capacity
in the NW Russia within Archangelsk and other regions,
by giving assistance in civil and municipal management
for the purpose of sustainable development in the NW
Russia. The project aims to study innovation and
competition, social sustainability, power relationships
and democracy using models from Nordic civil and
municipal systems on how the key elements for
promoting good governance could be transferred into
the Russian practice.
Results - the overall development and reform of regional and
local public administrations in the involved regions in the
North West Russia will be enhanced; - experiences and
knowledge of the involved Nordic municipalities in public
administration management, governance, planning,
policy and decision-making procedures, public services
and private partnerships in specific sectors will be
introduced and utilized by the Russian partners in their
development plans and follow-up; - capacities of
regional and local policy makers, civil servants and
experts of the involved Russian public administrations in
design, management and evaluation of public
administrative systems in specific sectors is enhanced
and they are utilized their development plans; - contacts
and networks are established between Nordic and
Russian organizations and new initiatives for follow-up
activities are identified

Brief description of the project A one day seminar “Best practice in fighting corruption in
business transactions” aimed at helping to enhance the
capacity of companies working in the Murmansk region
to do business without paying bribes thereby enhancing
their competitiveness. Murmansk, Russia. 8th December
2010 Participants: 65 representatives of authorities,
business, civic society of NW Russia and Sweden,
Finland, Norway, Denmark. The mattes of involvement
of the third sector in anticorruption measures‟
development, monitoring and implementation and
challenges in implementing an effective anti-corruption
policy as well as suggestions on cooperation 2011-2012
have been discussed.
Results The project “Increasing efficiency of anticorruption
measures in NW Russia using Nordic experience” with
partners from NW Russia, Sweden, Finland, and Norway
has been developed. It‟s launching January 2010 with
duration up to 20 months.

Brief description of the project • Brief description of the project (compulsory): The
exchange programme is a sub-programme of the Nordic
Council of Ministers‟ Knowledge Building and
Networking programme in North West Russia. The
exchange programme opens up a possibility for socially
active Russian voluntary non-governmental
organizations (NGOs) to intensify cooperation with
Nordic partners. The cooperation project in frames of
the NGO Exchange Programme includes a study visit to
partner NGOs from at least two Nordic countries
(Denmark, Iceland, Norway, Finland, Sweden, Åland
Islands, Faroe Islands, Greenland) with an aim to
exchange experience and develop a network of
contacts, and a final event on distributing the new
knowledge and the results of the project. It is expected
that the developed partnership with Nordic NGOs has a
continuation even after the project realization proving its
sustainability.

9. Objectives • Objectives (optional): • Establishing and developing
networks between partner organizations in the Nordic
countries and North West Russia; • Promoting
exchange of knowledge, experiences and skills in
socially active NGOs activities; • Spreading information
about the democratic process and values of Northern
European countries, society and culture. The overall
aim is to enhance sustainable and long-term
partnerships between Northwest Russian and Nordic
partner organizations.
Results The programme is supported by the NCM with a view to
broaden and intensify co-operation between public
organizations, to strengthen the civic community in the
region and to support the ongoing democracy

Brief description of the project The Indigenous Entrepreneurship project is supposed to
establish a foundation for development of businesses
within the indigenous societies in the Barents Euro-Arctic
Region. The main goal is to develop indigenous peoples‟
businesses based on their own premises and traditions,
and to establish networks between indigenous

Brief description of the project In years 2003-2008 two big projects (BEN and BEN-
East) were implemented, which united authorities,
NGOs, business organizations, and organizations with
cross-border co-operation working in the Baltic Sea
Region and interested in transnational co-operation with
other Baltic States to one Baltic Euroregional Network.
The project revealed one of the biggest problems of the
countries, willing for cross-border co-operation: lack of
qualified personnel working in the field of international
and cross-border co-operation on the level of municipal
and regional authorities. This fact can be seen as a
reason for deficient development of cross-border co-
operation and infrastructure both in North-West Russia
and in EU-countries adjoining to borders of the Baltic
Sea. Lack of trained personnel among local and regional
administrations in border areas results in deficient
development of cross-border co-operation between
business structures, NGOs, international organizations,
as they face all kind of restrictions in their activities from
the side of authorities. Thus the idea of the project is to
increase competence of civil servants in the field of
cross-border cooperation by the means of: 1.
Elaboration of trainings on cross-border cooperation for
representatives of local authorities 2. Study tours to
partner countries 3. Establishment of Centers of
Expertise on the basis of the participating HEIs with the
following main functions: 4. Publication of manual on
cross-border cooperation.

12. Objectives Creation of the project network of the universities and
municipalities focused on cross-border cooperation,
definition and specification of the project strategy.
Overall goal Institutional capacity building in the field of
cross-border cooperation in the Baltic Sea Region based
on Triple Helix concept (government, business,
education)
Results The preparatory action is integrated the project partners
into network for preparation and applying the project in
spring, 2010 to the following institutions: NCM KBNP
programme for NW Russia; EU Central Baltic
programme, NCM NordPlus programme. If the project
will be applying to the EU programmes, NCM could co-
finance the Russian and Belorussian parts of the project
with co-financing from their side. The representatives of
local and regional administrations is elaborated and
integrated into the curricula of the participating
universities.

Brief description of the project The EU Arctic Footprint and Policy Assessment Project
(EU Arctic Footprint) is a first attempt at calculating
Europe‟s contribution to the impact on the Arctic
environment and inhabitants. At the same time, the
project also examines the effectiveness of EU policies in
mitigating Arctic impacts. Both of these assessments will
be considered in relation to possible future scenarios.
Objectives - Assessing the EU‟s current footprint on the Arctic
environment and evaluating how it could change over
time (up to 2030). - Analysing the effectiveness of the
EU‟s current environmental (and related) policies, and
how this relates to the current and future footprint
scenarios (up to 2030). - Developing options to improve
the effectiveness of the EU‟s environmental (and
related) policies in addressing the EU‟s current and
potential future footprint (up to 2030). - Contributing to
the implementation of the EU‟s strategic initiatives and
the policy objectives outlined in the Arctic
Communication. - Promoting the EU‟s interest in
international co-operation in the Arctic region by
disseminating study results to a broad group of
stakeholders and key experts.

Brief description of the project The 144-page atlas is the result of a three-year
collaborative project with partners from northern EU
countries, as well as Norway, Iceland, Greenland,
Canada, the USA and Russia, and gives a detailed
overview of circumpolar soil resources, which are also
relevant to agriculture, forest management, water
management, land use planning, infrastructure, housing
and energy transport networks. In a clear style, the atlas
describes the origin and major characteristics of the
different soil types that can be found in this environment.
Objectives Organic carbon in soils is the biggest terrestrial carbon
pool and presents an important factor in future climate
change projections. Permanently frozen grounds in the
northern polar region, together with extensive
peatlands, ensure that those soils are a significant
carbon sink. These important carbon stores need
special attention because the boreal and arctic regions
that house them are expected to warm more rapidly than
the rest of the world. Similarly to what happens when
you pull the electricity plug of a freezer, decomposition of
organic matter starts with increased temperatures and
leads, in the case of soil, to emissions of CO2 and
methane. This new atlas is a comprehensive source of
data, which will allow scientists and policymakers to
understand whether there is a back coupling effect on
global warming and underpin the development of
policies to protect the arctic carbon sinks and thus our
climate.

15. Results The Soil Atlas of the Northern Circumpolar Region is the
first compilation providing all the available information on
this carbon pool as well as other important data on
northern soils. The Atlas will therefore provide a
valuable scientific input to climate change and
sustainable development models. Máire Geoghegan-
Quinn, the European Commissioner for Research,
Innovation and Science said: "This atlas is a unique
source of information for researchers, policy makers,
teachers and the general public on the characteristics of
northern soil and raises awareness of its environmental
importance and global significance. It shows the
possible impacts of climate change on permafrost-
affected soils and explains the critical role that they play
in the global climate and carbon cycles."

Brief description of the project • Brief description of the project (compulsory): The
exchange programme is a sub-programme of the Nordic
Council of Ministers‟ Knowledge Building and
Networking programme in North West Russia. The
exchange programme opens up a possibility for socially
active Russian voluntary non-governmental
organizations (NGOs) to intensify cooperation with
Nordic partners. The cooperation project in frames of
the NGO Exchange Programme includes a study visit to
partner NGOs from at least two Nordic countries
(Denmark, Iceland, Norway, Finland, Sweden, Åland
Islands, Faroe Islands, Greenland) with an aim to
exchange experience and develop a network of
contacts, and a final event on distributing the new
knowledge and the results of the project. It is expected
that the developed partnership with Nordic NGOs has a
continuation even after the project realization proving its
sustainability.

17. Objectives • Objectives (optional): • Establishing and developing
networks between partner organizations in the Nordic
countries and North West Russia; • Promoting
exchange of knowledge, experiences and skills in
socially active NGOs activities; • Spreading information
about the democratic process and values of Northern
European countries, society and culture. The overall
aim is to enhance sustainable and long-term
partnerships between Northwest Russian and Nordic
partner organizations.
Results The programme is supported by the NCM with a view to
broaden and intensify co-operation between public
organizations, to strengthen the civic community in the

Brief description of the project The project aims to build knowledge, exchange
experiences and initiate new networks and cooperation
activities between local authorities and other relevant
stakeholders the Nordic countries and North-West
Russia within the area of energy efficiency, renewable
energy resources and regional planning. The main
activities are study trips, seminars and other networking
activities designed to increase knowledge on energy-
related issues and regional planning. The cooperation
focuses among other issues on energy supply in remote
areas, energy saving in operation, maintenance and
renovation of district heating networks, development of
wind energy and bio energy as renewable sources of
energy. One of the core objectives of the cooperation
between the Nordic countries and NW-Russia is to
ensure a high level of competence on modern energy
planning including renewable energy sources and the
use of energy efficient solutions as well as to strengthen
the Nordic-Russian dialogue and networks to support
transparency and safety within the energy sectors in the
Baltic Sea Region.
Objectives The project aims to increase knowledge and boost the
development of strategies on energy efficiency in local
and regional administrations in Northwest Russia, with
the overall objective to ensure sustainable and efficient
use of energy resources in North-West Russia for the
benefit of the region.

Brief description of the project The plan is to arrange a Baltic Energy Academy each
year rotating between the participating countries. The
Project includes the Nordic countries, Russia and the
Baltic States. The Energy Academy will take participants
from municipal and regional governmental level as well
as energy experts and other relevant stakeholders. The
project shall strengthen the knowledge and
competences on energy planning and collaboration in
the Baltic Sea Region through exchange of knowledge
and expertise, joint activities and concrete projects on
energy efficiency and renewable energy.
Objectives The overall objective of the project is to contribute to
improved green economic growth, energy security, and
reducing CO2 emissions in the Baltic Sea States
through establishing efficient energy markets and
promoting energy efficiency and renewable energy.
Results The project should create a common platform of
knowledge and common understanding of the energy
planning process for sustainable energy that can further
energy collaboration in the BSR. One main case will be
used to be replicated in other countries through
exchange of expertise and elaboration of a manual on
energy planning in the Baltic Sea Region. The pilot

Brief description of the project The cooperation started in 2008 within the framework of
the Northern Dimension on Environment and as
complementary cooperation with BASREC, BDF, UBC,
NEFCO and BEAC (Working group on Energy) will
continue and broaden till 2013. Knowledge and best
practices received in Nordic countries on energy issues
were shared and started to be implemented into practice
in North-West Russia. The project is being implemented
in a close coordination and cooperation with the
Municipal project (“Capacity building of local
administrations through cooperation between Nordic and
Russian regions and municipalities”).
Objectives • Contribute to the Nordic-Russian energy dialogue
within the framework of the Northern Dimension. •
Contribute to the development of a network of energy
actors in North West Russia and Nordic countries • To
build capacity of national, regional and local public
administrations, Energy efficiency centres, NGOs,
scientific and educational institutions in the NW Russia
by knowledge building and networking through study
visits to 5 Nordic countries and joint seminars,
workshops and training sessions in the 11 NW Russia
regions e.g. Karelia, Leningrad Oblast, Kaliningrad,
Murmansk, Arkhangelsk, Pskov regions etc. in the
following areas: - Energy saving, energy efficiency and
energy management on the regional and municipal
levels - Energy efficiency in all kinds of buildings -

Brief description of the project During the beginning of 2000s screening for accessions
of Nordic crops in Vavilov Institute of Plant Industry (VIR)
genbank database and hand-written catalogues was
carried out. There is a large number of accessions of
Nordic crop material in VIR. The material present at VIR
is collected in the beginning of the 20th century and
represents historical Nordic material. The duplicate
screening and repatriation of materials has been partly
addressed only for barley and oats. For timothy only data
base screening is made, but no evaluation and
repatriation of material has been carried out yet. There
are a number of other crops which still should be
analyzed and where unique accessions could be
included in NordGen collection. Turnips, oilseed crops
and rye are among these. The screening of duplicates
would ensure that only unique accessions will be
included in the collections, avoiding unnecessary
expenses of maintaining several copies of accession.
The gained evaluation information on material will
stimulate utilization of material of Nordic origin and
contribute to the sustainable development of agriculture.
The information and material is valuable for new Nordic
Food development. These accessions also have
potential value as source of genes for crop adaptation to
climate changes. NordGen and VIR have established a
platform for cooperation and change of knowledge and
material. The project on ´Utilization of Crop genetic
resources of Nordic Origin from Vavilov Institute in
Russia‟ was initiated in 2009 with focus on the plant
material with (1) identification of Nordic material in VIR
collections,
(2) characterization and evaluation of the material, and
(3) regeneration and utilization of the material. The 1st
phase of project covering activities in 2009 has been
successfully carried out, i.e. the screening for
accessions of Nordic crops rye, turnips, oilseed and
turnip rapes in VIR gene bank database and handwritten
catalog's was carried out and compared to data base of
NordGen where unique accessions and potential
duplicates were identified, multiplication of barley and
oat accession was finalized during 2009, whereas rye,
timothy, turnip and rape material field trials and
regeneration plots have been set up during 2009.

26. Nordic material of turnip, timothy, rye and oilseed and
turnip rape require growing at least over two years to be
able to carry out characterization and regeneration work
which makes it essential to receive funding for 2010
activities in order to fulfill the objectives of the project.
The knowledge and information gained from the project
is relevant for not only the Nordic countries, but whole
Northern European region, including the Baltic countries,
especially in light of climate change and the need to
develop plant material adapted to shifting environment
conditions including emerging diseases pressure.
Objectives The project aims to promote Nordic and Russian
cooperation in networking gene banks, universities,
research institutes, breeders, and representatives from
the food sector in order to improve conservation and
utilization of plant genetic resources in the region. The
aims of the project are: • To strengthen crop scientific
network between Russian and Nordic countries •
Identify original Nordic accessions and duplicates within
NordGen and VIR collections on important crops for the
Northern Europe • Characterize, and evaluate
accessions of Nordic origin on relevant parameters •
Regenerate unique material to VIR and NordGen
including the Global Seed Vault safety storage at
Svalbard • Facilitate utilization of the genetic material for
breeding, food industry and food movements as the
New Nordic Food
Results The screening for accessions of Nordic crops rye,
turnips, oilseed and turnip rapes in VIR gene bank
database and handwritten catalog's was carried out and
compared to data base of NordGen. Unique accessions
and potential duplicates were identified. The following
numbers of accessions are regenerated and described:
rye (100 accessions), timothy (71 accessions) , turnips
(19 accessions), swedes (6 accessions) and oil seeds
(18 spring sawn rape seeds + 42 winter rape seed and 8
winter turnip rape). In addition potentially duplicates of
barely (200 accessions from VIR and 200 from
NordGen) and oat (80 accessions from each gene bank)
was characterized and regenerated. Material and
information of is given to NordGen. Steps have been
taken to further screening of Nordic wheat, bean, carrot,
cabbage, flax, beet roots, onion and leek is started, and
steps are taken to get this material in regeneration and
evaluation – and for repatriation to NordGen. The winter
wheat accessions were seeded at VIR in September
2010 for further characterization and regeneration in
2011. Plans are made to do the same with the other
crops spring 2011. Several meetings and expert visits
between NordGen staff members and colleagues/crop
experts at Vavilov Institute of Plant Industry (VIR) has
been carried out during the project period, and with
additional support form Knowledge building and
Networking Programme at NMR. Two workshops, expert
visits, a master thesis work, and active communication
via email has been carried out.

Brief description of the project The utilization of genetic resources in order to broaden
genetic base and improve the adaptation ability of crops
to the changing environment (emerging diseases, abiotic
stress) are important for the sustainable development of
agriculture and food security in the future. Since North
West Russia, Baltic and Nordic countries are located in
northern Europe, having same crops, similarities in day
length conditions and temperatures, the possibility of
collaboration in this field should be explored for benefit
of whole region. The common efforts on Plant Genetic
Resources (PGR) work will contribute not only to better
understanding of the subject, but also enhance the
collaboration in this field in the future. The initial phase of
project has been started in spring 2009, where common
workshops and meetings were carried out between
Nordic, Baltic and Russian experts on PGR. In order to
strengthen these PGR initiatives in the region, facilitate
network building as well as stimulate the mobility of
Nordic and Baltic experts working on plant genetic
resources additional funding is required.
Objectives The project aims to promote North European
cooperation in networking gene banks, universities,
research institutes, breeders, and representatives from
the food sector in order to improve conservation and
utilization of plant genetic resources in the region. The
objectives are: • To strengthen crop scientific network
between Russia and Nordic countries • To develop
ideas and projects to promote diversification on PGR
use in changing climate • Facilitate utilization of the
genetic material for breeding, food industry and food
movements as the New Nordic Food • Support work on
identification of original Nordic accessions and
duplicates within NordGen and VIR collections on
important crops for the Northern Europe
Results Several meetings and expert visits between NordGen
staff members and colleagues/crop experts at Vavilov
Institute of Plant Industry (VIR) has been carried out
during the project period, and been held with additional
support form Jord & Skov and Bærekraftig udvikling at
NMR. Two workshops, expert visits, a master thesis
work, and active communication via email have been
carried out. Project information has been available
