AMEC Earth & Environmental 7/2004 – 5/2005
Sr. Engineer
Worked on a DOE-STD-3009 safety basis document to support a vitrification demonstration of buried transuranic
waste at the Hanford Site. I prepared a systems description manual for the AMEC engineering scale ICV (In-
container vitrification) process system. This equipment is used to test operating parameters prior to incorporating them
into the full-scale bulk vitrification waste process system. The system description manual includes a description of all
process subsystems, process flow diagrams and equipment assembly/fabrication drawings.
Duratek Federal Services, Inc. 7/1999 – 2/2002
Principal Engineer
Prepared a Safety Analysis Reports for Packaging (SARP) for Finished Fuel Assembly Shipping Packages. As lead
engineer, I was responsible for client interface, costs, schedule, staff engineering assignments and final deliverable.
Also performed as a project manager,prepared Engineering Change Notices. Additionally I served as project lead on
Radtran a software program that tracks dose estimates from radioactive waste shipments.
H&R Technical Associates, Inc 4/1998 – 5/1999
Sr. Engineer
Provided technical support services to prepare Packaging Design Criteria documents for radioactive waste for
vitrification projects at the Hanford Site. My work included reviewing conceptual design and regulatory requirements,
identifying package and container specifications, determining radionuclide source terms,preparing dose consequences
analyses and shielding analyses.
WastrenTechnical Services 10/1997–1/1999
Engineer
Characterized and validated as-built master pump shutdown equipment components for the waste transfer system for
Hanford Tank Farms. This work involved obtaining engineering drawings of the safety equipment list and field
verifying changes to these drawings.

Westinghouse Hanford Company 7/1989 – 2/1997
Sr. Engineer
Worked as a lead engineer for sampling of high-level radioactive waste storage tanks. Prepared engineering change
notes, hazards analyses, work procedures,work packages to support vapor sampling. Designed a portable vapor
sampler to obtain organic/radioactive contaminates samples from underground radioactive waste storage tanks. My
design ultimately provided cost savings in the amount of $1.400K.
Public Service Company of Colorado 1986 - 1988
Nuclear Fuels Engineer
Assisted in contract negotiations with both DOE and General Atomics Technologies. Developed a working knowledge
of nuclear fuel cycle. Prepared spent fuelfee reports, nuclear fuel data reports. Additionally, provided control rod
activation analyses. Also reviewed criticality safety evaluations. Also updated and maintained spent nuclear fuel
shipping cask licensing documentation. Responsibilities included review of state and federal regulations to ensure
compliance with design basis accidents and related modeling codes.
Chem-Nuclear Systems, Inc. 1984 - 1986
Manager, Product Development
Administered research projects that supported the operations and marketing departments. Supervised 3 R&D staff.
Met with clients to discuss waste treatment,packaging, transport and disposal issues. Interfaced with researchers
developing new methods of radioactive waste processing and treatment.
Toledo Edison Company 1981 - 1984
Sr. Assistant Engineer
Toledo Edison Company (now First Energy Corporation) operates the Davis-Besse Nuclear Power Station.
Responsible for start-up and testing of radioactive waste processing and disposal systems. Represented Toledo Edison
at monthly meetings of the Edison Electric Institute and the Ohio Radioactive Material Users Group. Other
responsibilities included review of radiation protection and emergency planning.
CostEstimating
American Electric Power, Columbus, OH: Supervisor, Project Estimating 9/2013 to 9/2015
I supervised 3 cost estimators who prepared capital and O&M estimates for the Generation Division. These projects
included coal to gas conversions, dual fuel installations, environmental projects, coal conveyor repair, catalyst
replacements, turbine control upgrades, pump upgrades, and demolition/decommissioning work. Projects ranged up to
$100 million. Our work scope included oversight evaluations on large capital estimates prepared by Sargent & Lundy
and Worley Parsons. This work entailed working closely with the project controls team, including project manager,
lead engineer, cost and schedule analysts, contractors and vendors to develop risk analyses, code of accounts,work
breakdown structure (WBS), trending and forecasting throughout the project.
(Short Term Contract Basis – 6 Companies) 10/2009 to 4/2013
RC Engineering & Construction Management Company: Cost Estimator. I worked for client, Fluor Babcock
Portsmouth on a team using MCsquared software to develop a cost estimate for a large nuclear waste disposal facility.
This multiyear project is estimated to exceed $0.5B and extend to 2021. Particular emphasis has drawn upon my
experience in Basis of Estimate and EVMS.
Project Assistance Corporation: Cost Estimator. I worked for client (Department of Energy-Office of River
Protection) on an Independent Government Cost Estimate (IGCE) for the Hanford Waste Treatment Plant. I developed
unit rates for exempt & non exempt labor, equipment, material and crews for this project. I prepared material take-off
sheets and basis of estimates for this IGCE.

Future Unlimited:Cost Estimator I prepared basis of estimates for baseline budget changes for the Hanford Tank
Farms. Verified quantities, unit rates,labor, subcontract, schedule and cost performance for waste retrieval and
processing for Hanford Tank farms.
Wastren-Energx Mission Support: Cost Estimator. I prepared basis of estimates for grounds maintenance,
janitorial, fleet services, road/parking lot repair, shipping & receiving for the Portsmouth Gaseous Diffusion Facility.
This work included verification and review of historical quantities, labor types, unit rates and schedule and cost
performance for maintenance, operations and demolition activities.
Jacobs Engineering Group: Cost Estimator. I provided basis of estimates for roads & building maintenance, fleet
services, radioactive testing laboratory operations, labor health monitoring and industrial hygiene and safety services to
the Mission Support Alliance (MSA). These services included preparing estimates in support of Baseline Change
Requests and Requests for Equitable Adjustments.
Project Services Group: Cost Estimator. I prepared cost estimates for large operational and maintenance cost
supporting construction projects. Also provided basis of estimates for waste retrieval and processing operations
budgets for CHPRC the Maintenance & Operations contractor for the Hanford Site.
Project Time & Cost, Inc. 1/2006- 7/2009
Sr. Cost Engineer/ Cost Estimator
Provided project controls and cost estimating support to the DOE (Dept of Energy - Office of River Protection) which
is overseeing the contractor Bechtel, for the WTP Hanford Vitrification Plant. I prepared independent cost estimates,
baseline changes and Requests for Equitable Adjustments (REAs). Also reviewed progress in the Earned Value
Management System.
