Bicol Region

 Is located in the southernmost tip of Luzon Island, the largest island in the
    Philippine archipelago.

 The total land area of the region is 18,054.3 km2 (6,970.8 sq mi) or 5.9% of
the total land area of the country. Around 69.3% of the total land area is
alienable and disposable while the remaining 30.7% is public forest areas.

 The region is composed of six provinces, namely, Albay, Camarines
Norte, Camarines Sur,Sorsogon and the island-provinces
of Catanduanes and Masbate. It has one independent component city, Naga
City, and six component cities - Iriga, Legazpi, Tabacco City, Ligao,Masbate
City, Sorsogon City, and Tabaco. Masbate City and Sorsogon City are cities
    within their namesake provinces.
Geology
Bicol Region is volcanic in origin and part of the Pacific Ring of
Fire. Known as the Bicol Volcanic Arc or Chain, the volcanoes
are the results of the Philippine Sea Plate subductingunder
the Philippine Mobile Belt, along the Philippine Trench.
Volcanism is evident by the number of hot springs, crater lakes,
and volcanoes that dot the region starting from Mount Labo in
Camarines Norte to the Gate Mountains in Matnog,
Sorsogon.Mayon Volcano is the most prominent of the volcanoes
in the region, famous for its almost perfect conical shape and for
being the most active in the Philippines. Its eruptions have
repeatedly inflicted disasters on the region, but during lulls in
activity, it is a particularly beautiful mountain. The southernmost
tip of the peninsula is dominated by Bulusan Volcano, the
other active volcano in the region. Tiwi in Albay and the Bacon-
Manito area between Sorsogon and Albay are the sites of two
major geothermal fields that contribute substantially to the Luzon

PROVINCE
ALBAY PROVINCE

• is a province of the Philippines located in the Bicol Region in southeastern Luzon Island. The
capital of the province is Legazpi City, which is located in the southern foothill of Mayon
Volcano, the symbol most associated with the province. This near perfectly-shaped
active volcano forms a scenic backdrop to the city of Legazpi and is visible throughout the
municipalities and cities of Albay including the surrounding provinces.

• Albay is subdivided into 15 municipalities and three component
     cities namely Legazpi, Ligao, Tabaco.

Agriculture is the main industry in Albay, which produces crops like coconut, rice, sugar,
and abacá. Handicrafts are the major source of rural income. It continues to provide fairly large
share in the small-scale industries of the province. Forestry, cement production and paper-making
are other sources of livelihood. The manufacture of abacá products likeManila hemp, hats, bags,
mats, and slippers is one of the main sources of income in the rural areas. Fishing is the main
livelihood along both shores of the province. Tourism because of Mayon Volcano, also draws
    income for Albay.

CAMARINES NORTE

 The province of Camarines was created from Bicol in 1636. That province was divided in
1829, creating Camarines Norte and Camarines Sur. They were briefly merged from 1854 to 1857
to make Ambos Camarines (ambos is Spanish for "both"). They were merged into Ambos
Camarines once again in 1893. The province was divided into Camarines Norte and Camarines
Sur once again in 1917.

 Its capital town, Daet, is 342 kilometres (213 mi) southeast of Metro Manila, a 8 to 10 hour
drive by bus or a 45-minute trip by plane.

CATANDUANES PROVINCE

"Isla de Cobos" was Catanduanes' first adopted name. It was earned as such during the early
part of 1573 when Spanish conquistadores came upon several tribes living in the thatched huts
                                        called cobos.

Catanduanes, is a hispanized term derived from the word tandu, a native beetle and
the samdong tree, which were both found in abundance throughout the island. Common
reference to "katanduan" or "kasamdongan", meaning a place where the tandu or the samdong
tree thrives in abundance, led to the coining of the word Catanduanes.

Its capital is Virac and the province lies to the east of Camarines Sur across Maqueda
      Channel.

industries such as large farming, livestock and poultry raising. Along its coastal areas, fishing
industry predominates. Agricultural lands are planted with rice, corn, rootcrops and coconut.

Rich minerals are found in the province. Masbate is described by geologists as a province
sitting on a "pot of gold". Other minerals found in the area are
manganese, copper, silver, iron, chromite, limestone, guano, and carbon.
Cottage industry such as furniture and cabinet making, ceramics, garments, handicrafts and
metalcrafts, are likewise source of livelihood.

SORSOGON
It is the southernmost province in Luzon and is subdivided into fourteen municipalities and one city.

Its capital is Sorsogon City (formerly the towns of Sorsogon and Bacon) and borders the province
of Albay to the north. Sorsogon is at the tip of the Bicol Peninsula and faces the island of Samar to the
southeast across the San Bernardino Strait and Ticao Island to the southwest.

Sorsogueños is how the people of Sorsogon call themselves.

Most of the inhabitants of the province belong to the ethnolinguistic Bicolano and Bisakol groups.
Sorsogueños are very religious and fun-loving. Being mostly Roman Catholics, they are active in every
festivity celebrated throughout the year. Like any other Filipino ethnolinguistic groups, each town honors
their Patron Saint with celebration on its Feast Day. In Sorsogon City, the locals celebrate the Fiesta of
the Patron Saints Peter and Paul on June 28–29 of each year. Another featured attractions during town fiestas
are the Traveling carnivals that sets up near the town center or its vicinities.

• DAET, Camarines Norte, March 30 (PIA) -- Crime volume in the Bicol region has decreased
by 30.6 percent for the period January to February 2012 with the total of 1,657 crime
incidents as compared to 2,385 for the same period last year as reported by the Philippine
National Police (PNP) Region V during the Regional Peace and Order Council Meeting
    (RPOC) held yesterday.
PNP Regional Director PCSupt. Jose Arne M. De los Santos said that the decrease in crime
volume, particularly index crimes, is indicative of the successful collaboration of the PNP in
all other stakeholders in the region especially in crime prevention and suppression efforts.
Of the 1,657 crime volume, 972 cases or 58.66 percent were index crimes while 685 or 41.44
percent were non-index crimes. Index crimes prevalent was physical injury followed by theft,
robbery, murder, rape, homicide, carnapping, and cattle rustling.
The average monthly crime rate recorded was 15.76 percent or a decrease of 30 percent as
compared to 22.54 percent for the same period last year.
The overall crime solution efficiency for the period covered rose to 25.47 percent, a
significant increase of 4.09 or 19.13 percent as compared to the 21.38 percent rating
obtained during the same period last year.
He said that improved crime solution efficiency is the bright spot in the implementation of the
Police Integrated Patrol System (PIPS) and expected that the trend will continue this year.
    (MAL/RBM-PIA 5, Camarines Norte).
• LEGAZPI CITY (7 December) — ALBAY PROVINCE registered the highest crime
rate statistics among Bikol provinces in the last quarterof this year with reportedly high
incidences of crimes against persons and property, and increased number of rape cases
    reported in November this year.
Safety and Security
• This is according to PNP regional office spokesman Police Chief Insp. Jun Samson who
admitted nonetheless that actual comparative statistics among the Bikol provinces have yet
to be publicly presented; he added that actual assessment of statistics will be revealed in a
PNP RECOM-5 report at the end of this year.
• Samson also said that Bicol PNP Chief Supt. Cecilio Calleja Jr. noted recently the mounting
number of crime cases involving minor offenders.
• Cases involving minors were reported in Camarines Sur towns, mostly involved in theft and
robbery cases, and a robbery-holdup gang recently apprehended in Sorsogon City involving
minors from 15 to 17 years of age.
• Samson said that Calleja has ordered the PNP Regional Investigation and Detective
Management Division (R7) and the PNP regional Legal Service to look into the matter of
minor offenders being handed to the Department of Social Welfare and Development
(DSWD), and later returned to the custody of parents.
• Recent crime incidents showed that criminal elements are using minors in many theft and
    robbery cases in Bikol.
• Under RA 9344, “The Juvenile Justice Welfare Act of 2006,” teenage offenders below 15 up
to 18 years of age are merely handed to the custody of DSWD until they reach the proper age
when they could be charged legally.
• Samson said that in many cases, minor offenders who were handed back to the custody of
their parents by the DSWD later return to the streets and often get involved in another crime.
• The police spokesman also bared that Calleja had lauded the efforts of the Police Intel-
Division and the Camarines Sur PPO for having neutralized in November this year, the
    Nazaret-Lamadrid robbery-holdup gang.
• Reportedly, notorious armed-robber Roberto San Jose Nazaret, a former NPA rebel, and
Reymund Posadas Lamadrid, who both died in a shoot-out with the police were responsible
for the killing of a barangay captain, a salesman in Libmanan town, a grocery owner and his
son, and a Japanese national in San Fernando, Camarines Sur.
• According to the Camarines Sur PPO, four more Nazaret gang-members are at large and are
being hunted by a police intel-tracking team in the region. (SONNY SALES)

showcase the potentials of using carts other than the traditional way of
    marketing.
• Cariton also creatively communicate and deliver the products to
    consumers.
• These colorful, fancy, and eye-catching carts attract tourists, buyers and
shoppers, giving consumers a shopping option.
• The DTI had also extended entrepreneurial trainings such as effective
negotiation techniques and customer relations to ensure the readiness
    of the recipients.
• This project has opened its doors to clienteles of different persuasions
and varied interests--- from institutional buyers to traditional product
connoisseurs, from tourists to balikbayans, and from housewives to
    everyday budget seekers.
• OTOP Caritons roaming the avenues and alleys of cities in Bicol draw
customers perhaps out of curiosity at the onset, but are now a familiar
     and welcome sight to buyers.

• “Imagine the products sold at your doorstep. The project foresees an
increase in sales because of the cariton’s wider reach.

• Through the Caritons, products that are unique and produced only in
Bicol provinces have became magnets for those who are looking for
     pasalubongs and unique products.

• Cariton reinvented serves as the modern day marketing outlet for the
products under the OTOP Program. It assists new and budding business
enterprises to introduce and promote their products.

“ There is no magic there, just creativeness,” DTI regional director
     Jocelyn Blanco said.

  • 2. Physical Dimension Bicol Region  Is located in the southernmost tip of Luzon Island, the largest island in the Philippine archipelago.  The total land area of the region is 18,054.3 km2 (6,970.8 sq mi) or 5.9% of the total land area of the country. Around 69.3% of the total land area is alienable and disposable while the remaining 30.7% is public forest areas.  The region is composed of six provinces, namely, Albay, Camarines Norte, Camarines Sur,Sorsogon and the island-provinces of Catanduanes and Masbate. It has one independent component city, Naga City, and six component cities - Iriga, Legazpi, Tabacco City, Ligao,Masbate City, Sorsogon City, and Tabaco. Masbate City and Sorsogon City are cities within their namesake provinces.
  • 3. Geology Bicol Region is volcanic in origin and part of the Pacific Ring of Fire. Known as the Bicol Volcanic Arc or Chain, the volcanoes are the results of the Philippine Sea Plate subductingunder the Philippine Mobile Belt, along the Philippine Trench. Volcanism is evident by the number of hot springs, crater lakes, and volcanoes that dot the region starting from Mount Labo in Camarines Norte to the Gate Mountains in Matnog, Sorsogon.Mayon Volcano is the most prominent of the volcanoes in the region, famous for its almost perfect conical shape and for being the most active in the Philippines. Its eruptions have repeatedly inflicted disasters on the region, but during lulls in activity, it is a particularly beautiful mountain. The southernmost tip of the peninsula is dominated by Bulusan Volcano, the other active volcano in the region. Tiwi in Albay and the Bacon- Manito area between Sorsogon and Albay are the sites of two major geothermal fields that contribute substantially to the Luzon Power Grid

  • 25. Safety and Security • DAET, Camarines Norte, March 30 (PIA) -- Crime volume in the Bicol region has decreased by 30.6 percent for the period January to February 2012 with the total of 1,657 crime incidents as compared to 2,385 for the same period last year as reported by the Philippine National Police (PNP) Region V during the Regional Peace and Order Council Meeting (RPOC) held yesterday. PNP Regional Director PCSupt. Jose Arne M. De los Santos said that the decrease in crime volume, particularly index crimes, is indicative of the successful collaboration of the PNP in all other stakeholders in the region especially in crime prevention and suppression efforts. Of the 1,657 crime volume, 972 cases or 58.66 percent were index crimes while 685 or 41.44 percent were non-index crimes. Index crimes prevalent was physical injury followed by theft, robbery, murder, rape, homicide, carnapping, and cattle rustling. The average monthly crime rate recorded was 15.76 percent or a decrease of 30 percent as compared to 22.54 percent for the same period last year. The overall crime solution efficiency for the period covered rose to 25.47 percent, a significant increase of 4.09 or 19.13 percent as compared to the 21.38 percent rating obtained during the same period last year. He said that improved crime solution efficiency is the bright spot in the implementation of the Police Integrated Patrol System (PIPS) and expected that the trend will continue this year. (MAL/RBM-PIA 5, Camarines Norte). • LEGAZPI CITY (7 December) — ALBAY PROVINCE registered the highest crime rate statistics among Bikol provinces in the last quarterof this year with reportedly high incidences of crimes against persons and property, and increased number of rape cases reported in November this year.
  • 26. Safety and Security • This is according to PNP regional office spokesman Police Chief Insp. Jun Samson who admitted nonetheless that actual comparative statistics among the Bikol provinces have yet to be publicly presented; he added that actual assessment of statistics will be revealed in a PNP RECOM-5 report at the end of this year. • Samson also said that Bicol PNP Chief Supt. Cecilio Calleja Jr. noted recently the mounting number of crime cases involving minor offenders. • Cases involving minors were reported in Camarines Sur towns, mostly involved in theft and robbery cases, and a robbery-holdup gang recently apprehended in Sorsogon City involving minors from 15 to 17 years of age. • Samson said that Calleja has ordered the PNP Regional Investigation and Detective Management Division (R7) and the PNP regional Legal Service to look into the matter of minor offenders being handed to the Department of Social Welfare and Development (DSWD), and later returned to the custody of parents. • Recent crime incidents showed that criminal elements are using minors in many theft and robbery cases in Bikol. • Under RA 9344, “The Juvenile Justice Welfare Act of 2006,” teenage offenders below 15 up to 18 years of age are merely handed to the custody of DSWD until they reach the proper age when they could be charged legally. • Samson said that in many cases, minor offenders who were handed back to the custody of their parents by the DSWD later return to the streets and often get involved in another crime. • The police spokesman also bared that Calleja had lauded the efforts of the Police Intel- Division and the Camarines Sur PPO for having neutralized in November this year, the Nazaret-Lamadrid robbery-holdup gang. • Reportedly, notorious armed-robber Roberto San Jose Nazaret, a former NPA rebel, and Reymund Posadas Lamadrid, who both died in a shoot-out with the police were responsible for the killing of a barangay captain, a salesman in Libmanan town, a grocery owner and his son, and a Japanese national in San Fernando, Camarines Sur. • According to the Camarines Sur PPO, four more Nazaret gang-members are at large and are being hunted by a police intel-tracking team in the region.
