Bangalore Development Authority
Aims & Objectives:
 1.   Regulation and Planning of Bangalore Metropolitan Area.
 2.   BDA has a jurisdictional area of 1046 sq kms.
 3.   Formation of Residential Layouts and Allotment of Sites at
      subsidized rates to the needy people.
 4.   Taking up the required Infrastructure Facilities in Bangalore city
      such as Construction of Flyovers, Road Infrastructure, Construction
      of Complexes etc..
 5.   Construction of Affordable Housing Projects and Allotment of
      Houses to the needy people.
 6.   Environmental Conservation Initiatives Such as Lake Restoration
      projects, Enhancing Green Cover, Development of Parks etc.
Present Scenario of Lakes in Bangalore
• Bangalore City alone has got a total no of around 280
    to 300 lakes.
•   Lakes has lost its identity due to Rapid urbanization.
•   Majority of the lakes are filled with sewage.
•   Majority of the lakes have undergone encroachment of
    the lake areas, cropping up of unauthorized structures
    in the lake areas, dumping of garbage etc.
•   Absence of proper monitoring and maintenance
    system for lakes.
•   Absence of a proper funding mechanism for lakes.
IMPORTANCE OF LAKE RESTORATION PROJECTS
 Based on Government directions, as an environmental
  protection initiative BDA has taken up the conservation and
  preservation of Natural water Bodies to their original glory in
  and around Bangalore .City.
 For Prevention of Pollution
 To prevent encroachment
To develop the lake as a fresh water storage pond
 For Flood Mitigation
 To Preserve the Lake to its original Glory
To develop the lake as a recreational centre.
 To preserve and recharge the depleting underground water
  table.                                                            4
Methodology followed by BDA
 for Project Preparation
 Projects Prepared as Per National Lake Conservation programme
  (NLCP), MoEF, New Delhi Guidelines and with a Master plan
  concept.

 Sewage Diversion & Treatment Proposals prepared as per
  CPHEEO, MoUD, New Delhi Guidelines.

 Remodelling of Inlet/Outlet Channels inline with BBMP SWD
  Master Plan proposals.

 Lake boundary identification and Encroachment removal.

 Works Categorized into Core & Non Core Components.

 Works proposed to be taken up in two stages.

Methodology followed by BDA for Lake Restoration Projects
   Removal of encroachment. & boundary fixing

   Chain link fencing all along the periphery of the lake to check unauthorized

    encroachment and dumping of debris & construction waste.

   Deweeding.

   Desilting.

   Formation of peripheral Bunds all along the periphery of the lake

   Construction of Wet lands to remove nutrients from non point source.

   Construction of Sewage Water Diversion channel / pipelines.

   Construction of Silt traps to check the entry of silt.

   Construction of Screen barriers to check the entry of floating objects.

Methodology followed by BDA for Lake Restoration Projects

    Construction of RCC Storm Water inlets

    Improvements to the Waste Weir.

    Creation of islands for the re-habitation of birds.

    Landscaping and development of parks and childrens play area.

    Afforestation.

    Lighting all along the periphery of lakes.

    Construction of localized tertiary sewage treatment plants where ever
     necessary to maintain the water level in the lake for 365 days

    Supply of excess treated water to down stream lake series through
     separate pipeline

The following are the issues which had slowed down the progress
of lake restoration works.

• All the lakes are transferred from BBMP / Forest Department to BDA
 for further development / maintenance, wherein the majority of the
 lakes are encroached, polluted with sewage and garbage dumping.

• Any lake restoration project has to be started with revenue survey of
 the lake area, identification of encroachment, demarcation of
 encroachment and finally eviction of encroachment which has to be
 done by the revenue department, since the proprietary of all the lakes
 vests with the revenue department.

•The clearance of encroachment on the lake areas is one of the serious
 issues which has slowed down the progress of lake works. In 64 cases the
 certification of encroachment, issue of eviction orders are pending which
 has to be taken up on priority.
• 81 Lakes under BDA control are affected by huge sewage flows, which has to be
  connected from the source to the main trunk sewer lines through a conduit which
  has to be taken up by BWSSB on priority.

• Since the majority of the lakes in the core areas of the city are encroached, which has
 huge no of habitants, wherein rehabilitation of such encroachers has to be taken up on
 priority. As a rough estimate 57 lakes contains 2311 No’s of un-authorized habitants
 which needs to be rehabilitated. This issue is to be taken up on top priority by the
 Urban Deputy Commissioner and The Commissioner Slum Board.

• In majority of the lakes, the Rajakaluves connecting lake to lake to transport the
 surplus water are non existant which has led to flooding, loss of property etc. So these
 Rajakaluves has to be demarcated on ground, encroachments to be removed and an
 earthen section of the Rajakaluve has to be provided for a free flow .

• Lack of adequate financial resources .

• Lack of proper maintenance mechanism.

• Lack of adequate man power .

 There should be a more rigorous approach from the revenue
  authorities in tackling encroachments and related issues.
 Strict penal actions from the enforcing authorities in tackling
  encroachments, dumping of garbage, Entry of sewage into the lakes.
 There should be an integrated sewage network system for the entire
  Bangalore Metropolitan area, to be addressed by BWSSB on top
  priority.
 The Rehabilitation of the un-authorized habitants on the lake areas
  has to be taken up on priority by the Slum Development Board and
  the Revenue Authorities.
 The existing lake development authority should be made as a single
  nodal agency who can execute, enforce, monitor, maintain all urban
  lakes.
 The existing Lake Development Authority should be strengthened
  with adequate man power.
 A proper funding mechanism should be developed to provide
 adequate funds for execution and maintenance of lake systems.

Lake Restoration Projects Being Undertaken by BDA_Bangalore Development Authority

  • 1. BANGALORE DEVELOPMENT AUTHORITY PRESENTATION ON LAKE RESTORATION PROJECTS BEING TAKEN UP BY B.D.A. 1
  • 2. Bangalore Development Authority Aims & Objectives: 1. Regulation and Planning of Bangalore Metropolitan Area. 2. BDA has a jurisdictional area of 1046 sq kms. 3. Formation of Residential Layouts and Allotment of Sites at subsidized rates to the needy people. 4. Taking up the required Infrastructure Facilities in Bangalore city such as Construction of Flyovers, Road Infrastructure, Construction of Complexes etc.. 5. Construction of Affordable Housing Projects and Allotment of Houses to the needy people. 6. Environmental Conservation Initiatives Such as Lake Restoration projects, Enhancing Green Cover, Development of Parks etc.

Present Scenario of Lakes in Bangalore • Bangalore City alone has got a total no of around 280 to 300 lakes. • Lakes has lost its identity due to Rapid urbanization. • Majority of the lakes are filled with sewage. • Majority of the lakes have undergone encroachment of the lake areas, cropping up of unauthorized structures in the lake areas, dumping of garbage etc. • Absence of proper monitoring and maintenance system for lakes. • Absence of a proper funding mechanism for lakes.

IMPORTANCE OF LAKE RESTORATION PROJECTS  Based on Government directions, as an environmental protection initiative BDA has taken up the conservation and preservation of Natural water Bodies to their original glory in and around Bangalore .City.  For Prevention of Pollution  To prevent encroachment To develop the lake as a fresh water storage pond  For Flood Mitigation  To Preserve the Lake to its original Glory To develop the lake as a recreational centre.  To preserve and recharge the depleting underground water table. 4

Methodology followed by BDA for Project Preparation  Projects Prepared as Per National Lake Conservation programme (NLCP), MoEF, New Delhi Guidelines and with a Master plan concept.  Sewage Diversion & Treatment Proposals prepared as per CPHEEO, MoUD, New Delhi Guidelines.  Remodelling of Inlet/Outlet Channels inline with BBMP SWD Master Plan proposals.  Lake boundary identification and Encroachment removal.  Works Categorized into Core & Non Core Components.  Works proposed to be taken up in two stages. 5

Methodology followed by BDA for Lake Restoration Projects  Removal of encroachment. & boundary fixing  Chain link fencing all along the periphery of the lake to check unauthorized encroachment and dumping of debris & construction waste.  Deweeding.  Desilting.  Formation of peripheral Bunds all along the periphery of the lake  Construction of Wet lands to remove nutrients from non point source.  Construction of Sewage Water Diversion channel / pipelines.  Construction of Silt traps to check the entry of silt.  Construction of Screen barriers to check the entry of floating objects. 6

Methodology followed by BDA for Lake Restoration Projects  Construction of RCC Storm Water inlets  Improvements to the Waste Weir.  Creation of islands for the re-habitation of birds.  Landscaping and development of parks and childrens play area.  Afforestation.  Lighting all along the periphery of lakes.  Construction of localized tertiary sewage treatment plants where ever necessary to maintain the water level in the lake for 365 days  Supply of excess treated water to down stream lake series through separate pipeline 7

The following are the issues which had slowed down the progress of lake restoration works. • All the lakes are transferred from BBMP / Forest Department to BDA for further development / maintenance, wherein the majority of the lakes are encroached, polluted with sewage and garbage dumping. • Any lake restoration project has to be started with revenue survey of the lake area, identification of encroachment, demarcation of encroachment and finally eviction of encroachment which has to be done by the revenue department, since the proprietary of all the lakes vests with the revenue department. •The clearance of encroachment on the lake areas is one of the serious issues which has slowed down the progress of lake works. In 64 cases the certification of encroachment, issue of eviction orders are pending which has to be taken up on priority.
  • 23. • 81 Lakes under BDA control are affected by huge sewage flows, which has to be connected from the source to the main trunk sewer lines through a conduit which has to be taken up by BWSSB on priority. • Since the majority of the lakes in the core areas of the city are encroached, which has huge no of habitants, wherein rehabilitation of such encroachers has to be taken up on priority. As a rough estimate 57 lakes contains 2311 No’s of un-authorized habitants which needs to be rehabilitated. This issue is to be taken up on top priority by the Urban Deputy Commissioner and The Commissioner Slum Board. • In majority of the lakes, the Rajakaluves connecting lake to lake to transport the surplus water are non existant which has led to flooding, loss of property etc. So these Rajakaluves has to be demarcated on ground, encroachments to be removed and an earthen section of the Rajakaluve has to be provided for a free flow . • Lack of adequate financial resources . • Lack of proper maintenance mechanism. • Lack of adequate man power . 23
  • 24.  There should be a more rigorous approach from the revenue authorities in tackling encroachments and related issues.  Strict penal actions from the enforcing authorities in tackling encroachments, dumping of garbage, Entry of sewage into the lakes.  There should be an integrated sewage network system for the entire Bangalore Metropolitan area, to be addressed by BWSSB on top priority.  The Rehabilitation of the un-authorized habitants on the lake areas has to be taken up on priority by the Slum Development Board and the Revenue Authorities.  The existing lake development authority should be made as a single nodal agency who can execute, enforce, monitor, maintain all urban lakes.  The existing Lake Development Authority should be strengthened with adequate man power.  A proper funding mechanism should be developed to provide adequate funds for execution and maintenance of lake systems.
