    INTERNATIONAL COOPERATION IN THE EU CULTURE PROGRAMME (2007-2013):

    Cooperation projects with third countries (Strand 1.3.5)

       The Culture Programme is open to cooperation with third countries that have concluded
    association or cooperation agreements with the EU. This enables each year one or more countries to
    be the subject of a call for proposals whereby grants are given for cooperation projects, which
    correspond to the objectives of the Programme.

       The funded projects covered fields such as performing arts, cultural heritage, multimedia and new
    technologies, architecture, visual arts, design and applied arts.

        The projects last up to 24 months, involve minimum three co-organisers from three different
    countries taking part in the Programme and at least one partner from the third country (50 % of the
    activities must take part in the third country). Grants between 50.000 and 200.000 EUR are available
    (50% of co-financing).

       Ukraine was eligible under the 2010 together with other countries covered by the European
    Neighbourhood Policy which have ratified the UNESCO Convention on the protection and promotion
    of cultural expression (Armenia, Azerbaijan, Belarus, Egypt, Georgia, Jordan, Moldova, occupied
    Palestinian Territory, Tunisia and Ukraine). The same countries except for Azerbaijan and Ukraine
    (which ratified the convention in 2010) were also eligible in 2009.

       In total, 30 projects were funded in 2009 and 2010 for a total of 4.7 million EUR. Two projects had
    Ukrainian participation:

       Other countries that have participated are: China and India (2007), Brazil (2008) Mexico (2011),
    South Africa (2012). Australia and Canada will participate in 2013.

       Since 2007 the Programme has supported 63 projects for more than 10 million EUR.

Multi-annual cooperation projects (Strand 1.1), Cooperation projects (Strand 1.2.1)

   All third countries can participate as associated partners, and it's applicable to the
    cooperation projects (strand 1.1. and 1.2.1). The next deadlines are 1 October 2012 and 1
    October 2013. More information here:

   According to EC financial regulations, up to 15% of the total project budget can be used for
    activities in third countries. That means that a project (with minimum of three organisations
    coming from the 37 participating countries) can spend up to 15% of its budget doing activities
    (conferences, exhibitions, performances etc) in for instance Ukraine. There is no requirement on
    the part of the “silent” partner to contribute financially. You can also read more about the 15% rule

   Please note that the application must be submitted by a country participating in the Programme.
    In order to get in touch with European organisations I would advise interested organisations to
    use the network of cultural contact points (set up in all countries participating in the Programme).

   The official term the EC uses for partners who are not co-organisers, but who participate in some
    way in the implementation of project activities and who either is from a participating country or a
    third country, is "associated partner" and the definition is (see page 41 of the Programme Guide):

    "a cultural operator from a country taking part in the Programme or a Third Country, who takes
    part in the implementation of the proposed activities of a project, but not to the same extent and at
    the same level of participation as a co-organiser; in particular, an associated partner is not
    required to contribute financially to the project; costs incurred by Associated Partners are not
    eligible, unless they are directly paid or refunded by the coordinator and/or co-organisers." An
    associate partner usually does not develop a project proposal to the same extent as the
    coordinator or co-organisers, but plays a role in carrying out certain activities. They are part of the
    project to observe and to learn (therefore the wording "silent").

CREATIVE EUROPE


   The Creative Europe programme would support European cinema and the cultural and creative
    sectors, enabling them to help to safeguard and promote Europe's cultural and linguistic diversity
    and further increase their contribution to jobs and growth.

   With a proposed budget of €1.8 billion for the period 2014-2020, it would support tens of
    thousands of artists, cultural professionals and cultural organisations in the performing arts, fine
    arts, publishing, film, TV, music, interdisciplinary arts, heritage, and the video games sector,
    allowing them to operate across Europe, to reach new audiences and to develop the skills that are
    needed in the digital age. Helping European cultural organisations and works to reach new
    audiences in other countries is crucial for the safeguarding and promotion of Europe's cultural and
    linguistic diversity.

   Creative Europe will build on the experience and success of the Culture and MEDIA programmes
    which have supported the cultural and audiovisual sectors for respectively 15 and more than 20
    years. The proposed €1.8 billion budget for Creative Europe represents a 37% increase on
    current spending levels.

   The Commission is proposing to merge the existing Culture, MEDIA and MEDIA Mundus
    programmes into a single programme because these sectors face similar challenges, including
    market fragmentation resulting from cultural and linguistic diversity, globalisation and the digital shift,
    as well as severe difficulties in accessing commercial lending. They also have similar needs in terms
    of safeguarding and promoting cultural and linguistic diversity, and strengthening their
    competitiveness in order to contribute to jobs and growth.

   However the Commission recognises that the structure of these sectors is also diverse. That's why it
    is proposing a single framework programme, but with separate strands to take account of sector
    specific value chains and needs

   Which countries are eligible to apply for funding? Creative Europe will be open to Member
    States, as well as the European Free Trade Association (EFTA) countries (Iceland, Liechtenstein,
    Norway and Switzerland), EU accession and candidate countries, potential candidates and
    neighbourhood countries.

   Currently, EU Member States, the EFTA countries, Croatia, Turkey, Former Yugoslav Republic of
    Macedonia, Serbia, Montenegro, Bosnia-Herzegovina and Albania are participating in the Culture
    Programme.

   Next steps: The Commission's proposal for the Creative Europe programme has been sent to the
    EU Council of Ministers (27 Member States) and the European Parliament who will discuss and
    negotiate on it with the view to adopting the proposal in 2012-2013.

Biletska, RMCBU Capacity Building Expert based on information provided by the Directorate-General Education and Culture (http://ec.europa.eu/dgs/education_culture/index_en.htm) INTERNATIONAL COOPERATION IN THE EU CULTURE PROGRAMME (2007-2013): http://ec.europa.eu/culture/our-programmes-and-actions/culture-programme-(2007- 2013)_en.htm Programme Guide: http://eacea.ec.europa.eu/culture/programme/documents/2010/may/EN.pdf Cooperation projects with third countries (Strand 1.3.5)  The Culture Programme is open to cooperation with third countries that have concluded association or cooperation agreements with the EU. This enables each year one or more countries to be the subject of a call for proposals whereby grants are given for cooperation projects, which correspond to the objectives of the Programme.  The funded projects covered fields such as performing arts, cultural heritage, multimedia and new technologies, architecture, visual arts, design and applied arts.  The projects last up to 24 months, involve minimum three co-organisers from three different countries taking part in the Programme and at least one partner from the third country (50 % of the activities must take part in the third country). Grants between 50.000 and 200.000 EUR are available (50% of co-financing).  Ukraine was eligible under the 2010 together with other countries covered by the European Neighbourhood Policy which have ratified the UNESCO Convention on the protection and promotion of cultural expression (Armenia, Azerbaijan, Belarus, Egypt, Georgia, Jordan, Moldova, occupied Palestinian Territory, Tunisia and Ukraine). The same countries except for Azerbaijan and Ukraine (which ratified the convention in 2010) were also eligible in 2009.  In total, 30 projects were funded in 2009 and 2010 for a total of 4.7 million EUR. Electronic Publishing House, HU *Magazine Contrafort, MD * Republican Public Association Belarusian PEN Center, BY * Незалежний культурологічний часопис "Ї", UA EU-grant: 162.000,00 €  Other countries that have participated are: China and India (2007), Brazil (2008) Mexico (2011), South Africa (2012). Australia and Canada will participate in 2013.  Since 2007 the Programme has supported 63 projects for more than 10 million EUR.

The next deadlines are 1 October 2012 and 1 October 2013. More information here: http://ec.europa.eu/culture/calls-for-proposals/funding-opportunities-2011_en.html  According to EC financial regulations, up to 15% of the total project budget can be used for activities in third countries. That means that a project (with minimum of three organisations coming from the 37 participating countries) can spend up to 15% of its budget doing activities (conferences, exhibitions, performances etc) in for instance Ukraine. There is no requirement on the part of the “silent” partner to contribute financially. In order to get in touch with European organisations I would advise interested organisations to use the network of cultural contact points (set up in all countries participating in the Programme). You can find a list of them here: http://ec.europa.eu/culture/annexes-culture/your-contact-in-your- country_en.html  The official term the EC uses for partners who are not co-organisers, but who participate in some way in the implementation of project activities and who either is from a participating country or a third country, is "associated partner" and the definition is (see page 41 of the Programme Guide): "a cultural operator from a country taking part in the Programme or a Third Country, who takes part in the implementation of the proposed activities of a project, but not to the same extent and at the same level of participation as a co-organiser; in particular, an associated partner is not required to contribute financially to the project; costs incurred by Associated Partners are not eligible, unless they are directly paid or refunded by the coordinator and/or co-organisers." An associate partner usually does not develop a project proposal to the same extent as the coordinator or co-organisers, but plays a role in carrying out certain activities. They are part of the project to observe and to learn (therefore the wording "silent").

Biletska, RMCBU Capacity Building Expert based on information provided by the Directorate-General Education and Culture (http://ec.europa.eu/dgs/education_culture/index_en.htm) CREATIVE EUROPE  The Creative Europe programme would support European cinema and the cultural and creative sectors, enabling them to help to safeguard and promote Europe's cultural and linguistic diversity and further increase their contribution to jobs and growth.  With a proposed budget of €1.8 billion for the period 2014-2020, it would support tens of thousands of artists, cultural professionals and cultural organisations in the performing arts, fine arts, publishing, film, TV, music, interdisciplinary arts, heritage, and the video games sector, allowing them to operate across Europe, to reach new audiences and to develop the skills that are needed in the digital age. Helping European cultural organisations and works to reach new audiences in other countries is crucial for the safeguarding and promotion of Europe's cultural and linguistic diversity.  Creative Europe will build on the experience and success of the Culture and MEDIA programmes which have supported the cultural and audiovisual sectors for respectively 15 and more than 20 years. The proposed €1.8 billion budget for Creative Europe represents a 37% increase on current spending levels.  The Commission is proposing to merge the existing Culture, MEDIA and MEDIA Mundus programmes into a single programme because these sectors face similar challenges, including market fragmentation resulting from cultural and linguistic diversity, globalisation and the digital shift, as well as severe difficulties in accessing commercial lending. They also have similar needs in terms of safeguarding and promoting cultural and linguistic diversity, and strengthening their competitiveness in order to contribute to jobs and growth.  However the Commission recognises that the structure of these sectors is also diverse. That's why it is proposing a single framework programme, but with separate strands to take account of sector specific value chains and needs  Which countries are eligible to apply for funding? Creative Europe will be open to Member States, as well as the European Free Trade Association (EFTA) countries (Iceland, Liechtenstein, Norway and Switzerland), EU accession and candidate countries, potential candidates and neighbourhood countries.  Currently, EU Member States, the EFTA countries, Croatia, Turkey, Former Yugoslav Republic of Macedonia, Serbia, Montenegro, Bosnia-Herzegovina and Albania are participating in the Culture Programme.  Next steps: The Commission's proposal for the Creative Europe programme has been sent to the EU Council of Ministers (27 Member States) and the European Parliament who will discuss and negotiate on it with the view to adopting the proposal in 2012-2013.
