Project Implementation Unit (PIU): Staff Terms of Reference
Title: Procurement Specialist & Head of Procurement Department
Reporting Responsibility: Project Coordinator (PC)
The Project:
The primary objective of the reform project is to enhance the capacity of the state to provide
economically and sustainable water sustainable water supply through institutional
strengthening and optimal involvement of private partners in the urban water supply.
The state government has demonstrated its commitment to the reform by initiating a state
water and sanitation policy in June 2012 while the draft law is awaiting passage into law by
the state house of assembly. A major outshoot of the law is the autonomy granted the
corporation.
Duties:
The Procurement Specialist is responsible for all procurement matters relating to the project,
and will facilitate procurement activities of the PIU to ensure timely provision of resources
and services to facilitate efficient implementation of the project in accordance with the
schedule. This role covers all developmental agency sponsored projects in the water sector in
Ekiti State i.e. World Bank, EU (WSSRP3 ), AfDB, UNICEF, - to be commonly referred to
a Developmental Agencies (DA).
General:
• Responsible for overall procurement planning and control to include:
-Annual Work Plan and Quarterly Updates
-Annual Procurement Plan and Quarterly Updates
-Production of Management Reports ( Procurement Component)
● Manage staff and resources in the department to deliver the project objectives
Specifics:
• Prepare and update the annual work plan and procurement plans for the project
• Provide key inputs to Accountants in the preparation of Annual Budget and Disbursement
Forecast
• Under the supervision of the PC, carry out all relevant procurement duties as related to
“State
Components” of the Project. Such duties include all tasks beginning with EOI/Pre-
qualification,
RFP/Bid Packaging , to Contract Signing, Supervision of Assignment.
• Review and Process invoices and respond to claims.
• Track the performance of Consultants/Contractors – under Time & Cost Management and

produce monthly and quarterly reports
• Based on findings of completion reports for each contract, document the lessons learnt and
best
practices on design of follow-on projects.
Qualifications:
• University Degree/HND
• At least 6 years experience in the procurement function
• Broad experience in procurement planning and management of multiple contracts;
including
importation procedure and understanding of current fiscal policy of the government.
• Extensive experience with WB procurement procedures or other international funding
agencies.
• Excellent knowledge of MS Office Suites
• Good command of English, both written and spoken.
• Good inter-personal skills.
• Allowance and Resources: To be determined by the PMC.
Performance Evaluation Criteria:
• Meeting the implementation targets set out in the annual work/procurement plan.
• Timely submission of Management Reports ( Monthly and Quarterly )
• Timely updates of annual work plan /procurement plan
• Effective management of consultants /contractors in accordance with their Schedule
and Budget.
• Efficient and professional handling of contractual Issues for effective project
management and attainment of its objectives.
