Traditionally, on October 10th of each year the world has advocated against the death penalty throughout
the world. This day was called for by the World International Foundation against the Executions, which
was founded in Rome in 2002, around 13 years. The United Nations has issued its resolution 176/67 on
20th of March 2013 calling for world countries which adopt death penalty to stop using it with a view to
abolishing the death penalty completely. This is because the UN recognizes that any error in or abuse of
the application of justice entailing the death penalty is irreversible and irreparable.
In this context, it should be noted that the Stop Executions Campaign draws the attention of all countries
in the world that the political situation in Egypt has converted the death penalty into a tool used by the
repressive Egyptian regime against all his opponents. Since the United Nations takes a hostile view of the
application of this penalty even within agreed social values and cultures in some societies; then what is
happening in Egypt goes beyond the application of the death sentence as a legal penalty to liquidation and
political revenge, suggesting that political variables are creating substantial alterations in the significance
of the death penalty and the extent of its compliance to the Egyptian constitution and legislature.
Significantly, Egypt, in the whole of twentieth century, only issued 1429 death sentences, whereas since
the events of July 3r d 2013 up till now – which is slightly more than 2 years, Egyptian courts have issued a
decision to refer 1763 defendants in just 32 cases to the Grand Mufti — a step that precedes the
sentencing to death, emanating in 729 death sentences so far. The remaining sentences are still awaited.
This number is shockingly excessive in respect of the time period during which these sentences were
issued, and especially considering their social, educational and vocational backgrounds of the accused, or
that most were students under the age of eighteen. In addition, many of these sentences have been issued
en masse. In one case, 183 death sentences were issued in one session, wasting the right of the accused to
defend themselves. In addition, Egyptian authorities executed 7 Egyptians this year despite international
appeals to suspend the executions due to serious flaws in the trials, and subsequently the verdicts.
Based on the above, the Stop Executions Campaign extends an invitation not only to all political activists
and groups, but also all governments of the world to work on the following:
Stop the death penalty in Egyptian law for the time being, until the political situation has been fully
stabilized in Egypt, and the return of tranquility and acceptance of the people of all sects and groups
in the appropriateness of the punishment for the crime committed.
Moratorium on executions issued by the Egyptian courts, especially which it was applied to a large
number at once, and immediate release of all political prisoners, in particular, minors, women,
elderly and those suffering from illness.
Ensure that international standards are implemented during trials and to provide legal guarantees
for the accused and their lawyers.
Work to encourage human rights and humanitarian culture, and the rejection of hatred, violence and
incitement, and the joint pursuit of a just society that is respectful of rights and freedoms.
