ISAPL Bulletin Special Issue Feb. 2021
The ISAPL BULLETIN is published free of charge two times a year (April and
September) by ISAPL (International Society of Applied Psycholinguistics), sponsored
by UFSC (Federal University of Santa Catarina).
This is the second Special Issue, due to urgent need of electing the new ISAPL Board
and four Council Members.
ISAPL Bulletin goal is to foster international contacts and cooperation among
researchers, teaching staff and institutions as a whole working in the field of
psycholinguistics and applied psycholinguistics.

We invite all scholars and students interested in the area of Applied Psycholinguistics to
participate in the online 12th ISAPL International Congress, to be held, from 3rd to 5th
June, 2021, organized by the honorary members of ISAPL, Prof. Leonor Scliar-Cabral
(Florianopolis, Brazil) and Prof. Maria da Graça Pinto (Porto, Portugal) along with the
ISAPL Board members and the Presidents of the 12th International Congress, Profs.
João Torrão and Maria Teresa Roberto (Aveiro, Portugal). Following the included 10th
Circular, important tasks are proposed. Due to the 12th Congress successive date
transfers, in whose Ordinary General Meeting, the new Board should be elected, it made
vacant the most decisive ISAPL board positions, the President and the Secretary, an
untenable situation, at the current moment. So, we are obliged to trigger the electoral
process and we invite the ISAPL members to fulfill the Individual Members
Nomination Ballot, following the included procedures.
Do not forget to fulfill the Individual Members Nomination Ballot, voting in the
candidates (you must be member of ISAPL).

NEW PERSPECTIVES IN PSYCHOLINGUISTIC RESEARCH:
LANGUAGE, CULTURE, TECHNOLOGIES
WELCOME
Dear Colleagues,
Due to the worsening of the Covid - 19 pandemic, whose effects, despite the mass
vaccination, which has already started in many countries, extending beyond the year
2021, we were forced to suspend the presence in person at the 12th ISAPL International
Congress, at the University of Aveiro, in Portugal. Instead, we will hold the same
Congress, online, from 3rd to 5th June, 2021, following the example of similar
International Associations, still under the auspices of the University of Aveiro, in
Portugal, which continues to give its full support.
The honorary members of ISAPL, Prof. Leonor Scliar-Cabral (Florianopolis, Brazil)
and Prof. Maria da Graça Pinto (Porto, Portugal) along with the ISAPL Board members
and the Presidents of the online 12th International Congress, Profs. João Torrão and
Maria Teresa Roberto (Aveiro, Portugal) welcome and invite all scholars and students
interested in the area of Applied Psycholinguistics to participate in the Congress. This
important Scientific Meeting provides an exciting opportunity to share information on
research with colleagues from around the world, integrating basic scientific research
with practical applications for the benefit of human modern life.
The special emphasis topic of the Congress is on NEW PERSPECTIVES IN
PSYCHOLINGUISTIC RESEARCH: LANGUAGE, CULTURE, TECHNOLOGIES,
having in view what Cultural and Applied Psycholinguistics can offer for the benefit of
our contemporary world.
In the 10th
Circular, the main subject is the voting
procedures for electing the new ISAPL Board and four
Council Members.

You can still submit an abstract.
Regular session
Write your abstract in English, though Portuguese, Italian, French or Spanish are
accepted, no more than 500 words) and the title (no more than 10 words) on the ‘12th
ISAPL Congress SUBMISSION FORM’, at this Circular end. The topic should be
framed in one of the special Congress themes listed above. Send back the fulfilled
form to the e-mail indicated in the Form. Each individual free session presentation will
take 15 min + 5 min. for discussion
As a result of the 12th ISAPL International Congress new dates, the deadlines for
registration at the Congress were changed, as shown in the table below. 
The deadline for submission of abstracts is March 15, 2021 (See the bellow Form,
Submssion Form).
Registration for the Congress and respective payments will
be made through the official University of Aveiro bank
account, which will be announced. Below, the values, which
were reduced due to the Covid – 19 pandemic consequences.

3. Triggering the electoral process for online elections, on
March 1st, 2021
According to the ISAPL statutes approved by the board meeting, on October 4th, 2012,
in Macerata (Italy),
“Article Six: Board
Section 1 Composition of the Board
The Board is composed by 10 members: An Executive President,
called President, Immediate Past President, 4 Vice-Presidents, a Secretary General, a
Treasurer, Editor-in-Chief.
The number of voting Board Members shall be eight. The Editor-in-Chief and
the Immediate Past President will not have voting rights.
Article 7: Committee Members
Section 1. Composition of the Committee Members
The Committee Members is composed of 7 members, belonging to
different countries.
To ensure continuity, each of the 7 Members of the Committee
Members will serve for a term of six years, three and four of them, respectively, being
elected at two sequentially General Assemblies.”
Due to the 12th Congress successive date transfers, in whose Ordinary General Meeting,
the new Board should be elected, it made vacant the most important ISAPL board
positions, the President and the Secretary, an untenable situation, at the current moment.
So, we are beginning the process for online voting, whose votes will be computed
during the online Special Meeting, on March 1st, 2021.
ISAPL Special Meeting will take place online, on March 1st, 2021, from 13:00 up to
15:00 PM (Lisbon time), to compute the votes given to the ISAPL Board 2021-2024
and four Committee Members 2021-2027 candidates; to the main theme for the 13th
Congress for 2024 as well as its hosting institution.
Candidates for ISALP Board Membership 2013-2016
The ISAPL Board is composed of 10 members: An Executive President, called
President, Immediate Past President (now vacant), 4 Vice-Presidents, a Secretary
General, a Treasurer and an Editor in-Chief. The number of Board Members to be
proposed shall be eight. The Editor-in-Chief and the Immediate Past President (now
vacant) are not elected.
The Committee Members is composed of 7 members, belonging to different countries.
To ensure continuity, only four of them will now being proposed for a term of 6 years
and 3 of them remain the same for continuing the term.

Dr. Jacques COULARDEAU (France)
Educated at University Michel de Montaigne Bordeaux III, University of California at

linguistics, phylogenic linguistics, and Germanic linguistics. I was a visiting lecturer in
UC Davis, U. Bordeaux III, U. Lille III, Buddhist Center at Pidurangala Sri Lanka, U.
Perpignan at Mende, U. Paris II Panthéon Assas, U. Paris I Panthéon Sorbonne, U. Paris
Dauphine, U. Paris Est Créteil Val de Marne, U. Versailles Saint Quentin en Yvelines at
Mantes la Jolie, U. Paris VIII Vincennes Saint-Denis, U. Paris 12 Val de Marne, and U.
Paris-Est Créteil . I hold two Ph.D.s in Germanic linguistics and in Didactics of Foreign
Languages. My research has been essentially in linguistics, in English and American
literature and arts, in drama, opera, and cinema. In 2005 I entered the field of Buddhism
and Pāli linguistics and went back to phylogenic linguistics with my present research on
the Language of Cro-Magnon and the relations between the phylogeny of language, the
migrations of Homo Sapiens out of Black Africa, and the classification of languages. I
am often working with younger assistants for various projects, among others Paula
Osorio from Venezuela and Ivan Eve from Paris Sorbonne. I have taken part and
presented contributions in many international conferences in Europe and Northern
America. I am vastly published in the USA, in Europe, in New Zealand, more recently
in China, and on the Internet as a researcher, a reviewer on the various Amazon sites, a
research and literary author at Amazon KDP, an independent researcher at

Prof. Rosângela GABRIEL (Brazil)
Rosangela Gabriel is Professor and Researcher at the University of Santa Cruz do Sul,
RS, Brasil. Chef-Editor of the Scientific Journal Signo (ISSN 1982 2014). Doctor in
Linguistics (MPhil and PhD from the Pontificia Universidade Católica do Rio Grande
do Sul, RS, Brasil), having conducted half of her PHD research project at the
Department of Experimental Psychology, Oxford University, UK, under the supervision
of Doctor Kim Plunkett. Her research themes are language, reading and cognition and
its educational implications. From February 2015 to January 2016, Rosangela was
visiting professor at Université Libre de Bruxelles (Belgium), working in collaboration
with Régine Kolinsky and José Morais in a project investigating changes in cognition
due to literacy, in children and adults.

PhD in Linguistics (Psycholinguistics), University of Southern California (1989 -1994),
studying the processing of null objects in Brazilian Portuguese and Romance languages
through experimental techniques such as Self Paced Reading, Priming, speeded
grammaticality judgment. I was a visiting scholar at the City University of New York
(2003-2004), Universidade de Lisboa (2010), University of Massachusetts, Amherst
(2012), University of Toronto (2015), Massey University, New Zealand (2017). Full
Professor of Linguistics at the Federal University of Rio de Janeiro and researcher with
the Ministry of Science and Technology (CNPq/Br). Important perspectives on my
work: 1. Developed the fields of Language Processing and Experimental Syntax in
Brazil; 2. Presented linguistic ideas in a popular book: Manual de Linguística
(MEC/UNESCO); 3. Published on comprehension of recursive constructions in
Brazilian Portuguese, English and in Amazonian languages; 4. Worked extensively on
Brazilian Indigenous languages; 5. Extended experimental approaches, including the
eye-tracking technique, to fieldwork and education; 6. Co-organized a conference and

Prof. Irina MARKOVINA (Russia)
Professor Irina Markovina is Director of Linguistics and Intercultural Communication
Institute at Sechenov University (Moscow, Russia); she also teaches English for
Medical Purposes, Translation, Ethnopsycholinguistics, and conducts research in these
fields, thus promoting intercultural communication and international cooperation. She
belongs to the Russian School of Psycholinguistics founded by Alexei Leontiev. As a
member of the Organizing Committee, she has participated in organizing and holding
Psycholinguistic conferences and international congresses for more than 30 years. As a
member of the Editorial Board of Journal of Psycholinguistics edited several themed
issues on Lacuna Theory and intercultural communication. One of her recent
international projects is the Master program “Psycholinguistics of Intercultural
Communication” taught in English.
Prof. Angela Maria Vieira PINHEIRO (Brazil)
Profª Drª. Ângela Pinheiro has a master’s degree in Educational Psychology (University
of Glasgow / Scotland), a PhD in Cognitive Psychology (University of Dundee /
Scotland) and a postdoctoral degree (University of Education in Ludwigsburg, in
Reutlingen / Germany). She is a retired Full Professor at the Federal University of
Minas Gerais. Operates in the area of Basic Cognitive Processes with an emphasis on:
1) development of reading and writing; 2) construction of word recognition and reading
comprehension measures; and 3) developmental dyslexia. She was a consultant and
Honorary Member of the board of directors of Dyslexia Literacy International, from
2014 to 2020.
Prof. Dr. Heidemarie SARTER (Germany)
Full Professor of Cross Fremdsprachendidaktik, Department of Romance Languages,
University of Potsdam. Published books: Multilingualism and school, 2014; Einführung
in die Fremdsprachendidaktik, 2006; Sprache, Spracherwerb, Kultur: Das Beispiel der
Migrantenkinder in Frankreich, 1991. Festschrift: Wege zu anderen Sprachen und
Kulturen: Festschrift für Frau Prof. Dr. Heidemarie Sarter, 2007. She has worked at
different German universities researching and teaching in the field of psycholinguistics,
namely concerning acquisition and use of more than one language and the methodology
of multilingual teaching. Connected to ISAPL since many years, she has contributed in
different ways to the last congresses. Elected ISAPL Vice-President in 2013. 5
Prof. Dr. Natalia V. UFIMTSEVA
Doctor of Philology, Professor, Head of Sector of Ethnopsycholinguistics, Chief
Researcher at the Institute of Linguistics of the Ministry of Science and Higher
Education of the Russian Federation and Head of the Psycholinguistics Department,
Moscow State Linguistics University; member of the Russian Academy of Sciences,
Moscow (Russia); Journal of Psycholinguistics Deputy editor. Research interests:
psycholinguistics, ethnopsycholinguistics, cross-cultural communication, language
consciousness, ontogenesis of language ability. Awards: the Russian President's award
in the field of education for research on the language consciousness of anative Russian
speaker. Honorary professor of Harbin normal university (China), Full member of the
Georgian Academy of Education (Georgia).

IN THIS ISSUE We invite all scholars and students interested in the area of Applied Psycholinguistics to participate in the online 12th ISAPL International Congress, to be held, from 3rd to 5th June, 2021, organized by the honorary members of ISAPL, Prof. Leonor Scliar-Cabral (Florianopolis, Brazil) and Prof. Maria da Graça Pinto (Porto, Portugal) along with the ISAPL Board members and the Presidents of the 12th International Congress, Profs. João Torrão and Maria Teresa Roberto (Aveiro, Portugal). Following the included 10th Circular, important tasks are proposed. Due to the 12th Congress successive date transfers, in whose Ordinary General Meeting, the new Board should be elected, it made vacant the most decisive ISAPL board positions, the President and the Secretary, an untenable situation, at the current moment. So, we are obliged to trigger the electoral process and we invite the ISAPL members to fulfill the Individual Members Nomination Ballot, following the included procedures.   • 4. 10th Circular NEW PERSPECTIVES IN PSYCHOLINGUISTIC RESEARCH: LANGUAGE, CULTURE, TECHNOLOGIES WELCOME Dear Colleagues, Due to the worsening of the Covid - 19 pandemic, whose effects, despite the mass vaccination, which has already started in many countries, extending beyond the year 2021, we were forced to suspend the presence in person at the 12th ISAPL International Congress, at the University of Aveiro, in Portugal. Instead, we will hold the same Congress, online, from 3rd to 5th June, 2021, following the example of similar International Associations, still under the auspices of the University of Aveiro, in Portugal, which continues to give its full support. The honorary members of ISAPL, Prof. Leonor Scliar-Cabral (Florianopolis, Brazil) and Prof. Maria da Graça Pinto (Porto, Portugal) along with the ISAPL Board members and the Presidents of the online 12th International Congress, Profs. Triggering the electoral process for online elections, on March 1st, 2021 According to the ISAPL statutes approved by the board meeting, on October 4th, 2012, in Macerata (Italy), “Article Six: Board Section 1 Composition of the Board The Board is composed by 10 members: An Executive President, called President, Immediate Past President, 4 Vice-Presidents, a Secretary General, a Treasurer, Editor-in-Chief. The number of voting Board Members shall be eight. The Editor-in-Chief and the Immediate Past President will not have voting rights. Article 7: Committee Members Section 1. Composition of the Committee Members The Committee Members is composed of 7 members, belonging to different countries. To ensure continuity, each of the 7 Members of the Committee Members will serve for a term of six years, three and four of them, respectively, being elected at two sequentially General Assemblies.” Due to the 12th Congress successive date transfers, in whose Ordinary General Meeting, the new Board should be elected, it made vacant the most important ISAPL board positions, the President and the Secretary, an untenable situation, at the current moment. So, we are beginning the process for online voting, whose votes will be computed during the online Special Meeting, on March 1st, 2021. ISAPL Special Meeting will take place online, on March 1st, 2021, from 13:00 up to 15:00 PM (Lisbon time), to compute the votes given to the ISAPL Board 2021-2024 and four Committee Members 2021-2027 candidates; to the main theme for the 13th Congress for 2024 as well as its hosting institution. Prof. Irina MARKOVINA (Russia) Professor Irina Markovina is Director of Linguistics and Intercultural Communication Institute at Sechenov University (Moscow, Russia); she also teaches English for Medical Purposes, Translation, Ethnopsycholinguistics, and conducts research in these fields, thus promoting intercultural communication and international cooperation. She belongs to the Russian School of Psycholinguistics founded by Alexei Leontiev. As a member of the Organizing Committee, she has participated in organizing and holding Psycholinguistic conferences and international congresses for more than 30 years. As a member of the Editorial Board of Journal of Psycholinguistics edited several themed issues on Lacuna Theory and intercultural communication. One of her recent international projects is the Master program “Psycholinguistics of Intercultural Communication” taught in English. Prof. Angela Maria Vieira PINHEIRO (Brazil) Profª Drª. Ângela Pinheiro has a master’s degree in Educational Psychology (University of Glasgow / Scotland), a PhD in Cognitive Psychology (University of Dundee / Scotland) and a postdoctoral degree (University of Education in Ludwigsburg, in Reutlingen / Germany). She is a retired Full Professor at the Federal University of Minas Gerais. Operates in the area of Basic Cognitive Processes with an emphasis on: 1) development of reading and writing; 2) construction of word recognition and reading comprehension measures; and 3) developmental dyslexia. She was a consultant and Honorary Member of the board of directors of Dyslexia Literacy International, from 2014 to 2020.
