COPS CHP– COPS Hiring Program
The goal of the CHP is to assist law enforcement agencies
hire and/or rehire career law enforcement officers, and
to increase their community policing capacity and crime
prevention efforts.

3. Who can apply?
For this program:
Local, state, and tribal law enforcement
agencies that have a primary law
enforcement authority
4. What does it fund?
Approved full-time, entry level salaries and
fringe benefits for newly hired or re-hired sworn
career law enforcement officers
Maximum award is $125,000 to be spent over 3
years
NOTE: 25% minimum local cash match required
5. What is the application process?
This grant is a two-part application process:
Part I: Completing an SF-424 in grants.gov
Part II: Completing the CHP application through
the COPS Office Portal
6. Part I: Completing the SF-424
1. See if your local government is registered in
www.Grants.gov
• If registered, create a profile and request to
become an AOR
• If not registered, work with the finance office
to create a Grants.gov account
2. Submit the SF-424 via Grants.gov
Remember:
• The SF-424 requires a complete project budget-
so prepare them early
• Also, the CHP Application will not be available in
your COPS Portal until you have submitted the
SF-424
7. Part II: Completing the COPS Online Application
After completing Part I, you will receive an email
confirmation with instructions on how to
complete your COPS Online Application
You should create an account in the COPS Portal
prior to submitting the SF-424
Login to your COPS Account and complete the
CHP Application
8. Application Submission Deadline:
June 19th, 2015 at 7:59 EDT
Anticipated Award Date:
No later than September 30th, 2015
What are key dates and times?
10. Rule #1: Know your DUNS Number & EIN
• The application requires the DUNS &
EIN numbers
• These should match your governing
body – if you are not sure what to use,
contact your finance office for help

11. Rule #2: Maintain an Active SAM Registration
Your SAM registration status must
be active:
• When you apply
• When you are awarded
• Throughout the duration of your
federal award
Registration can take up to
2 weeks

12. Rule #3: Register on Grants.gov
Make sure that you are registered on
Grant..gov and have a DUNS Number with
a valid SAM registration to complete
your SF-424.
REMEMBER: The earlier you complete your
SF-424, the earlier you can submit your
full application

13. Rule #4: Register or Update Your COPS
Portal Account
Make sure that you are registered or renewed your
COPS Account
To login go to: Cops Account Access
NOTE: This must be done prior to submitting the
SF-424 in Grants.gov

14. Rule #5: Know your Facts
Ask questions like:
• What is your agency’s
community policing
strategy?
• Can you provide crime statistics from the last
3 years?
• What percentage of employees in your
jurisdiction has been reduced through layoffs?
15. Rule #6: Know your Budget
• You will need to provide:
• Total annual operating budget for
the current fiscal year
• Current salary and benefit costs
for entry-level officers
• Explanation of how the city’s
actual income and expense
compare to the department’s
budget

members due to a lack of incentives
and/or benefits?
17. Rule #8: Understand how your
Application will be Judged

only be read if your application passes technical
review
