The UNESCO meeting 27 May, 2019 agreed on this
new definition of OER
"Open Educational Resources (OER) are learning,
teaching and research material in any format and
medium that resides in the Public Domain or are
under the copyright that has been released under an
open license that permits no-cost access, reuse,
repurpose, adaptation and redistribution by others.â

The UNESCO meeting 27 May, 2019 agreed on
this new definition of open licence
"Open license refers to a license that respects
the intellectual property rights of the copyright
owner and provides permissions granting the
public the rights to access, re-use, re-purpose,
adapt, and redistribute educational materials.â

MONITORING
Member States should, according to their specific conditions, governing structures and constitutional
provisions, evaluate policies and programmes related to OER using a combination of quantitative and
qualitative approaches, as appropriate. Member States are encouraged to consider the following:
(a) deploying appropriate research programmes, tools and indicators to measure the effectiveness
and efficiency of OER policies and incentives against defined objectives, including specific targets
for disadvantaged and vulnerable groups;
(b) collecting, presenting, and disseminating progress, good practices, innovations and research
reports on OER and its implications with the support of UNESCO and international open education
communities; and
(c) developing strategies to monitor and evaluate the educational effectiveness and long-term
financial efficiency of OER, which include participation of all relevant stakeholders. Such strategies

Social inclusion refers to âthe
process of improving the terms
for individuals and groups to
take part in society ... It ensures
that people have a voice in
decisions which affect their lives
and that they enjoy equal access
to markets, services and
political, social and physical
spacesâ. (Arinto, Hodgkinson-
Williams, Trotter, 2017)

If we observe social justice in
the field of education then
we talk about the availability
of educational programs and
teaching materials to all
people regardless of their
social status.

⢠Rajiv Jhangiani and Robin DeRosa point out
the following: âWhen faculty use OER, we
arenât just saving a student money on
textbooks: we are directly impacting that
studentâs ability to enroll in, persist through,
and successfully complete a course. In other
words, we are directly impacting that
studentâs ability to attend, succeed in, and
graduate from college. When we talk about
OER, we bring two things into focus: that
access is critically important to conversations
about academic success, and that faculty and
other instructional staff can play a critical role
in the process of making learning accessible.â
