ELPCO Update
for November 2018
Dear ELPCO Community Member,
There is no meeting this month due to the Thanksgiving holiday—and we are not meeting in December
either.
To keep you informed during our two-month break without a community meeting, please find a list of
ELPCO-related news and project updates below. The ELPCO board uses the end-of-year break to meet as
a board and plan the next year of events and topics to address. Our next community meeting will be
Thursday, January 24, 2019 at 7pm at the Tracy Aviary Education space.

1)) What’s Next for Mutual Beauty?
Construction on the Mutual Beauty condo project (932 E 900 S)—now called Nexus on 9th
—is expected
to be completed by the end of this year. Mark Isaac, the developer’s representative for project, spoke
for 10 minutes at our September ELPCO meeting. He told us about the ground-level retail business and
that most of the condos are being occupied by people over age 45. Get caught up on one of the largest
developments in 9th
and 9th
in a decade by watching his presentation at the YouTube video linked here:

2)) SLC Police Crime Report for District #5
According to the latest CompStat report for SLC District #5 (through November 11), residential burglaries
have fallen slightly, but they still up 40% for the year, and up 20% over the three-year average. Most
other Part 1 crimes are down year-to-date for District #5. ELPCO is planning a home burglary prevention
event in the new year, perhaps co-hosting with Liberty Wells Community Council. Remember to report
suspicious activity and any crimes by calling 801-799-3000 or submitting an online report here:
http://www.slcpd.com/resources/online-report/
Also, Det. David King will be our new SLC Police Department Community Intelligence Officer for District
#5 He replaces Det. Andrew Pedersen, who moved to District #6. Contact David at his desk: 801-799-

3)) The 9th
and 9th
Street Festival is Our Event
Did you know that ELPCO has put on the 9th
and 9th
Street Festival for the last 26 years? It’s our
community council’s signature event, and it’s one more way you can become involved in your
neighborhood as a vendor, volunteer, or musical act. Next year’s festival will be on September 14, 2019

4)) Impact Fees to pay for 5-Way Stop Roundabout
On October 25h ELPCO received a letter from SLC Mayor Jackie Biskupski announcing that her office will
submit a budget amendment to SLC Council to use impact fee funds to construct a roundabout at the 5-
Way stop (1100 E, Gilmer, 900 S). Impact fees are payments by developers to offset the burdens their
projects place on existing roads, utilities, and other infrastructure. The mayor made this decision after
we shared the results of the ELPCO-initiated online survey with 116 respondents showing 77% of
respondents favored the roundabout as the new design option for the intersection (survey PDF).
ELPCO will continue to follow this project and lobby city council members as needed to ensure the
funding is made available. We will also play a role in community and local business engagement as the
design is finalized and the construction begins in early 2019.
5)) ELPCO Business Profile: Orchid Dynasty (959 E 900 S)
Orchid Dynasty has been a 9th and 9th anchor business for ten years. Owned and operated by Clint and
Shelly Lewis, the Orchid Dynasty has grown the with neighborhood and helped celebrate countless
events within the community. The importance of being part of the community is real for Orchid Dynasty
and their longevity here demonstrates that. Oh - and their product is simply wonderful. Orchid Dynasty
offers a delivery service and can help you with the finest and unique floral settings for weddings, events,
seasonal, or to decorate your home. For a full view of what Orchid Dynasty has to offer you can visit
them in 9th
and 9th
or online: www.orchiddynasty.com (Tom Luoma)
6)) Final Election Results
All the ballots have been counted—including more than 15,000 ballots cast in Salt Lake County as part of
Election Day Registration. Turnout in Salt Lake County was 82 percent--and turnout for most ELPCO
precincts exceeded 90 percent.
Rep. Joel Briscoe won re-election to the Utah House of Representatives for District #25. Derek Kitchen is
the senator-elect for District #2, replacing Sen. Jim Dabakis who stepped down. Rep. Chris Stewart won
re-election for the UT-2 seat in the U.S. Congress. As of this email being written, Ben McAdams is
narrowly ahead (739 votes) in the UT-4 race, potentially upsetting Rep. Mia Love. Mitt Romney is the
senator-elect for Utah, replacing Sen. Orrin Hatch who retired. Statewide, Proposition #2 (Medical
Cannabis), Proposition #3 (Medicaid Expansion) and Proposition #4 (Independent Redistricting
Commission) passed, although Question #1 (Gas tax to fund schools) failed. The Salt Lake City Street
Reconstruction Bond passed with 67% voting in favor. Read more results at the links below.

7)) Join the ELPCO Board
Do you have a 2019 resolution to become more involved in your community? ELPCO can help. We have
vacancies on our board—and opportunities for residents with expertise in social media, graphic design,
writing, and event planning. ELPCO board members attend the monthly meetings, complete
independent projects, and represent ELPCO at official events. Contact Jason Stevenson, ELPCO co-chair,
at elpcoslc@gmail.com to learn more. Note: The ELPCO board is also considering a plan to expand the
council from 4 geographies to 9 geographies—to be discussed at our December board meeting.
8)) Give to Local Causes on Giving Tuesday this Year
As you consider your year-end charitable giving, we encourage you to look at local nonprofits doing
good in our community. Giving Tuesday (November 27 this year) will replace “Love Utah, Give Utah” as
the massive, one-day marathon of giving. The Community Foundation of Utah (CFU) has a searchable list
3. 3
of Utah-based nonprofits who could use your donations to further their mission and impact. Many local
organizations also call ELPCO home, including Tracy Aviary, Utah AIDS Foundation, and the Utah Cultural
Alliance. Find the CFU list here: https://utahcf.org/nonprofit-directory
9)) Obituary for Mary Brady-Bishop, Former ELPCO Board Member
We regret to share sad news that Mary Brady-Bishop passed away on November 2, 2018.
Mary represented the East Liberty Park neighborhood on the ELPCO board until 2014 when she stepped
down to run for Salt Lake County Recorder. She was a ubiquitous presence at countless political events,
rallies, and 9th and 9th Street Festivals -- even after she was diagnosed with gall bladder cancer several
years ago. Her bright blue PT Cruiser towing a tear-drop trailer was her calling card.
Her obituary is linked below, and information about a gathering to celebrate her life is also included.
