framework in Greece

for migrants
Broad use of the Learning Outcomes approach
Existence of National Qualifications Framework
(NQF) linked to the European Qualifications
Framework (EQF)
Prerequisites for applying APL
• EOPPEP has developed the Hellenic
Qualifications Framework (HQF), which is
currently in review and will be completed with
more qualifications from NFL
• HQF was designed based on current needs,
and relevant European and international
developments
• The 8 Levels of HQF cover the entire range of
qualifications, from compulsory to higher
education

Hellenic Qualifications Framework
Each HQF Level is defined by descriptors that
determine the Learning Outcomes of this particular
level
1. Recognition of prior knowledge
for migrants
Learning Outcomes
Learning Outcomes: what a person
knows, understands and is able to do
upon completion of a learning
process. They are classified into
knowledge, skills and competence
• Specific responsibility to one Authority or delegation
of responsibilities in all the different Authorities across
the various relative ministries to be granted
• A dedicated software and database for supporting the
overall process to be developed
• The APL to be officially developed and enforced by
Law

Steps to be undertaken
• In case that Migrants/Refugees hold a qualification
(official document), they can reach EOPPEP who is
responsible for recognizing the equivalency of
qualification of NFL from other countries with formal
qualifications of Greece
• In case they hold a higher education qualification, they
can reach DOATAP, the responsible Authority for
recognizing the equivalency of qualifications of Higher
Education from foreign countries to those of Greece

2. Database Development
The development of a Database that
acts as a one-stop-shop will simplify
the search for information for
thousands of Europeans that every
year migrate to EU countries looking
for a job, but also for migrants and
refugees who come form non-EU
countries
The current need
• EOPPEP has established the online Greek
Qualifications Register: http://proson.eoppep.gr,
where information can be found about:
• The educational, training and qualification system
• The qualifications classified in the HQF and referenced
to the EQF
• 674 qualifications are already included in the register
2. Database Development
The Greek Database
• The necessary steps have been made by
EOPPEP to interconnect the Hellenic
Qualifications Register with ESCO
• A dissemination scheme has to be
developed for the Database, targeting
migrants and refugees
• The Database should be translated in
English and Arab, as currently it’s
available only in Greek

mandatory language and
professional exams
3. Pre – migration screening and
examination
Prerequisites
The majority of refugees coming to Greece do
not use the legal, official entrance ways
Due to the long lasting economic crisis,
refugees do not plan to actually stay in Greece
but they have to pass through the country to
head to north Europe
It is impossible to implement a pre-migration
screening and examination system for that
target group

examination
The situation in Greece
• If a relevant approach was to be implemented in Greece,
a National Policy would have to be developed and
implemented with the cooperation of different Ministries
• The infrastructure of the Greek Embassies across the
world could be utilized
• The development of the relative system for the pre-
migration screening could be included in a legal
document (Law/Ministerial Decree, etc.)

migrants in the local society
• Main responsibilities:
• The identification and documentation of all problems that
migrants living in the Municipality are facing
• The promotion of cooperation with Ministries and other
Authorities for educational and training issues, as well as
citizenship issues
• The provision of information

existing foreign qualifications:

One focusing on VET qualifications
• Responsible authority: EOPPEP
• The system is based on a legislation framework that
details all foreign NFL qualifications that can be
recognised as equivalent to Greek NFL qualifications
• The recognition of NFL qualifications is based on an
Equivalency Committee

• Responsible authority: DOATAP
• The guidance of migrants to reach EOPPEP and/or
DOATAP could be provided by the relative
Information Centres in the entry points of the
country, or in the Hospitality centres for migrants

Recognition of higher education qualifications
• Investment in the development of
innovative, appropriately resourced,
widely located, field – specific bridging
programmes for migrant professionals
• Workplace assessments, where
applicants are given the opportunity to
demonstrate their skills and knowledge
in a “real environment”

Currently, there is no such system in place in Greece

For the effective implementation of a bridging programmes
system:
• A skills needed analysis in national level should be executed
• A National Policy could be developed
• Higher education institutes could participate in the design of
bridging programmes
• Programmes should be designed following the
ECVET methodology
• They should be linked to specific qualifications with
a reference to the HQF and subsequently to the EQF

A wide coalition of organisations, authorities, ministries,
higher education institutions, NGOs, VET providers, etc.
should be established
• They facilitate the ability to form networks with nation
– born population
• They contribute to the socioeconomic integration of
migrants
• They substantially impact further skill acquisition
7. Host country language training
Language skills are essential for
foreign – born people for a number of
reasons:
The Centre for the Greek Language is providing
different levels of relevant certification:
• The Certificate of Attainment in Greek
• The Certificate of Attainment in Greek for
Professional Purposes
• The Certificate of Attainment in Greek for
candidates from Vocational Training Centers at B1
level

Several other institutes (private, public, NGOs) are
currently providing Greek language courses to refugees

• Adapted to particular needs of
participants
• Provided by experienced teachers
• Accompanied by free educational
material

addressing children

  • 4. • EOPPEP has developed the Hellenic Qualifications Framework (HQF), which is currently in review and will be completed with more qualifications from NFL • HQF was designed based on current needs, and relevant European and international developments • The 8 Levels of HQF cover the entire range of qualifications, from compulsory to higher education 1.   • 7. • In case that Migrants/Refugees hold a qualification (official document), they can reach EOPPEP who is responsible for recognizing the equivalency of qualification of NFL from other countries with formal qualifications of Greece • In case they hold a higher education qualification, they can reach DOATAP, the responsible Authority for recognizing the equivalency of qualifications of Higher Education from foreign countries to those of Greece 1.   • 8. 2. Database Development The development of a Database that acts as a one-stop-shop will simplify the search for information for thousands of Europeans that every year migrate to EU countries looking for a job, but also for migrants and refugees who come form non-EU countries The current need
  • 9. • EOPPEP has established the online Greek Qualifications Register: http://proson.eoppep.gr, where information can be found about: • The educational, training and qualification system • The qualifications classified in the HQF and referenced to the EQF • 674 qualifications are already included in the register 2.   • 10. • The necessary steps have been made by EOPPEP to interconnect the Hellenic Qualifications Register with ESCO • A dissemination scheme has to be developed for the Database, targeting migrants and refugees • The Database should be translated in English and Arab, as currently it’s available only in Greek 2.   1. The implementation of a learning outcomes approach serves the public interest by enhancing the development of professional competence needed. A learning outcomes approach integrates desired learning outcomes, program design and assessment activities in a process of continuous improvement. As such, a learning outcomes approach is an effective approach to developing competence – an important objective of professional education and development. An effective program leads to competent professionals, thereby strengthening the quality of services they provide.

The aim of the European Credit system for Vocational Education and Training (ECVET) is to: make it easier for people to get validation and recognition of work-related skills and knowledge acquired in different systems and countries – so that they can count towards vocational qualifications make it more attractive to move between different countries and learning environments increase the compatibility between the different vocational education and training (VET) systems in place across Europe, and the qualifications they offer increase the employability of VET graduates and the confidence of employers that each VET qualification requires specific skills and knowledge.
