and Training
An EU perspective:
(Policy) Opportunities
and challenges

3. "Quality education for all is
a foundation for social
cohesion and an open
society.
…
It is essential for personal,
social and professional
development as well as for
employability over the
lifetime."
4. 5.1 Lifelong learning – open learning
opportunities
Providers of all ‘formally’ […] quality
assured higher education […] are
encouraged to use ECTS with the same
transparent mechanisms [for open
learning offers].
This will greatly facilitate transition
between different modes of learning,
recognition and transfer, while increasing
learner and stakeholder confidence in the
outcomes of open learning.
5. • The Commission will…
• (4) Develop and roll out a
digital readiness model to
help HEIs, their staff and
students implement digital
learning strategies and
exploit the potential of state-
of-the-art technology,
including learning analytics.
This will be accompanied by
guidance on open
education initiatives.

11. And the future…?
Are MOOCs/ blended/
online learning just
decoration? Are distance/open
universities ruining the
MOOC?
(or the other way around?)
Will we ever have
degrees based on a
set of separate
MOOCS/ courses?
Or do we get new
'types' of degrees
instead?
What's the open
education
"business model"?
Open learning –
really for all?
(and the role of
governments)
12. Erasmus+
• Provide support through Erasmus+ for higher
education teachers, doctoral candidates and
postdoctoral graduates to develop pedagogical
and curriculum design skills, including in
digital learning.
• Promote the development and testing of flexible
and modular course design.
