The European MOOC Consortium
and how MOOCs can have an impact
on the European labour market

The European MOOC consortium
• The EMC was launched in October 2017
• It gathers all major MOOC platforms in Europe
• Together the EMC partners offer almost a 1000 MOOCs
• They represent a large network of 250 HEIs, public organizations and companies
• Our objective : to strengthen the credibility of MOOCs as a learning approach in
HE by taking a leading role in Europe
The EMC Mission
• Develop activities to increase the awareness and use of digital education and
MOOCs within HEI
• Increase the impact on educational policy by taking a lead in this area, making
MOOCs part of institutional policies and strategies
• Promote MOOCs as an tool for employers seeking to close knowledge and skills
gaps and for workers interested in changing careers.
• Strengthen the continuing education sector by increasing the credibility and
visibility of MOOCs
• Promote collaboration between its partners in order to build a complementary
offering
• Build and conduct a research agenda on MOOCs in Europe in order to increase
their impact.
The labour market in Europe
Europe 2020 indicators - employment
• In 2016 the employment rate in the EU reached 71.1 (as compared to Europe
2020 employment target of 75 %)
• Some groups suffer of lower employment rate : women, People with low
educational attainment, young people aged 15 to 29
• Improving qualification levels is essential to meet the growing demand for a
highly skilled labour force in the EU.
• Between 2016 and 2025(*), about 15 million jobs requiring high educational
attainment will be created, while low-qualified jobs will decline by more than 6
million
(*) According to the European Centre for the Development of Vocational Training Cedefop
The impact of MOOCs on the labour market
• MOOCs can play a key role in continuing education and continuing professional
development in Europe
• Freedom, Flexibility
• High-quality
• Collaborative environments
• At two levels
• Individuals
• Companies
• As a mean to transform teaching and training
• MOOCs as a prerequisite before a training session
• MOOCs as part of a blended learning program
• MOOC platforms will provide innovative tools to assess skills acquisition (learning analytics,
adaptive learning tools, IA algorithms…)

• MOOC on training and competences development in the digital world
• Metallurgy
- Collection of 6 MOOCs on fundamentals in engineering
- for technicians
• ADEME (national agency for environment and energy)
• Project on sustainable building construction
• White label platform
• Inter-professional sectors (Catering, Insurance, food processing,
health and social sector, social economy and public housing)
• SPOC to boost the digital transformation of VSE /SME
• 43 000 companies concerned in Paris / Ile-de-France region
The European MOOC Consortium
The EMC platforms and their HE partners intend to
• Promote the use of MOOCs to train employers and unemployed people
• Work closely with companies / socio-economic sectors to develop MOOCs fitting
their needs
• Be active players at the EU level in the definition and promotion of educational
policies

[EADTU-EU Summit 2018] The European MOOC Consortium

  • 1. The European MOOC Consortium and how MOOCs can have an impact on the European labour market Catherine Mongenet CEO, France Université Numérique (FUN)
  • 2. The European MOOC consortium • The EMC was launched in October 2017 • It gathers all major MOOC platforms in Europe • Together the EMC partners offer almost a 1000 MOOCs • They represent a large network of 250 HEIs, public organizations and companies • Our objective : to strengthen the credibility of MOOCs as a learning approach in HE by taking a leading role in Europe
  • 3. The EMC Mission • Develop activities to increase the awareness and use of digital education and MOOCs within HEI • Increase the impact on educational policy by taking a lead in this area, making MOOCs part of institutional policies and strategies • Promote MOOCs as an tool for employers seeking to close knowledge and skills gaps and for workers interested in changing careers. • Strengthen the continuing education sector by increasing the credibility and visibility of MOOCs • Promote collaboration between its partners in order to build a complementary offering • Build and conduct a research agenda on MOOCs in Europe in order to increase their impact.

The labour market in Europe Europe 2020 indicators - employment • In 2016 the employment rate in the EU reached 71.1 (as compared to Europe 2020 employment target of 75 %) • Some groups suffer of lower employment rate : women, People with low educational attainment, young people aged 15 to 29 • Improving qualification levels is essential to meet the growing demand for a highly skilled labour force in the EU. • Between 2016 and 2025(*), about 15 million jobs requiring high educational attainment will be created, while low-qualified jobs will decline by more than 6 million (*) According to the European Centre for the Development of Vocational Training Cedefop

The impact of MOOCs on the labour market • MOOCs can play a key role in continuing education and continuing professional development in Europe • Freedom, Flexibility • High-quality • Collaborative environments • At two levels • Individuals • Companies • As a mean to transform teaching and training • MOOCs as a prerequisite before a training session • MOOCs as part of a blended learning program • MOOC platforms will provide innovative tools to assess skills acquisition (learning analytics, adaptive learning tools, IA algorithms…)

Examples in France • Food processing • MOOC on training and competences development in the digital world • Metallurgy - Collection of 6 MOOCs on fundamentals in engineering - for technicians • ADEME (national agency for environment and energy) • Project on sustainable building construction • White label platform • Inter-professional sectors (Catering, Insurance, food processing, health and social sector, social economy and public housing) • SPOC to boost the digital transformation of VSE /SME • 43 000 companies concerned in Paris / Ile-de-France region

The European MOOC Consortium The EMC platforms and their HE partners intend to • Promote the use of MOOCs to train employers and unemployed people • Work closely with companies / socio-economic sectors to develop MOOCs fitting their needs • Be active players at the EU level in the definition and promotion of educational policies
