The unsavoury incidents in
the Upper House which led
to a near washout of the
Monsoon Session of
Parliament again brought the
Government and the
Opposition face-to-face on
Wednesday with both the sides
hurling accusations against
each other for damaging coun-
try’s democratic traditions.
The Government fielded
nine senior Ministers at a Press
conference and charged the
Opposition with “pre-planned
agenda “of disruption” and
having “no interest in discus-
sion” and asked the Opposition
to “apologise to the nation”. It
demanded strict action against
the obstructive behaviour of the
Opposition.
“People wait for their issues
to be raised in Parliament. But
Opposition parties do not care
about people, they don’t care
about taxpayers’ money.

but was trampling upon

Saying that “anti-democ-
ratic and violent behaviour” of
the Opposition during
Parliament Session scripts a
dark chapter in the history of
Indian democracy, the
Government said misbehav-
iour by the Opposition mem-
bers is “a shameful disgrace in
Parliamentary history of India”
and “they must apologise to
the nation”.
The Ministers said the
Opposition had publicly stat-
ed that the Session should be
washed out. “Their intention

Leaders of several Opposition
parties on Thursday took
out a protest march against the
Government on several issues,
including Pegasus and alleged
manhandling of their MPs in
the Rajya Sabha, with Congress
leader Rahul Gandhi saying the
voice of people was “crushed”
in the House. Former Prime

Pawar and several top
Opposition leaders regretted
the way the Monson Session
was conducted without giving
an audience to the large num-
ber of Opposition MPs.
The Opposition accused
the Government of deliber-
ately derailing Parliament and
alleged that the Opposition
MPs, including women mem-
bers, were manhandled by
outsiders who were not part of
Parliament security. Pawar has
alleged that outsiders were
called in to manhandle
Opposition leaders, including
women MPs, before the Upper
House was adjourned sine
die.
“In 55 years of my
Parliamentary career, I have
never seen this kind of behav-
iour towards women MPs in
the august House. More than
40 men and women were
brought into the House from
outside. It is painful. It is an
attack on democracy,” Pawar
alleged. In a joint statement,
Opposition leaders con-
demned the “authoritarian
attitude” and “undemocratic
actions” of the Government
and said what had happened
in the Rajya Sabha on
Wednesday was shocking and
an insult to the dignity of the
House and humiliation of the
members.
The Opposition leaders
also called on Rajya Sabha
Chairman M Venkaiah Naidu
and complained against the
alleged manhandling of its
MPs, including women mem-
bers, following which Naidu
conveyed that details are being
minutely examined.

The Chandrayaan-2 orbiter
has confirmed the presence
of water molecules (H2O) and
hydroxyl (OH) on the surface
of the moon.
The researchers, who
analysed the data obtained by
the orbiter’s imaging infrared
spectrometre (IIRS), said,
“There is widespread lunar
hydration and unambiguous
detection of OH and H2O sig-
natures on the moon between
29 degrees north and 62
degrees north latitude.”
“The initial data analysis
from IIRS clearly demonstrates
the presence of widespread
lunar hydration and unam-
biguous detection of OH and
H2O signatures between 29
degrees north and 62 degrees
north latitude,” a research paper
published in the journal
Current Science revealed.
The August 10 research
article is authored by former
ISRO chairman AS Kiran
Kunar from the Indian Institute
of Remote Sensing (IIRS)

“Plagioclase-rich rocks
have been found to have high-
er OH or possibly H2O mole-
cules when compared to the
mare regions, which were
found to have more domi-
nance of OH at higher surface
temperature,” the research
paper said.
The Chandrayaan-2 mis-
sion was launched by Indian
Space Research Organisation
(Isro) in July 2019. Vikram lan-
der on-board the mission
crash-landed on the lunar sur-
face just 2.1 km from its desti-
nation in September that year
but the orbiter accompanying
it has been providing useful
information to scientists back
on earth.
According to the
researchers, the formation of
hydroxyl or water molecules
occurs due to a process called
space weathering, which is
when the solar winds blow over
the lunar surface. It was also
observed from the data that the
brighter sunlit highland regions
at higher latitudes of the moon
were found to have higher
hydroxyl or possibly water
molecules.
The Chandrayaan-1 mis-
sion had already confirmed the
presence of water on moon sur-
face but due to limited spectral
coverage, the exact nature of
hydration could not be ascer-
tained. However, the IIRS on-
board Chandrayaan-2 moon
mission has been able to com-
pletely characterise lunar
hydratioon attributed to the
presence of OH and H2O.
A successful moon landing
would have made India the
fourth country in the world to
land a rocket on the moon after
the US, the erstwhile USSR,
and China, and the first to have
landed close to the lunar South
Pole. On September 24, 2009,
NASA announced that the M3
instrument had detected water
ice on the Moon.

by the microblogging plat-
form, which said they have

Covid-19, which has been

Central Government has told
the Gujarat High Court.

Two wanted criminals were
killed in an encounter with
the Delhi Police in northeast
Khajuri Khas on Thursday.
Police recovered two auto-
matic pistols, four magazines,
a huge quantity of ammuni-

Within the next few years,
as the SARS-CoV-2 virus
becoming endemic, Covid-19
may behave like other com-
mon-cold coronaviruses,
affecting mostly young children
who have not yet been vacci-
nated or exposed to the virus,
according to new modeling
results.
The observation comes at
a time when the USA is report-
ing a growing number of chil-
dren contracting Covid-19,
with a corresponding spike in
cases of respiratory syncytial
virus (RSV), a contagious sea-
sonal flu that is more common
in the winter time.
However, because Covid-
19 severity is generally lower
among children, the overall
burden from this disease is
expected to decline.
“Following infection by
SARS-CoV-2, there has been a
clear signature of increasingly
severe outcomes and fatality
with age,” said Ottar Bjornstad,
researcher from Pennsylvania
State University.
“Yet, our modeling results
suggest that the risk of infection
will likely shift to younger
children as the adult commu-
nity becomes immune either
through vaccination or expo-
sure to the virus,” said the
team’s results which appeared
in the journal Science Advances.
Bjornstad explained that
such shifts have been observed
in other coronaviruses and
influenza viruses as they have
emerged and then become
endemic.
“For example, ongoing
genomic work suggests that the
1889-1890 pandemic, some-
times known as the Asiatic or
Russian flu — which killed one
million people, primarily adults
over age 70 — may have been
caused by the emergence of
HCoV-OC43 virus, which is
now an endemic, mild, repeat-
infecting cold virus affecting

dissolution of Char Dham
Devasthanam Board is contin-
uing unabated at Kedarnath
and other places.

Minister Narendra Modi seek-
ing the dissolution of the board
to protect the interests of the
Teerth Purohits.
The Dharna has continued
near the Gangotri, Kedarnath
and Badrinath shrines against
Devasthanam board. It may be
recalled that since the forma-
tion of Devasthanam Board,
the Teerth Purohits of the Char
Dham shrines of Gangotri,
Yamunotri, Kedarnath and
Badrinath have been opposing
the move. They have met the
successive Chief Ministers and
other other ministers demand-
ing the dissolution of the board,
but instead of dissolving the
board, it is being expanded.
It may be mentioned that
about two years ago, the
Devasthanam Board was con-
stituted under the leadership of
the then CM Trivendra Singh
Rawat. The management of a
total of 51 temples including
the Char Dham shrines was
brought under the purview of
the board.
Recently, chief minister
Pushkar Singh Dhami has
talked of a high-power com-
mittee to be constituted to
address the issue. Gangotri
temple committee secretary
Deepak Semwal said that if the
high-power committee does
not act on the demands by
August 15, the Teerth Purohits
will intensify their agitation.

Out of six projects worth Rs
1565 crore sent by
Haryana Government during
the current financial year 2021-
22, the National Bank for
Agriculture and Rural
Development (NABARD) has
sanctioned three projects with
loan amount of Rs 737 crore
while other three are still under

To curtail rampant hookah
smoking, especially in the
rural areas of the state, Haryana
Government will formulate an
effective Information,
Education and
Communication (IEC) strate-
gy besides offering incentives to
quit smoking.
The directions in this
regard were issued by Haryana
Additional Chief Secretary,
Health, Rajeev Arora during
the review meeting of the State
Level Coordination Committee
(SLCC). He directed the offi-
cials concerned to formulate a
strategy so as to motivate peo-
ple to discontinue the con-
sumption of such tobacco
products.
The ACS Health also
directed to start giving incen-
tives to tobacco consumers for
quitting and to initiate such
programmes in schools and
colleges. Along with this, sim-
ilar incentives should be given
in rural areas like declaring
tobacco-free Panchayats, he
added.
During the COVID-19
pandemic, the State
Government had earlier
requested the people in rural
parts of Haryana to stop gath-
erings for hookah smoking to
contain the spread of infection.
Arora asked officials to
counsel and convince the reg-
ular tobacco consumers regard-
ing its harmful effects other
than implementing IEC activ-
ities. Besides this, he also asked
the officials to unmask the
myths regarding hookah
among the people.
The ACS Health said that
there is a culture of admiring
the people who consume
hookah in rural areas which
needs to be stopped through
effective IEC activities like out-
door advertising, airing catchy
jingles on radio, display of
statutory warnings etc.

Haryana Chief Minister
Manohar Lal Khattar on
Thursday inaugurated 40 new
soil testing laboratories set up at
the block level in the state. The
soil testing labs have been set up
under the State Government’s
‘Har Khet Swasth Khet’.
In the first phase, soil test-
ing of 25 lakh acres of land will
be done this year through these
laboratories.

tion to the national food grains
pool. During the green revolu-
tion period, the farmers of

food grains in the country by
producing the grains in abun-
dance.
Today paying attention to
the quantity as well as quality of
food grains production has
become the need of the hour, he
added.
Calling upon the farmers to
move towards organic and nat-
ural farming, the Chief Minister
said that by doing so, farmers
would play an important role in

this financial year, two soil test-

been proposed to get accredita-

family had not only done
a great disservice to the

today, the Badals have
taken the place of the
mahants who at one time
treated Gurdwara as their

ty) and misused the power

mahants were taught and
the Badal family should be
shown doors,” said
Dhindsa.
He said that today,
there is a need for the
entire Sikh community to
come together under the
banner of SAD (Sanyukt),

true principles of Akali
Dal, and create a new
image of Shiromani Akali
Dal.
“On behalf of SAD
(Sanyukt), he would assure
that the dominance of the
Badal family over the cen-
tury-old Akali Dal would
be ended by liaising with
all panthak peers and well-
wishers of Punjab as the
Badals had tarnished the
image of the party which
has a glorious history of
many supreme sacrifices,”

“Coming together of
all these regional parties
having the same panthak
ideology is the need of the
hour so as to remove the
traditional parties from
power and to create a third
strong front to bring about
change as per the wishes of

Delhi deputy chief minister
Manish Sisodia on
Thursday said that he has writ-
ten to Union health minister
Mansukh Mandaviya stating it
is difficult to find out deaths
related to oxygen scarcity.
“Delhi recorded 25,000
Covid -19 deaths but it is not
known how many deaths
occurred due to lack of oxy-
gen,” Sisodia said.
He said that the Centre
should cooperate in investi-
gating the deaths due to lack of
oxygen and the union govern-
ment should approve the inves-
tigation committee constituted
by the city government.
“It would be wrong to
assume that there were no
deaths due to lack of oxygen
during the second wave of
COVID-19 in Delhi. We have
to admit that there have been
deaths due to the lack of oxy-
gen in Delhi,” he added.
Earlier, Sisodia had said
that the Central Government,
adopting a very irresponsible
and insensitive attitude, refused
to accept that there were any
deaths due to lack of oxygen in
the country.
It is pivotal to mention here
that while the Delhi govern-
ment had formed a high-level
inquiry committee of health
experts to investigate the deaths
due to lack of oxygen and pro-
vide a compensation of Rs. 5
lakh to the victim's family, the
Central Government had dis-
missed the Committee through
the LG.
“Delhi government is ready
to investigate the deaths that
occurred due to the lack of oxy-
gen and this investigation will
be done with full responsibili-
ty,” Sisodia said and appealed to
the Central government that
this time the LG should not dis-
miss the inquiry committee,
but cooperate with city gov-
ernment in investigating the
deaths due to lack of oxygen.
The Delhi government had
in June formed a four-member
expert committee to look into
the deaths due to the shortage
of oxygen during the second
wave of the COVID-19 pan-
demic. Sisodia had subse-
quently said the Centre denied
approval to the committee.
Last month, Opposition
parties had hit out at the gov-
ernment for informing
Parliament that no deaths due
to oxygen shortage were specif-
ically reported by states and
Union Territories during the
second COVID-19 wave.

The Delhi Government will
launch the Health
Information Management
System (HIMS) in 2022, Chief
Minister Arvind Kejriwal said
on Thursday after reviewing its
progress. Delhi government’s
ambitious HIMS – eHealth
card will contain all medical
information of Delhi residents.
CM Kejriwal said,
“Timelines for the HIMS pro-
ject must be expedited to
ensure that people can access
the best of the medical facilities
and get freedom from their
woes.”
According to Delhi gov-
ernment officials, the vendor
selection and bidding process
for the HIMS project complete
and rapid preparations are tak-
ing place.

ernment said the project will
bring about a revolution in the

tory using the card and the
patients will be able to take
appointments from home,” said

The Delhi government will
also conduct a survey to make
eHealth cards. While the entire
system will be digital, people
will not have to stand for long
in hospitals with online
appointment systems. A cen-

In line of the ‘World Skills
Competition’, popularly
known as the ‘Olympics of
Skills’ being hosted in
Shanghai in 2022, the India
Skills Competition will be
held this year in the national
capital and individuals from
over 20 states will be partici-

The Delhi Police on
Thursday said that a 46-
year-old man, accused of
preparing and supplying
bombs during northeast Delhi
riots, was allegedly framed by
his neighbour in Loni,
Ghaziabad over an old enmi-
ty.
According to police, when
the Special Cell unit of Delhi
Police was investigating a case
regarding conspiracy of riots
took place in February 2020,
they received a specific inputs
that one Ansar Khan, a resi-
dent of Kardampuri in north-
east Delhi, was indulged in
riots in February 2020.
“As per information by
source, Khan and his son
Imran were active participant
in Delhi riots and had prepared
bombs during riots and still
preparing more and more for
disturbing communal harmo-
ny. After flaring up the riots in
the area of Kardampuri, they
fled from area in June 2020, as
questioning and apprehension
of local miscreants and rioters
of Kardampuri area gained
momentum in May and June
2020. He was staying some-
where at Loni in Ghaziabad,
UP,” said a senior police offi-
cial.
“Thereafter, Khan, whose
present address was Vijay
Nagar Colony, Loni,
Ghaziabad, was apprehended
from Nithora Road, Aman
Garden, Loni on July 31. He
was examined for the verifica-
tion of secret information.
Khan did not cooperate in the
investigation. He was found
suspicious, but did not disclose
anything. For further enquiry
and to check facts of the infor-
mation, Khan was taken to his
house in Vijay Nagar Colony
for search of the premises,” he
said. “During the search, one
old, yellowish color with stains
of primer, rusty cylindrical
container of primer was found
on the terrace of the house. It
was found to be containing five
sealed iron pipes wrapped in
papers. Each iron pipe was
sealed with the help of iron
bolts and white thread. Also,
one thread was popping out
from the middle of the iron
pipe and Black colour tape was
wrapped around that area. The
pipes were carrying unusual
heavy weight and seems to be
an iron pipe bomb.
They were seized and
deposited in the Malkhana of
Special Cell police station,”
said police official.
“Khan denied having
knowledge of the bombs and it
was observed that some of the
facts were not in sync with the
flow of information. During
further examination, it was
found that one Mujammil Alvi
(36), a resident of Vijay Nagar
Colony, Near Aman Garden,
Loni, Ghaziabad, had some
enmity with Khan in the past
and there was some family
feud going between them,” said

The high and recurring cost
of dialysis is a major drain
on the savings of the patients
with kidney patients. In a major
relief to such patients the
Uttarakhand government had
included the dialysis in the
Ayushman Yojana. The chair-
man of the state health agency
(SHA), DK Kotia said that the
patients of the kidney ailments
have so far availed benefit of
1.33 lakh dialysis under the
scheme and an amount of Rs 42
crore has been spent on the dial-
ysis. He said that the Ayushman
Yojana has made things easy for
kidney patients as a costly pro-
cedure like dialysis has come
under the ambit of the scheme.
Kotia said that the Ayushman
Yojana is acting as a life saver for
kidney patients.
It is pertinent to mention
here that a sum of Rs 12,00 to
15,00 is spent every time a
dialysis patient undergoes dial-
ysis. A sum of Rs 18,000 to Rs
20,000 is spent every month on
peritoneal dialysis of patients.
Launched on December 25,
2018, the AAUY provides a
cover of Rs five lakh per annum
to all 23 lakh families of
Uttarakhand in the panelled
hospitals under the scheme.
Patients can avail benefit of the
scheme for 1,350 types of dis-
eases in the panelled hospitals.
A total of 3.11 lakh patients
have so far availed the benefit of
the scheme and a sum of Rs 390
crore has been spent on the
Yojana so far.

The State Health depart-
ment reported only 24 new
cases of the novel Coronavirus
(Covid-19) and 37 recoveries
from the disease in
Uttarakhand on Thursday. No
death from the disease was
reported in the state on the
day.
The cumulative count of
Covid-19 patients in the state
is now at 3,42,526 while a total
of 3,28,695 patients have
recovered from the disease so
far. In the state 7369 people
have lost their lives to Covid
-19 till date. The recovery
percentage from the disease is
at 95.96 while the sample pos-
itivity rate on Wednesday was
0.12 per cent.
The State Health depart-
ment reported four new
patients of Covid -19 each
from Pauri, three each from
Bageshwar, Dehradun,
Pithoragarh and Uttarkashi,
two each from Champawat,
Nainital and Rudraprayag and
one each from Chamoli and
Haridwar on Thursday. No
new patient was found in
Tehri and Almora districts on
the day.
The State now has 418
active cases of Covid 19.
Dehradun with 161 cases is at
top of the table of active cases
while Pithoragarh is at second
spot with 57 active cases.

Women of self-help groups
protested against the
State government for inviting
tenders of private contractors
for the packaging and supply of
take home ration (THR) which
will snatch the livelihood of
over two lakh women in
Uttarakhand. On Thursday,
hundreds of women protested
outside the office of the
Women Empowerment and
Child Development (WECD)
department located at Nanda
Ki Chowki.
According to the president
of Nari Shakti Swaroop Mahila
Pradesh Sangathan (NSSMPS),
Geeta Maurya, the women of
SHGs are working for THR
packaging and supply for the
last eight years under the
National Rural Livelihood
Mission (NRLM) but now the
government has invited e-ten-
ders for this work from private
contractors. “The government
here talks about vocal for local
campaign, women empower-
ment and development of
underprivileged and rural
women but the same govern-
ment is ready to make lakhs of
women unemployed by allo-
cating Rs 560 crore to privatise
this work through big compa-
nies,” said Maurya. Maurya
said that she and Shyama Devi
were recently felicitated with
the Tilu Rauteli award by the
chief minister Pushkar Singh
Dhami for their work in THR
and now he is snatching that
work.
“We even met him to
return this award recently as it
does not mean anything if we
cannot continue our work. The
CM said he will consider our
appeal against inviting the e-
tender and gaver our awards
back to us but he obviously did
not keep his word,” stated
Maurya. One of the protestors,
Pooja Dwivedi said that most
of the women associated with
THR works are underprivi-
leged, widows and some moth-
ers who work to feed their dis-
abled children and the gov-
ernment is snatching their
livelihood. She said, “We have
approached the state govern-
ment politely many times to
cancel this e-tender but we will
be forced to intensify our
protest if the government fails
to do so soon.” The women
protestors said the officials are
telling the SHGs that the ration
provided to kids in THR is not
nutritious enough. “The gov-
ernment officials decide what
should be in the menu of THR
and we provide the same to the
Anganwadi centres so blaming
us is illogical.
We have been informed
that the government will now
provide THR in powdered
form like a protein shake pow-
der which is certainly not
healthier than the food pro-
vided by the SHGs under the
department,” said Dwivedi.
The protestors said they will
march towards the Secretariat
on Friday and threatened that
they will not let this govern-
ment win in 2022 assembly
elections if they lose their
livelihood.

The Municipal Corporation
of Haridwar (MCH) will
focus on making Haridwar an
ideal city of the State and no
unauthorised political pres-
sure will be accepted on the
functioning of the corpora-
tion. The newly appointed
municipal commissioner
Dayanand Saraswati stated
this while talking about his
work priorities in the corpo-
ration.
He said that the corpora-
tion will also make a plan for
the proper collection and dis-
posal of garbage generated in

According to him, the
corporation will also work

At the times when proper
garbage disposal remains a
big concern for all urban local
bodies (ULBs), the
Rudraprayag municipality has
set an example of effectively
tackling the garbage disposal
issue in Uttarakhand. For the
past three years, Rudraprayag
municipality is not just work-
ing for proper garbage dis-
posal but also towards making
it a revenue source for the
municipality.
According to the executive
officer (EO) of Rudraprayag
municipality, Seema Rawat,
the civic body started selling
the non-biodegradable
garbage collected through
door to door collection from
the year 2019. “We earned rev-
enue of Rs 19,000 in the year
2019 and Rs 87,000 in 2020.
This year, we have already
earned about Rs five lakh by
selling the non-biodegradable
waste collected from across the
city and this will go over Rs 10
lakh by the end of the year,”
stated the EO. She revealed
that Rudraprayag municipali-
ty had to work hard to reach
at the level where they can sell
maximum inorganic waste.
“We conducted various cam-
paigns to raise awareness
among locals to keep their dry
and wet garbage separately
and distributed two dustbins
to every household in the city
for the same purpose. Even the
sanitation workers were
ordered to not accept the
mixed dry and wet garbage
that they still follow,” said
Rawat. She also disclosed that
all the dumpsters have been
removed from the city and
everybody is asked to dispose
of their garbage through the
door to door collection. “We
constantly encouraged people
to dispose of their garbage
through door to door service
and penalised those who were
found to be disposing of the
garbage in open areas.
This is the reason that all
the garbage collected by the
sanitation workers is now seg-
regated at source which makes
it easier for us to sell the non-
biodegradable waste,” said
Rawat.
She informed that the
municipality sells seven to
eight metric tonnes of inor-
ganic waste to a company in
Rishikesh every month that
generates the revenue of about
Rs 80,000 per month which is
used in the development pro-
jects of the city. She said
biodegradable waste is used to
make compost which will be
sold soon commercially too.

As the fighting intensified in
Afghanistan with the
Taliban making rapid advances,
India on Thursday said the sit-
uation there is of “concern” and
it continues to hope for a com-
prehensive ceasefire. This
observation came days after
India advised its citizens in
Afghanistan to leave the coun-
try.
Giving a sense of the situ-
ation in Afghanistan, Ministry
of External Affairs (MEA)
Spokesperson Arindam Bagchi
also said here India is in touch
with all the stakeholders in
Afghanistan and closely mon-
itoring the ground situation in
the war-ravaged country.
Bagchi said India attended
a regional conference on
Afghanistan in Doha on
Thursday at the invitation of
Qatar. “The situation in
Afghanistan is of concern. It is
a rapidly evolving situation. We
continue to hope that there will

Asked about Pakistan’s

The Taliban has been making

In what could further com-
plicate the security of Indian
assets in Kabul already under
threat of a ramaging Taliban,
Pakistani covert agency Inter-
Services Intelligence (ISI) has
floated a new terror outfit
styled as Hizb-e-Wilayat to
carry out attacks exclusively on
Indian assets in Afghanistan.
The outfit, headed by one
Dr Anwar Firdausi, will com-
prise elements of the 10,000
jehadis pushed across the bor-
der by Pakistan into
Afghanistan to aid the Taliban
in violent takeover of the war-
ravaged country from the
democratically elected Abdul
Ghani Government, sources

The ISI move coincides
with the takeover of six
Afghan provinces by the
Taliban in quick succession.
Besides sending the
jehadis to Afghanistan, the ISI
has also forged an alliance

Lashkar-e-Tayabba and Jaish-

During the last two

Usually elephants perceive
humans as a threat and
retreat away from them appar-
ently as a risk-avoidance strat-
egy, a study has said thus indi-
cating that the jumbos come
into conflict with people only
when they perhaps have no
choice.
The study holds impor-
tance at a time when there have
been increased incidents of
human-pachyderm conflicts
across the wildlife habitat, and
can be a useful strategy for ele-
phant conservation.
Previous studies have
found they avoid the acoustic
sounds of bees, tiger growls,
human voices, and other ele-
phants’ alarm calls. But
whether they could also iden-
tify and discriminate between
different ground-based sounds
was unclear. To find this
researchers at the University of
Oxford and an NGO ‘Save the
Elephants’ played seismic
recordings of elephants and
human-generated white noise,
as well as a combination of
both, to wild elephants in
Samburu National Reserve and
Buffalo Springs National
Reserve in northern Kenya.
When the researchers led
by Dr. Beth Mortimer, a zool-
ogist at the University of
Oxford, her colleagues and a
team from Save the Elephants
played human-generated noise
(alone or in combination with
elephant sounds), the wild ele-
phants often froze and
appeared to listen vigilantly to
the strange sounds. They also
moved farther away from the
sources of human-generated
noise than they did from ele-
phant-generated noise, sug-
gesting they associated the
human noises with risk.
Dr. Beth Mortimer said:
“Human-generated seismic
noise is something the ele-
phants were retreating from.
That leads us to the conclusion
that they’re associating it with
risk. We don’t know why—there
could be many reasons that
they’re choosing to retreat.”
“It was a surprising out-
come, but very important in
terms of showing that they get
information from human-gen-
erated vibrations. It’s not just
elephant-generated seismic
vibrations that are relevant to
them.’
Even in the relative tran-
quility and removal of protect-
ed areas such as the National
Reserves, the ground carries
human-generated noise from
vehicles, generators, gunfire,
and other sources, which
according to the new study’s
findings could be enough to
disrupt elephants’ behaviour.

The Centre on Thursday
said that while Covid-19
cases were “stabilising” across
the country, the R value greater
than 1, specifically from newer
states, including Punjab,
Himachal Pradesh and Uttar
Pradesh, is a “significant reason
to be concerned”. In Punjab, the
daily cases are increasing.
In fact, the Covid-19 tally
of India rose to 3,20,77,706
after 41,195 people were found
to have tested positive in the
last 24 hours on Thursday.
The number was a significant
rise from a day ago at 38,353
cases. The daily death toll also
saw a rise as 490 people suc-
cumbed to Covid-19, data
released by the Union Health
Ministry showed.

Amid continuous downpour,
the Uttar Pradesh
Government has expedited its
relief and rescue operations on
a war footing to prevent any loss
of life and damage to property
in the flood-affected areas of the
State.
The Government has been
making elaborate arrangements
toproviderelieftopeopleaffect-
ed by the floods. The work of
shifting people in the flood
affected areas to other places as
well as providing dry ration is
being done at a rapid pace. As
many as 951 flood shelters com-
plying with Covid protocol have
been set up for the people
trapped in the flood affected
areas of the State. In the flood
relief camps, facilities like drink-
ing water, toilets, clothes, uten-
sils and beddings among others
are being provided.
On the instruction of Chief
Minister Yogi Adityanath, as
many as 70,050 lunch packets
and over 9,506 dry ration pack-
ets have been distributed by the
government to the flood affect-
ed people in the last 24 hours.
Due to heavy rain, as many
as 1,243 villages of over 23 dis-
tricts of the State have been
affected by the floods. At the
same time, the water levels of
rivers Ganga, Yamuna, Betwa,
Sharda, Kuwano and Chambal
have risen above the danger
level. Teams of NDRF, SDRF
along with PAC have been
deployed for relief and rescue
work in these districts. The

The state government has
deployed as many as 1,992 boats
for rescue operations in the

The Jal Shakti Minister has
been directed to review the

Brihanmumbai Municipal
Corporation (BMC) initiated
an offfline Covid-19 vaccina-
tion certificate verification
process and the railway pass
distribution process, the
Maharashtra Government on
Thursday launched an online
facility to enable the fully vac-
cinated citizens to obtain an e-
pass for travelling in suburban
trains in Mumbai.
As part of the exercise, the
state relief and rehabilitation

completed 14 days after their

“The e-pass should be
saved in mobile and after show-

monthly travel pass directly
from the Railways. Therefore,
offline verification will not be
required at railway stations, if
universal online e-pass is
obtained,” an official
announcement said.
“Eligible citizens who apply
for the pass will be automati-
cally verified for completion of
Covid-19 Vaccination (14 days
after taking the second dose)
through this web-link. No sep-
arate human interaction will be
required for this online verifi-
cation process. Citizens who
apply without completion of 14
days after second dose of vac-
cine, will receive e-pass only
after completion of that peri-
od,” the announcement added.
The introduction of offline
Covid-19 vaccination certifi-
cate verification process at sub-
urban railway stations along
with the online e-pass system
will make it possible for all eli-
gible citizens to travel in sub-
urban trains from August 15.
Meanwhile, The BMC
appealed to all Mumbaikars not
to crowd at railway stations and
complete the verification
process by either approaching
railway stations in a step-by-
step manner or using the online
process.

in the world, the Mumbai sub-
urban railway system caters to
75 lakh commuters on the
Western Railway, Central
Railway (main) and harbour
railway networks. It is spread
over 390 kilometers.
On August 10, the
Maharashtra Government
announced that the fully vac-
cinated people could travel by
suburban local trains in
Mumbai from August 15.
It may be recalled that the
Central and Western Railways,
which had suspended all their
suburban train services in the
third week of March last year
following the announcement of

tions for those working in
essential services from June 15

Bengal Chief Minister Mamata
Banerjee has once again targeted the
BJP Government for politicizing a “tra-
ditionally neutral and honorable”
autonomous institution like the Union
Public Service Commission days after
candidates appearing for CAPF officers’
examination were asked politically
loaded questions like their opinion on
electoral violence in Bengal and an
allegedly violent farmers’ movement in
north India.

Thursday declared extended pandem-
ic restrictions till August 31 but with
some more relaxations. While the edu-
cational institutions will remain closed

trains would run only after 50 percent
villages have been vaccinated. “Local

Holding that growing population was
coming in the way of development in
the country, Maharashtra Navnirman Sena
(MNS) chief Raj Thackeray on Thursday
rooted for initiating population control mea-
sures compulsorily in the country.
“Since population has become a major
impediment in the development process,
time has come to control population in the
country. Until we look at the issue of pop-
ulation carefully and do something about
it, we will not be able to deal with devel-
opment issues effectively. If we people do
not agree to take population control mea-
sures themselves, then we will have to make
population control compulsory in the

organised by a leading Marathi television
channel, the MNS chief created a sensation
in the state political circles by speaking about
the population control issue.
“I have spoken to some leaders at the
Centre on the need for controlling popula-
tion in the country. I do not know why peo-

given to understand that some thinking has
already started at the Centre,” Raj said.
The MNS chief said that the people
should realise that they stood to benefit if
they had less number of children. “The issue
should not be looked at from the angle of
religion. Be it Hindus or Muslims, there

Coming up with logic of his own while
pushing for population control in the
country, Raj said: “There is a ban on driving
vehicles under the influence of alcohol. If
people are booked in such cases, they are
either fined or sent to jail. Because, the num-
ber of people driving vehicles under the
influence of alcohol has come down.
Similarly, if we are to achieve good objec-
tives, we need to make certain things com-
pulsory”.
Holding politicians responsible for the
phenomenal growth of population in the
country, Raj said: “Irrespective of affiliations,
the political parties should come together
and work towards building a consensus on
the issue. For instance, thanks to the pop-
ulation growth, many small places in
Maharashtra have now become towns with
large populations”.
Replying to a question, Raj said: “What
is progress all about? I do not think build-
ing roads, bridges and seeing mobile phones
in the hands of people can in any way be
called progress.
The question we have to pose ourselves:
have we made any progress as a country in
terms of thinking? What is the barometer
for progress in the country? Even now, the
electoral issues have not changed. We still
talk about good roads, electricity and edu-
cation. That being the case, where is the
progress that we have made has all

The MNS chief slammed the successive
governments in the state for continuing to
regularise slums in Mumbai over the

ularising the slums was 1990, then it was

Vaccines against Covid-19 that
were developed by US drug
makers Pfizer and Moderna may
not be as effective against the
'Delta' variant compared to as they

the virus, a new study has suggest-

In a cause for concern, the Covid-
19 deaths in Maharashtra on
Thursday crossed 200-mark to
touch a fatality tally of 208 after a
gap of nearly two weeks and the
infections climbed to 6,388, even
as the state achieved a records of
sorts by doing more than a stag-
gering 5 crore Covid-19 tests since
the pandemic broke out in March-
April last year.
A day after the state logged 163
deaths and 5560 infections, the
daily deaths went up by 45, while
the infections rose by 828.
The increase in the daily
deaths should be seen in the con-
text of the fact that the state had
recorded 225 deaths on July 31.
With 208 fresh fatalities
reported on Thursday, the total
number of deaths in the state
increased from 1,34,364 to
1,34,572, while the infections --
with 6,388 new cases – rose from
63,69,002 to 63,75,010.
As 8,390 patients were dis-
charged from the hospitals across
the state after full recovery, the total
number of people discharged from
the hospitals since the second
week of March last year increased
from 61,66,620 to 61,75,010. The
recovery rate in the State
rose from 96.82 per cent to 96.86
per cent.
The total “active cases” in the
state dropped from 64,570 to
62,351. The fatality rate in the state
rose from 2.1 per cent to 2.11 per
cent. Pune with 14,423 active
cases emerged as the first in the
state in terms of maximum num-
ber of “active cases” in the state,
while Sangli with 7,027 stood sec-
ond, followed by Satara (6573),
Thane (6133), Ahmednagar
(4964), Solapur (4533), Kolhapur
(4245) and Mumbai (3208).
Of the 5,03,26,812 samples
sent to various laboratories across
the state so far, 63,75,390 have test-
ed positive (12.67 per cent) for
Covid-19 until Thursday.
Currently, 3,98,397 people are
in home quarantine while 2,507
people are in institutional quar-
