The Centre’s guidelines on
regulating social media do
not have any “teeth” for taking
appropriate action against dig-
ital platforms showing inap-
propriate content, the Supreme
Court said on Friday while
granting protection from arrest
to Amazon Prime Video’s India
head Aparna Purohit in FIRs
lodged over web series Tandav.
The apex court also direct-
ed Purohit to make the Centre
a party to her plea. Tandav is a
nine-episode political thriller
starring Bollywood A-listers
Saif Ali Khan, Dimple Kapadia
and Mohd Zeeshan Ayyub.
The web series has been
accused of inappropriate depic-
tion of Uttar Pradesh Police
personnel, Hindu deities and
the adverse portrayal of a char-
acter playing the Prime
Minister in the web series.
A Bench comprising jus-
tices Ashok Bhushan and RS
Reddy also issued notice to the
Uttar Pradesh Government on
Purohit’spleaforananticipatory
bail in FIRs on Tandav series.
Observing that the Centre’s
regulations on social media are
mere guidelines and do not
have provision for any action
against digital platforms, Justice
Bhushan said, “We have gone
through your rules and it does
not have any teeth. No power
for prosecution. No mecha-
nism to control violations.”
After the court empha-
sised that without legislation
the Government cannot con-
trol social media, Solicitor
General Tushar Mehta, appear-
ing for the Centre, said the
Government will consider
appropriate steps and any reg-
ulation or legislation on it will
be placed before the court.
The top court had on
Thursday observed that some
over-the-top (OTT) platforms
at times show pornographic
contents and there should be a
mechanism to screen such pro-
grammes. It had asked the
Centre to place its guidelines
on regulating social media.
Mehta had said he would
place on records the
Information Technology
(Guidelines for intermediaries
and Digital Media Ethics Code)
Rules, 2021.
Senior advocate Mukul
Rohatgi, appearing for Purohit,
had on Thursday termed the
FIRs against her as “shocking”
saying that this woman is an
employee of Amazon and she
is neither a producer nor an
actor but still she has been
made an accused in around 10
cases relating to the web series
across the country.
Earlier, the apex court, on
January 27, had declined to
grant interim protection from
any coercive action to Ali
Abbas Zafar, director of the
web series, Purohit, producer
Himanshu Mehra, the show’s
writer Gaurav Solanki and
actor Mohammed Zeeshan
Ayyub.
It had said they may seek
bail from courts concerned in
the FIRs lodged in connection
with the web series.
Now, Purohit has appealed
to the top court against the
Allahabad High Court’s
February 25 order declining
anticipatory bail to her. A sin-
gle-judge Bench of the High
Court had said Purohit had not
been “vigilant and has acted
irresponsibly making her open
to criminal prosecution in per-
mitting streaming of a movie
that is against the fundamen-
tal rights of the majority of cit-
izens of this country and there-
fore, her fundamental right of
life and liberty cannot be pro-
tected by a grant of anticipato-
ry bail to her in the exercise of
discretionary powers of this
court”.
While rejecting the plea,
the High Court had said the
applicant was earlier granted
interim protection from arrest
by another Bench in a similar
case but she was not cooperat-
ing with the investigation.
The HC had observed,
“Western filmmakers have
refrained from ridiculing Lord
Jesus or the Prophet but Hindi
filmmakers have done this
repeatedly and are still doing
this most unabashedly with
Hindu gods and goddesses.”
“This tendency on the part
of the Hindi film industry is
growing and if not curbed in
time, it may have disastrous
consequences for the Indian
social, religious and communal
order,” the High Court had
observed.
On January 19, 2021, an
FIR was lodged on the com-
plaint of one Balbir Azad of
Raunija village under
Rabupura police station of
Greater Noida. In the com-
plaint, Azad alleged that the
show depicted Uttar Pradesh
and its police in a poor light.
The complaint alleged the
web series had deliberately
denigrated Hindu gods and
goddesses. Several other FIRs
have also been lodged in States
like Uttar Pradesh, Madhya
Pradesh, Karnataka,
Maharashtra, Bihar and Delhi.

West Bengal Chief Minister
Mamata Banerjee will
contest from the Nandigram in
Purba Medinipur district,
dropping out from Kolkata’s
Bhawanipur seat, which she
had represented for the past
two terms. The TMC had
trailed from Bhawanipore, the
Chief Minister’s home turf, by
a few thousand votes in the
2019 general elections. The
TMC on Friday announced
candidates for 291 of the 294
Assembly seats in the State, and
Mamata’s candidature was the
highlight of the list.
“I will contest from
Nandigram, I had given my
word and will stick to it,” she
said. Mamata dropped as many
as 27 sitting MLAs and five
Ministers from the Trinamool
Congress candidates’ list,
besides introducing about a
dozen of celebrities, including
cine personalities and players
for the upcoming Assembly
elections.
Candidates for at least 150
seats have also been
changed. A third high point fig-
uring 291 names is
nomination of 50 women and
35 Muslims.
The Left Front, which has
formed a grand alliance with
the Congress and Indian
Secular Front formed by

Sharief Abbas Siddiqui, too
released its candidates’ list for
the first phase polls.
Curiously the name of
economist Amit Mitra, the
State Finance Minister, too

TMC candidates. Apart from

Among the prominent
faces dropped from TMC list is
Singur MLA Rabindranath
Ghosh, who had been with
Mamata through the thick and
thin of the land movement.
Ghosh’s son had recently joined
the BJP.
The richest TMC MLA
according to recent wealth dec-
larations — Samir Chakraborty
who won in 2016 from
Taldangra constituency in
Bakura — pulled out of the
contest. Chakraborty said that
he would campaign for the
party. The eight-phase Bengal
legislative Assembly elections
will be held from March 27 to
April 29.
“This time around we have
stressed more on youth and
women candidates which is
why we have dropped around
23-24 sitting MLAs, including
some Ministers,” Banerjee said
declaring her future plans of re-

The Overseas Citizenship of
India (OCI) cardholders
will now get multiple entry life-
long visa for visiting India for
any purpose but will be need-
ed to obtain a special permit
from the Foreigners Regional
Registration Officer (FRRO) or
the Indian Mission to under-
take research, missionary,
Tabligh and journalistic activ-
ities as well mountaineering
expedition.
In another major conces-
sion to OCI cardholders, the
Union Home Ministry has
allowed them parity with
Indian nationals in the matter
of tariffs in air fares in domes-
tic sectors, entry fees for visit-
ing national parks, national
monuments and museums in
India.
In a notification, the Home
Ministry said the OCI card-
holders will be entitled to get
multiple entry lifelong visa for
visiting India for any purpose
but “required to obtain a spe-
cial permission or a special per-
mit from the FRRO or the
Indian Mission to undertake
research and to undertake any
missionary or Tabligh or
mountaineering or journalistic
activities”.
The OCI cardholders will
also require a special permit to
undertake internship in any
foreign diplomatic missions or
foreign Government organisa-
tions in India or to take up
employment in any foreign
diplomatic missions in India or
to visit any place which falls
within the protected or restrict-
ed or prohibited areas as noti-
fied by the Central
Government or competent
authority.
The Home Ministry said
the OCI cardholders will now
be exempted from registration
with the FRRO or Foreigners
Registration Officer (FRO) for
any length of stay in India, but
they have to inform the FRRO
or FRO concerned whenever
there is a change in permanent
residential address and in their
occupation.
An OCI cardholder is a
foreign national holding a pass-
port of a foreign country and
is not a citizen of India.
They will also get parity
with Non-Resident Indians in
the matter of inter-country
adoption of Indian children
subject to the compliance of the
procedure as laid down by the
competent authority, appearing
for the all India entrance tests
such as National Eligibility
cum Entrance Test, Joint
Entrance Examination (Mains),
or other such tests to make
them eligible for admission
only against any Non-Resident
Indian seat or any supernu-
merary seat, provided that the
OCI cardholder shall not be eli-
gible for admission against any
seat reserved exclusively for
Indian citizens, the notification
read.
The OCI cardholders will
get parity in the purchase or
sale of immovable properties
other than agricultural land or
farmhouse or plantation prop-
erty and pursuing professions
like doctors, dentists, nurses
and pharmacists in India as per
the provisions contained in
the applicable relevant statutes
or laws.

Prime Minister Narendra
Modi is expected to meet
US President Joe Biden virtu-
ally as leaders of the four-
nation Quad will assemble this
month to work together for
peace, prosperity and stability
of the Indo-Pacific grouping.
The “Quad” is an informal
strategic forum of the US,
Japan, Australia, and India. It
provides a platform for the four
nations that have each had
conflicts with China recently.
This could be PM Modi’s
first meeting with Joe Biden
since he took over as US
President. The two leaders had
spoken over the phone after
Biden was declared the winner
in a closely contested election
in November last year. The
Prime Minister’s Office has
not officially confirmed such a
meeting yet.
Australian Prime Minister
Scott Morrison on Friday indi-
cated that the leaders of the
Quad block will hold their first
meeting in the coming days,
and heads of the four nations
will be present for the meeting,
which will be followed by one-
on-one interactions. While no
final dates have been
announced, the meeting is like-
ly to be held virtually. Foreign
Ministers of the four countries
met last month to prepare for
the meeting of the heads of
government in March.

The mystery shrouding the
recovery of a gelatin sticks’
laden SUV near industrialist
Mukesh Ambani’s skyscraper
mansion “Antilia” in south
Mumbai on February 25 deep-
ened on Friday as the vehicle
owner was found dead in a
creek near Mumbra in the
neighbouring Thane district.
The body of Thane-based
businessman Mansukh Hiren,
whose “stolen” vehicle had
been used in the sensational
crime, was recovered from the
marshy Reti-Bunder creek
Mumbra with the help of a
crane by the local disaster
management workers.
Hiren had reportedly been
missing from his Thane home
since Thursday.
The incident sparked a
major controversy in the
Maharashtra Assembly as for-
mer Chief Minister and leader
of the Opposition Devendra
Fadnavis demanded the resig-
nation of State Home
Minister Anil Deshmukh and
rooted for the transfer of the
case to the National
Investigating Agency.
However, Deshmukh
rejected Fadnavis’ demand for

It may be recalled that the
police had recovered 20 gelatin

Narcotics Control Bureau
(NCB) in the drugs case linked
to Sushant Singh Rajput’s death,
an official said on Friday.
Padukone, Kapoor and
Khan, all prominent Bollywood
stars, were among those who
had been questioned after the
NCB began to probe the case.
Rajput’s girlfriend and
actor Rhea Chakraborty and
her brother have been named
among the accused, the official
said.
After an over six-month-
long investigation, the Central
agency on Friday filed a charge
sheet running into around
70,000 pages in a special court
here. The bulk of it -- nearly
50,000 pages -- is in digital for-
mat. It includes statements
over 200 witnesses, the official
said. The charge sheet names
Anuj Keshwani and Azam
Jumman as main accused.
Rhea Chakraborty has
been charged with procure-
ment of drugs, facilitation and
financing. The evidence against
her brohter Showik includes
voice notes, WhatsApp chats,
forensic lab reports, deleted
messages which were retrieved
by the NCB, the official said.

accused were using other mes-
saging apps including Telegram
too, the official said.

In a brazen violation of all the
standard protocols attached
with the Covid-19 vaccination
drive, hundreds of senior citi-
zens were administered the
vaccine here on the Panch
Mandir temple premises of
Channi Himmat, Jammu, on
Friday.
The drive witnessed chaot-
ic scenes as a large number of
residents converged on the
temple premises to receive the
first jab of the coronavirus
vaccine.
Local workers of a political
party created a “piquant” situ-
ation for the health workers by
circulating a message on vari-
ous social media platforms
inviting residents to attend the
“Covid vaccination camp”
within the temple.
Earlier, when senior citi-
zens started trickling in the
temple there was no system in
place to regulate the rush. In
the absence of any registration,
it was free for all.
Some of the senior citizens
suggested measures to “appro-
priately” channelise the rush
but due to absence of man-
power and health workers it
became more chaotic.
At times, the health work-
ers present at the venue
refused to administer the dose
as residents raised a lot of hue
and cry over the poor arrange-
ments.
Majority of senior citizens
received the vaccine while
remaining seated on their
chairs in different rows and
columns, one by one.
One of the health workers
was seen filling the injection
from the vial and the same was
handed over to the other health
worker before administering to
a senior citizen.
No observation room was
set up on the premises to han-
dle any exigency in case of any
adverse reaction.
One of the health workers
present at the venue said, “We
had not anticipated such a
huge response to the vaccina-
tion drive”. He said, “The camp
was organised on the temple
premises by the Health depart-
ment due to paucity of space in
the Government dispensary
located in the densely popu-
lated residential area of the
housing colony”.

authorities had only facilitated
the Government agency by
providing the hall and chairs.

Punjab Vidhan Sabha on
Friday passed a resolution
seeking “unconditional with-
drawal” of the central farm laws
in the interest of the farmers
and the State, and to continue
with the existing system of
MSP-based government pro-
curement of food grains.
The Resolution, which was
later passed unanimously by
those present in the House,
expressed the angst of the
members against the Centre’s
“inconsiderate and unrespon-
sive attitude”, which has aggra-
vated the situation and
enhanced unrest and anguish
amongst the farmers.
Introducing a resolution
calling for repeal of the farm
laws by the Centre, the Chief
Minister Capt Amarinder
Singh declared in the Vidhan
Sabha that these laws cannot be
accepted and allowed to remain
on the statute book to the
detriment of the farmers, as not
only are they against the prin-
ciples of cooperative federalism
but their objectives are appar-
ently preposterous.
At the same time, the Chief
Minister asked 10 questions
from the nation to expose the
Centre’s true intent behind the
legislations, which “are unac-
ceptable to the farmers and the
State under any circumstances”.
The Chief Minister also
appealed to the Central
Government to withdraw all
cases and notices against the
agitating farmers to build a
congenial environment for an
amicable solution.
While the Speaker Rana
KP Singh had suspended the
SAD MLAs over “unruly
behaviour” during the Chief
Minister’s speech, AAP MLAs
had staged a walk-out before
the resolution was put to vote.
Ostensibly, these laws are
aimed to achieve the objective
of doubling the farmers’
income, but it does not appear
to be so, Capt Amarinder said
while tabling the Resolution,
pointing out that the farmers
consider these a threat to their
livelihood, and as a result, they
started agitation against these
laws, demanding that these
may be withdrawn.
Capt Amarinder also
termed it “unfortunate” that the
three Bills, passed unanimous-
ly by Punjab Assembly to
counter the ill-effects of the
farm laws, had still not been
granted the Presidential assent
required to enforce them under
Article 254 (2) of the
Constitution of India.
Underlining the need to
immediately repeal the central
farm laws, the Chief Minister
raised 10 vital questions to the
nation, exposing the lacunae
that make the legislations unac-
ceptable under any circum-
stances.
“I wanted to ask who ben-
efits from completely unregu-
lated private mandis? Who
benefits from 100 percent waiv-
er of mandi fees, cess, and taxes
in a private mandi? Who ben-
efits by debarring Government
Officials from offering MSP to
farmers in a private mandi?
Who benefits when we abolish
the institution of arhtiyas, who
are mandated by law to provide
mandi services of cleaning of
grains, unloading and loading
of bags and stitching of bags
strictly at rates fixed by the
Government? Who benefits
when Mandi Fees or charges,
currently mandated to be paid
by the purchaser, are deregu-
lated with a liberty to charge
these from the farmers? Who
benefits when private mandis

choice but to withdraw these

rity of the farmers and farm

Launching a frontal attack
against BJP leaders over their
reprehensible statements
against the farmers, Capt
Amarinder asserted that
Punjab’s farmers and farm

but are the same patriotic and
nationalistic people who gave
their lives for the country in
Galwan valley last year to pro-
tect India’s integrity and sov-
ereignty. Calling for an imme-
diate end to attempts to defame
Punjabi farmers by branding
them miscreants or ultras, the

anything against the unity and
integrity of this country”.

lage, the other brother is busy

people who gave their lives for

diers from other States too, in
Galwan last year protecting the
sovereignty of our country,”

the Centre to ensure that this
defamation campaign against
farmers is immediately ended.
Pointing out that despite 11
rounds of discussions, the
Government of India was
unmoved and unconcerned
about the protests of the farm-
ers across the country, and had
not taken any positive step to
meet their demands, the Chief
Minister said: “Instead, the
statements and allegations of
some of the leaders who are not
familiar with the ground real-
ities have aggravated the situ-
ation and have further
anguished the farmers.”

CAPT SETS THE TONE FOR
ASSEMBLY POLLS
Punjab Chief Minister
Capt Amarinder Singh on
Friday used the last budget ses-
sion of the current
Government as a platform to
set the tone for the 2022 state
assembly elections. Among
other things, the Chief Minister
declared that the free power to
the farmers and subsidized
power to the industry will con-
tinue, besides 200 free units of
power to SC, BPL or BC house-
holds and freedom fighters in
the State.
Giving his concluding
remarks on the discussion over
the Governor’s Address to the
House, the Chief Minister also
announced that the remaining
1.13 lakh of the 5.64 lakh small
and marginal farmers, eligible
for the State Government’s
debt waiver scheme, would be
covered within the next fiscal
year.
Besides, he announced that
the State Government would
disburse Rs 520 crores to 2.85
lakh landless farm labourers,
who are members of the
Primary Agricultural
Cooperative Societies.
He also claimed that the
farmers’ incomes have also
increased through higher
quantities purchased on MSP
in the state.”Food grains pur-
chased annually were 213.5
lakh million tones (yearly aver-
age) during 2007-2017, and
have increased to 285 lakh
million tones (yearly average)
during 2017-21,” he said.
“Total remuneration of
farmers from Government
Procurement of food grains has
gone up to Rs 2.16 lakh crore
since April 2017, which is an
increase of about Rs 90,668
crore over the earnings in the
corresponding procurement
seasons of the previous
Government. Thus, the farm-
ers’ incomes through sale of
food grains has increased by
more than 72 percent ever
since the Government took
over in March 2017,” said the
Chief Minister, adding that all
payments to farmers were done
online bringing more trans-
parency.
Also making it clear that
free and subsidized power ben-
efits would not be withdrawn
by his Government at any cost,
the Chief Minister said that the
government was totally com-
mitted to the welfare of all sec-
tions of the people, with focus
on the development of key
sectors, including agriculture
and industry.
“There are approximately
14.23 lakh tube-wells in the
State, and the total subsidy
borne by the State is Rs 5,733
crore for the year 2018-19,
and Rs 6060 crore for the year
2019-20,” said Captain
Amarinder, thus benefitting
14.23 lakh farmers. Besides,
1.36 lakh industries had, so far,
received Rs 6,010 crore in
power subsidy, while 24.31
lakh domestic consumers were
getting free power, he added.
Promising all-out efforts to
meet the people’s aspirations,
Capt Amarinder expressed the
confidence that the people of
the state will not be carried
away by the “false promises and
euphoric claims of some lead-
ers who are completely
detached from Punjab and
Punjabiyat,” but would contin-
ue to repose confidence in his
transparent, and responsive
government.
“We have noted every gen-
uine concern expressed by the
Members of this House, and
would make every possible
effort to meet aspirations of the
people of Punjab,” he said,
while seeking “some more
time”.
Thanking the people for
showing faith in his govern-
ment as manifest in the sweep-
ing mandate for the Congress
in the recently-concluded
municipal election, he assured
the people that he, along with
his team of Ministers and
MLAs, would never let them
down in meeting their aspira-
tions in future as well.
Giving ‘report card’ of the
Government’s four-year tenure,
the Chief Minister pointed out
that of the 546 commitments or
promises made to the people of
Punjab in the manifesto during
the 2017 elections, “the gov-
ernment has fulfilled 455,
translating into success rate of
84.6 percent — a feat never
achieved before by any politi-
cal party”.
He assured the House that
the remaining promises of his
Government will also be ful-
filled in the time left at its dis-
posal.
Summing up the outcomes
of his government’s pro-poor
policies and programmes, he
reiterated the benefits delivered
to farmers, domestic and
industrial consumers as a result
of free or subsidized power, as
well as debt relief to farmers
and farm workers.
He further spoke about
free health insurance to 38
lakh families (nearly 68 per-
cent of the State’s popula-
tion), social security pensions
to over 25 lakh old aged, wid-
ows and disabled persons,
subsidized rations to 1.55
crore persons including 9
lakh persons funded by the
State, coverage of about 7.5
lakh women headed house-
holds and seven lakh persons
with disabilities.
In addition, 1.74 lakh
youth had benefitted as a result
of the free smartphones
scheme, said the Chief
Minister, adding that, contex-
tual and locally relevant infra-
structure is being developed in
almost all villages and towns of
the State.
Asserting his resolve to
bring to book all those involved
in sacrilege and police firing
incidents of Behbal Kalan and
Kotkapura, Capt Amarinder
informed the House that on the
recommendations of the
Commission, constituted by
his government to investigate
the cases, so far, five Police or
Civil Officials had been iden-
tified or nominated for legal
action, while five persons had
been convicted up the courts.

eliminate the scourge of illegal
mining from the state, Punjab
Chief Minister Capt Amarinder
Singh on Friday announced the
constitution of an Enforcement
Directorate for Mining, under
the command of a senior Police
officer with adequate police
force at his command.
Slamming the previous
SAD-BJP Government for not
only patronizing illegal mining
but actively promoting sys-

that Congress Government had
spent the last four years in set-

The Punjab Cabinet on
Friday gave its nod to intro-
duce the Punjab Abadi Deh
(Record of Right) Bill-2021,
and Anti Red-Tape Bill, in the
ongoing budget session of
Vidhan Sabha, besides other
significant decisions.
The Abadi Deh bill is
aimed at helping the State
Government compile Record of
Rights of properties within the
Lal Lakir in the villages for the
purpose of implementing
Mission Lal Lakir (with the
cooperation of the Central
Government under its
SVAMITVA Scheme) and also
to deal with the issues arising
out of the rights accruing out
of these properties.
Besides, this legislation
would also facilitate villagers or
owners to monetize property
rights and avail various bene-
fits provided by Government
departments/institutions and
banks.
It may be recalled that at
the time of settlement and
consolidation of agricultural
land in the State, the abadi in
the village was placed within
the Lal Lakir. No Record of
Rights was prepared or creat-
ed for the area within the Lal
Lakir. Possession has been con-

Haryana Governor Satyadeo
Narain Arya, while laud-
ing the efforts of State
Government for efficiently
tackling Covid-19 pandemic,
said that like every other State
in the Country Haryana
Vidhan Sabha is also meeting

Punjab CM Capt Amarinder

BJP’s allegation of Congress-
ruled states rejecting Covaxin
as a complete lie and part of the
ruling party’s false and politi-

Categorically denying the
charge on Covaxin, the CM
slammed BJP spokesperson
Sambit Patra’s claim that

The focus of Uttarakhand
government in the last four
years has been on making
Uttarakhand safe, self reliant,
healthy and accessible. The
chief minister Trivendra Singh
Rawat listed these four areas as
his government’s priorities dur-

on Friday. The CM said that the
state government has made in
increase of 34 per cent in the
budget of health sector this
year. He said that the state
health service now has 2,136
doctors and process of recruit-
ment of 763 doctors is at pre-

this year under Pradhan Mantri
Gramin Sadak Yojana along
with Rs 330 crore for con-
struction of motor bridges and
Rs 385 crore for maintenance
of roads. For increasing air con-
nectivity a provision of Rs 181
crore is made in the budget,’’ he
said.
The CM further informed
that the government has
increased the budget for edu-
cation by Rs 300 crore. He said
that the government has made
a provision of Rs 24 crore for
providing school bag and shoes
to the students. He said that the
government has increased the
budgetary allocation in agri-
culture from Rs 1,048 crore to
Rs 1,108 crore this year. Rawat
said that a provision of Rs 30
crore is made for development
of border areas under Chief
Minister’s Border Area
Development Plan. To prevent
migration the government has
allotted Rs 18 crore. “The gov-
ernment has also allotted Rs 20
crore for development of
Chaukhutia airstrip as the area
has tourist potential and is of
strategic importance. For auto-
mated testing centres, a provi-
sion of Rs 17.12 crore is made
in the budget and for con-
struction of Panchayat
Bhawans, Rs 20 crore has been
provided in the budget. For
payment to sugarcane farmers,
a sum of Rs 245 crore is kept,’’

has decided to provide finan-
cial help to women during the
period of litigation related to
marital discord. The chief

objective is to provide help to
the women during the
process of litigation as no
alimony is paid during this

The opposition Congress
staged a walkout from the
assembly on the issue of the
dues of sugarcane farmers and
sugarcane prices on Friday.
The Congress members were
not satisfied with the reply of
parliamentary affairs minister
Madan Kaushik and staged a

The Manglaur MLA, Qazi
Nizamuddin even became
emotional while raising the
plight of sugarcane farmers.
Raising the issue under rule 58,
he said that the prices of sug-
arcane have remained stag-
nant for the last four years due
which lakhs of sugarcane farm-

In his reply the parliamentary
affairs minister Madan Kaushik
said that the sugarcane farmers
of the state are getting better
prices for their produce as
compared to the other states.
He said that a provision of Rs
245 crore is made in the bud-
get for the farmers. The min-
ister said that in the year 2019-
20, Rs 327 per quintal for early
variety and Rs 317 per quintal
for common variety of sugar-
cane were paid to the farmers.
He claimed that sugarcane
prices are Rs two per quintal
more for early variety and Rs 12
per quintal more for common
variety as compared to Uttar
Pradesh (UP). He also gave
data of some other states to
prove that the sugarcane prices
are better in Uttarakhand. The
minister further averred that all
dues of sugarcane farmers have
been cleared in Uttarakhand.
Earlier in the day, the
deputy leader of Congress leg-
islature party Karan Mahra
raised the issue of alleged cor-
ruption and irregularities in the
Cricket Association of
Uttarakhand (CAU) in the
House. Accusing the CAU
authorities of ‘nepotism and
favoritism in selection of play-
ers for the team, he alleged that
undeserving players were
selected. The Ranikhet MLA
also alleged that norms are
openly being flouted by the
office bearers of CAU. He said
that a person is holding a key

Dehradun achieved 29th
rank in the Ease of Living
Index 2020 (EOLI) report
released recently by the
Ministry of Housing and Urban
Affairs (MoHUA). It was
ranked 27th among 62 cities
with less than a million popu-
lation. Though the city did well
in the categories like sustain-
ability and citizen perception,
it fared poorly in the categories
that include economic ability
and quality of life. Moreover,
Dehradun got a poor 47th
rank among 60 cities under the
Municipal Performance Index
2020 (MPI). MPI analyses the
performance of municipal bod-
ies based on their five set func-
tions which are services,
finance, technology, planning
and governance comprising 20
sectors like health, sanitation,
water and waste water, regis-
trations and permits, and
human resource. From the said
five sets, Dehradun has scored
well only in the planning sec-
tion with 53.73 scores while it
performed poorly in the
remaining sections with 6.79
scores in technology, 31.32 in
governance, 38.92 scores in
services and 48.58 scores in
finance.
Talking about the ranking
of Dehradun in both the EOLI
and MPI reports, Dehradun
mayor Sunil Uniyal 'Gama' stat-
ed that the Municipal
Corporation of Dehradun
(MCD) took several new ini-
tiatives but certain things got
delayed due to Covid-19 which
affected the facilities in the city.

improve this year in the city,

Lokesh Ohri said that the city
has failed on many fronts like
proper garbage disposal, plastic

The Border Roads
Organisation (BRO) has
restored connectivity by
launching a 200 feet Bailey
bridge across the Rishiganga
river on the Joshimath-Malari
road in the Niti valley. Apart
from providing connectivity
in this high altitude area, this
road is also strategically impor-
tant as it leads to the border
region with China. The earlier
bridge near Raini village had
been washed away by the dis-
aster on February 7.
According to the BRO, the
bridge has been completed in a
record time of eight days. The
90 meter span RCC bridge
across the Rishiganga river
near Raini village on this axis
and the only link to the ham-
lets in the Niti valley up to the
border area was washed away in
the disaster. The local resi-
dents also expressed happiness
at the completion of the bridge.
Project Shivalik chief engi-
neer Ashu Singh Rathore
informed that the BRO had
mobilised its might in this
operation and put in various
resources including about 100
plants, equipment and vehicles
which also included about 15
heavy equipment/machinery
like excavators, dozers, wheel
loaders and compressor. One
rock cutting machine was also
airlifted for the task.
The selection of the bridge
site was a challenging task as
the Joshimath side of the bridge
had 20-30 metre high debris
and the Malari side has steep
vertical rock face.
Posing a formidable engi-
neering challenge the bridge
site was finalised on February
10. The ground on the bridge
site had lost its safe bearing
capacity due to debris deposi-
tion hence an abutment
employing innovative soil sta-
bilisation techniques was
designed to provide a safe sub-
structure to the planned bridge.
Initially the bridge was to be
completed by March 20 but the
BRO managed to complete it
much earlier. The BRO direc-
tor general lieutenant general
Rajiv Chaudhry had com-
mended the efforts by the BRO
team. Senior officials of the
organisation were the first to
pass across the new bridge in
their vehicles.

Atotal of 51 positive cases of
Covid-19 were reported
on Friday along with 35 recov-
eries and deaths of two Covid
patients in the state. Currently,
the total number of active
cases of Covid in the state is
556 with a recovery percentage
of 96.24. Meanwhile, a total of
19,531 beneficiaries were vac-
cinated in 205 sessions in the
state on Friday. The governor

safe, she thanked scientists,
doctors, nurses and all other
frontline workers stating that
due to their efforts, the vacci-
nation programme is being
conducted successfully. She
further said that even after
being vaccinated, the benefi-
ciaries should continue to
observe precautions like wear-
ing masks in public, maintain-
ing social distancing and
observing hand hygiene.
Talking to the health director
general Dr Tripti Bahuguna,
the governor sought informa-
tion about the status of the vac-
cination programme in the
state. Maurya told the DG to
send daily reports of the vac-
cination activity to the Raj
Bhawan. Public awareness
should also be raised on the
subject of vaccination against
Covid, she added.

In order to make Rishikesh a
child-friendly space, the
Dehradun district administra-
tion will run an awareness
campaign in the city under
Child Protection Scheme. In a
meeting with the representa-
tives of various departments
and Non-Governmental
Organisations (NGOs) on
Friday, the chief development
officer (CDO), Nitika
Khandelwal discussed the plans
to eradicate child beggary, sub-
stance abuse and juvenile
crimes in Rishikesh. She direct-
ed the representatives of
departments and NGOs to pre-
pare data by conducting field
inspection of various areas in
the city and rescue the needy
children from such areas. She
also instructed the officials
concerned to plan the rehabil-
itation of such children
involved in juvenile crimes,
child beggary and substance
abuse. She said that all the res-
cued children must be given
the required protection under
the scheme besides proper
education and professional skill
training. Further, Khandelwal
also ordered that counselling be
provided to the parents of the
rescued children too. She
stressed that the police must
also provide protection to those
children who might be associ-

while conducting a proper
investigation in the matter.

shelter homes so that rescued
children can stay in the same
city. She instructed the health
department to conduct regular
health check-ups of the rescued

ment to make all the arrange-
ments for the rescued disabled
children. The CDO directed
the officials and the represen-
tatives of the NGOs present in
the meeting to work in coor-

Emphasising “self-regulation,
self-attestation and self-cer-
tification”, Prime Minister
Narendra Modi on Friday
highlighted the need for reduc-
ing compliances burden and
said it is the effort of the
Government to reduce 6,000
compliances burden at the
State and Central level this year.

Rejecting allegations of the

body on Friday said it has “full
faith in the integrity and fair-
ness” of the senior official.
The ruling Trinamool
Congress (TMC) in West
Bengal had on Thursday
demanded the removal of Jain,
accusing him of being biased
against it and breaking norms of
the federal structure.
In a statement, the Election
Commission said that all its
deputy election commissioners
and other officials posted in the
commission’s headquarters or
working in the field are “dis-
charging their duties strictly as
per the Constitution of India
and the various extant rules
regarding the conduct of elec-
tions”.

exception here or there in which
case the Election Commission
takes corrective action imme-

In a bid to expedite setting up
and promotion of Farmers
Producers Organisations
(FPOs) in the country under a
recently launched Central
scheme, the National
Cooperative Development
Corporation (NCDC), a coop-
eratives focused organisation
under the Union Agriculture
Ministry has roped in Indian
Council of Agricultural
Research’s (ICAR) Institutions
and Krishi Vigyan Kendras
(KVKs) in 116 blocks in the
country.
The idea is to use a well-
oiled network backed by tech-

Punjab and Haryana became
the new Covid-19 hotspot in
the country, joining States like
Maharashtra, Gujarat, Madhya
Pradesh and Delhi in reporting
a high number of cases, con-
tributing at least 84.44 per cent
of the new infections 16,838 in
the last 24 hours.
The Union Health Ministry

Mathura (UP): The All India Teerth
Purohit Mahasabha on Friday urged
Prime Minister Narendra Modi for

the Government of Uttar Pradesh are

warned of a boycott if the river water
is not clean.
Upset over the pollution in the
Yamuna at the Devarha Ghat on the
first 'Shahi Snan' (auspicious bath) at

Ani Akhada, Digambar Ani Akhada
and the Nirmohi Ani Akhara had on
February 27 declared that they would
boycott taking a dip in the next one
if the water is not clean.
The second and the third “Shahi
Snan” are slated for March 9 and 13,
Pathak said. “Please instruct the
department concerned to discharge
sufficient water into the Yamuna so
that feelings of seers and common
people are not hurt while bathing at
the Devarha Ghat in Vrindavan
Kumbh,” he said.

late Thursday night to convey
that he would continue to be
under house arrest and will

the Hurriyat strongly con-

“Recently in Parliament, the

Mahoba (UP): Police here arrested a man for
allegedly raping a 21-year-old woman and trying
to blackmail her into changing her religion using
objectionable videos shot by him, police said on
Friday.
According to police, Munna Khan lured the
21-year-old woman projecting himself as a Hindu.
He kidnapped her, raped her and made objec-
tionable videos, allegedly threatening to upload
these online if she did not change her religion,
Kotwali SHO Anoop Kumar Dubey.
The SHO said Khan was arrested for kidnap-
ping, rape, assault and issuing death threats under
the Indian Penal Code and provisions under the
Uttar Pradesh Prohibition of Unlawful Religious
Conversion Act, 2020.
He was produced in a court on Friday, which
sent him to 14-day judicial custody, the SHO said.
The woman said in her complaint that she had
married a man of her caste on December 8 and had
moved to Delhi with her husband.
According to her, she was kidnapped by
Munna Khan on February 18 when she visited her
parents' home here. The accused kidnapped her,
took her to his sister's house where he raped her
for two weeks, according to the complaint. PTI

Bhadohi (UP): A 30-year-old married
woman was allegedly raped by a paddy trad-
er when she had gone to receive the payment
of the produce sold by her husband in a vil-
lage in Aurai area here, police said on Friday.
The accused is missing and efforts are
underway to catch hold of him, the police
added. The woman has alleged that when she
had gone to Aurai police station for filing a
written complaint of rape, the policemen pre-
sent there tore up her complaint and chased
her away. She later met the Bhadohi
Superintendent of Police and pleaded for jus-
tice after which a case of rape, provisions of
the Scheduled Castes and Tribes (Prevention

Pradesh Government seems to
be weighing different options
over the conduct of Budget
Session of the State Legislature
this month in view of the elec-
tions to local bodies.
While the election process
for urban local bodies will
conclude on March 14, there is
still uncertainty over the polls
to mandal and zilla parishads.
As the issue related to the
conduct of mandal and zilla
parishads is currently pending
disposal in the High Court, the
government is said to be wait-
ing for clarity to plan things.
In the normal course, the
Budget session of the
Legislature usually begin in
the first or second week of
March so that the Finance and
Appropriation Bills are passed
by the end of the month, ahead
of the beginning of the new
financial year from April 1.
The government is con-
templating whether to take the
Ordinance route to get the
expenditure for the first three
months of the next fiscal
approved.
In March 2020, the gov-
ernment got an Ordinance
promulgated as the Legislature
session could not be held due
to the outbreak of coronavirus
pandemic.
“Even if the court gives the
go ahead for the (mandal and
zilla parishad) polls, they may
stretch till the end of the month
and we cant hold the
Legislature session.So we are
weighing different options
because there is no clarity on
the election schedule,” a key
government source said on
Friday.
If the mandal and zilla
parishad polls were put off, by
any chance, the government
might conduct the Budget ses-
sion for a brief duration ahead
of the March 31 deadline, he
added.
If this does not happen, the
government might take the
Ordinance route once again
and conduct the Legislature
session at a subsequent time to

Kohima: A working group was set up
on Friday to review Nagaland's reser-
vation policy and put forward its rec-
ommendation to the State Government,
officials said.
The 15-member working group has
seven ministers and advisors, and one
member each from eight civil society
organisations, they said.
The decision was taken at a crucial
consultative meeting on the reservation
policy under the chairmanship of Chief
Secretary J Alam.
The meeting, convened by the state
government through the cabinet sub-
committee on reservation policy head-
ed by Deputy Chief Minister Yanthungo

Earlier, 25 per cent was reserved for
the backward tribes of Eastern Nagaland,
and another 8 per cent for the other
backward tribes such as Chakhesang,
Zeliang and Pochury.
A few years back, the quota for the
backward tribes from Eastern Nagaland
was kept the same, but reservation for
the other three backward tribes was
enhanced from 8 to 10 per cent. Also,
another 2 per cent reservation was
introduced for the Sumi tribes of the
Kiphire district.
Kronu said the reservation policy for
the backward tribes has been in exis-
tence since 1977.
However, the policy underwent
several changes over the years, he
said.
The working group will meet on
March 20 to discuss the suggestions pre-
sented in Friday's meeting and review
the job reservation policy, which would
be then submitted to the government by
the cabinet sub-committee, the minis-
ter said.
The working group members would
consult their tribes and dive into details
before submitting the views, he said.
The Eastern Naga Students'
Federation has been demanding that 25
per cent quota for the backward tribes
from Eastern Nagaland be increased to
45 per cent.
The demand was criticised by other
groups. Amid the row, the state gov-
ernment had to put on
hold the functioning of the newly-con-
stituted Nagaland Staff Selection Board
(NSSB), which was notified in July last

lic places, police said on Friday.
The Mahim police on
Wednesday nabbed Anil Ashok
Tawde for allegedly robbing an
autorickshaw driver of Rs 5,000
by posing as a policeman, an
official said.
Tawde had allegedly inter-
cepted the autorickshaw and
accused the driver of not wear-
ing his mask properly, he said,
adding that the victim was
taken to an isolated spot and
robbed.
Based on a complaint
lodged by the auto driver, the
accused was arrested under
relevant sections 170 (imper-
sonating a public servant), 392
(punishment for robbery) and
365 (kidnapping) of the IPC, he
said.
On interrogation, the
accused revealed that he had
used the same ruse to extort
money from several others,

The apex court also direct- ed Purohit to make the Centre a party to her plea. Tandav is a nine-episode political thriller starring Bollywood A-listers Saif Ali Khan, Dimple Kapadia and Mohd Zeeshan Ayyub. The web series has been accused of inappropriate depic- tion of Uttar Pradesh Police personnel, Hindu deities and the adverse portrayal of a char- acter playing the Prime Minister in the web series. A Bench comprising jus- tices Ashok Bhushan and RS Reddy also issued notice to the Uttar Pradesh Government on Purohit’spleaforananticipatory bail in FIRs on Tandav series. Observing that the Centre’s regulations on social media are mere guidelines and do not have provision for any action against digital platforms, Justice Bhushan said, “We have gone through your rules and it does not have any teeth. No power for prosecution. No mecha- nism to control violations.” After the court empha- sised that without legislation the Government cannot con- trol social media, Solicitor General Tushar Mehta, appear- ing for the Centre, said the Government will consider appropriate steps and any reg- ulation or legislation on it will be placed before the court. The top court had on Thursday observed that some over-the-top (OTT) platforms at times show pornographic contents and there should be a mechanism to screen such pro- grammes. It had asked the Centre to place its guidelines on regulating social media. Mehta had said he would place on records the Information Technology (Guidelines for intermediaries and Digital Media Ethics Code) Rules, 2021. Senior advocate Mukul Rohatgi, appearing for Purohit, had on Thursday termed the FIRs against her as “shocking” saying that this woman is an employee of Amazon and she is neither a producer nor an actor but still she has been made an accused in around 10 cases relating to the web series across the country. Earlier, the apex court, on January 27, had declined to grant interim protection from any coercive action to Ali Abbas Zafar, director of the web series, Purohit, producer Himanshu Mehra, the show’s writer Gaurav Solanki and actor Mohammed Zeeshan Ayyub. It had said they may seek bail from courts concerned in the FIRs lodged in connection with the web series. Now, Purohit has appealed to the top court against the Allahabad High Court’s February 25 order declining anticipatory bail to her. A sin- gle-judge Bench of the High Court had said Purohit had not been “vigilant and has acted irresponsibly making her open to criminal prosecution in per- mitting streaming of a movie that is against the fundamen- tal rights of the majority of cit- izens of this country and there- fore, her fundamental right of life and liberty cannot be pro- tected by a grant of anticipato- ry bail to her in the exercise of discretionary powers of this court”. While rejecting the plea, the High Court had said the applicant was earlier granted interim protection from arrest by another Bench in a similar case but she was not cooperat- ing with the investigation. The Resolution, which was later passed unanimously by those present in the House, expressed the angst of the members against the Centre’s “inconsiderate and unrespon- sive attitude”, which has aggra- vated the situation and enhanced unrest and anguish amongst the farmers. Introducing a resolution calling for repeal of the farm laws by the Centre, the Chief Minister Capt Amarinder Singh declared in the Vidhan Sabha that these laws cannot be accepted and allowed to remain on the statute book to the detriment of the farmers, as not only are they against the prin- ciples of cooperative federalism but their objectives are appar- ently preposterous. At the same time, the Chief Minister asked 10 questions from the nation to expose the Centre’s true intent behind the legislations, which “are unac- ceptable to the farmers and the State under any circumstances”. The Chief Minister also appealed to the Central Government to withdraw all cases and notices against the agitating farmers to build a congenial environment for an amicable solution. While the Speaker Rana KP Singh had suspended the SAD MLAs over “unruly behaviour” during the Chief Minister’s speech, AAP MLAs had staged a walk-out before the resolution was put to vote. Ostensibly, these laws are aimed to achieve the objective of doubling the farmers’ income, but it does not appear to be so, Capt Amarinder said while tabling the Resolution, pointing out that the farmers consider these a threat to their livelihood, and as a result, they started agitation against these laws, demanding that these may be withdrawn. He also gave data of some other states to prove that the sugarcane prices are better in Uttarakhand. The minister further averred that all dues of sugarcane farmers have been cleared in Uttarakhand. Apart from providing connectivity in this high altitude area, this road is also strategically impor- tant as it leads to the border region with China. The earlier bridge near Raini village had been washed away by the dis- aster on February 7. According to the BRO, the bridge has been completed in a record time of eight days. The 90 meter span RCC bridge across the Rishiganga river near Raini village on this axis and the only link to the ham- lets in the Niti valley up to the border area was washed away in the disaster. The local resi- dents also expressed happiness at the completion of the bridge. Project Shivalik chief engi- neer Ashu Singh Rathore informed that the BRO had mobilised its might in this operation and put in various resources including about 100 plants, equipment and vehicles which also included about 15 heavy equipment/machinery like excavators, dozers, wheel loaders and compressor. One rock cutting machine was also airlifted for the task. The selection of the bridge site was a challenging task as the Joshimath side of the bridge had 20-30 metre high debris and the Malari side has steep vertical rock face. Posing a formidable engi- neering challenge the bridge site was finalised on February 10. The ground on the bridge site had lost its safe bearing capacity due to debris deposi- tion hence an abutment employing innovative soil sta- bilisation techniques was designed to provide a safe sub- structure to the planned bridge. Initially the bridge was to be completed by March 20 but the BRO managed to complete it much earlier. According to police, Munna Khan lured the 21-year-old woman projecting himself as a Hindu. He kidnapped her, raped her and made objec- tionable videos, allegedly threatening to upload these online if she did not change her religion, Kotwali SHO Anoop Kumar Dubey. PTI Amaravati: The Andhra Pradesh Government seems to be weighing different options over the conduct of Budget Session of the State Legislature this month in view of the elec- tions to local bodies. While the election process for urban local bodies will conclude on March 14, there is still uncertainty over the polls to mandal and zilla parishads. As the issue related to the conduct of mandal and zilla parishads is currently pending disposal in the High Court, the government is said to be wait- ing for clarity to plan things. In the normal course, the Budget session of the Legislature usually begin in the first or second week of March so that the Finance and Appropriation Bills are passed by the end of the month, ahead of the beginning of the new financial year from April 1. The government is con- templating whether to take the Ordinance route to get the expenditure for the first three months of the next fiscal approved. PTI Kohima: A working group was set up on Friday to review Nagaland's reser- vation policy and put forward its rec- ommendation to the State Government, officials said. The 15-member working group has seven ministers and advisors, and one member each from eight civil society organisations, they said. A few years back, the quota for the backward tribes from Eastern Nagaland was kept the same, but reservation for the other three backward tribes was enhanced from 8 to 10 per cent. Also, another 2 per cent reservation was introduced for the Sumi tribes of the Kiphire district. Kronu said the reservation policy for the backward tribes has been in exis- tence since 1977. However, the policy underwent several changes over the years, he said. The working group will meet on March 20 to discuss the suggestions pre- sented in Friday's meeting and review the job reservation policy, which would be then submitted to the government by the cabinet sub-committee, the minis- ter said. The Mahim police on Wednesday nabbed Anil Ashok Tawde for allegedly robbing an autorickshaw driver of Rs 5,000 by posing as a policeman, an official said. Tawde had allegedly inter- cepted the autorickshaw and accused the driver of not wear- ing his mask properly, he said, adding that the victim was taken to an isolated spot and robbed. Based on a complaint lodged by the auto driver, the accused was arrested under relevant sections 170 (imper- sonating a public servant), 392 (punishment for robbery) and 365 (kidnapping) of the IPC, he said.
