1. DANUBE INFORMATION SERVICES CONFERENCE
DISC 2012
Vukovar / Croatia, 12th-13th December, 2012
Traffic Management System of vessels
on the Canal Danube - Black Sea and
Information on inland water transport
Ro-RIS ACN
2. General information
Services provided by Ro-RIS ACN
System architecture
Components of Ro-RIS ACN
3. Agreement developed with EU founds and
implementing by UTI SYSTEMS
The project is executed in the context of the
national achieving Ro-RIS System that will
cover Danube river, Canal Danube - Black Sea
and the Romanian sector of the Black Sea.
4. General information (continuation)
The system will be fully integrated on the national
system Ro-RIS, structured like a regional system.
Compared to others regional systems, the regional
system Ro-RIS - ACN has additional functions related to
management of Canal Danube - Black Sea.
Giurgiu
6. Services provided by Ro-RIS ACN
• Information services about the waterways of the
Danube - Black Sea Canal
• Planning trips
• Traffic Information
• Traffic Management
• Management of ports and terminals
• Fleet management and cargo
• Disaster Mitigation
• Lock Management
• Automatic Invoicing
8. The system is supported by implementing the
following components:
1.Communication subsystem
2.IT infrastructure
3.Video Monitoring subsystem
4.Software applications
9. 1. Communication subsystem
The strength point of the Ro-RIS ACN
System is the communications system
which belongs to ACN and shows 5 levels
of redundancy.
14. 2. IT Infrastructure
All hardware equipment's serving one or
more subsystems (servers, storage, racks,
ups, workstations, printers etc.)
15. 3. Video monitoring subsystem
Consists of:
-21 PTZ video cameras
-Dedicated servers
-Recorders
-Video storage systems
-Workstations
-Basic video monitoring applications
16. 4. Software applications
Desktop application for management of
vessel traffic river ECDIS type
Electronic ship reporting
Lock management
Statistics vessel traffic
• Dangerous goods
• Support service to reduce the effects of
calamities
CCTV
17. ECDIS–Tracking System traffic through AIS
Provides an accurate and updated image regarding the
ships location.
Records the data in order to be displayed and analyzed.
Displays the status of sea traffic on digital maps S52.
It exchanges the data with other information systems in
RO-RIS ACN
Monitors compliance of traffic rules and alerts
unauthorized situations.
18. Lockage management
Traffic queues management.
Lockage planning (ETA operation;
Suggesting lockage plan)
- Integrated with AIS and ERI
- It receives data about voyages
- Makes automatic course lockage
- It follows the priority rules based
on cargo (freight) or type of
vessels
- Exclusion rules that the
operators have in their plannings
- Integrate the water level system
19. Monitoring ships that carry dangerous goods
Alerting traffic supervisors
Proper data management about
dangerous cargo
Integrating data base IMDG
Planning the situations when there are
incidents
Observing the course of situations and
collaboration with dispetchers in this
period
Alerting the local authorities
Simulation frame and supervisors’
training for projection of case studies
and operating on these with proper
tools.
20. The main service for reducing the effects of disasters
It represents the incidents sheet.
It takes data from the other systems to offer a proper image particularly about the
sizes and risks.
Observing the course of activities and assures the electronic alert.
21. Thanks for your Attention!

The Ro-RIS ACN system is a hierarchical structure.
He is composed of a central dispatch to Agigea (assimilated with an regional center RoRIS) and two types of local monitoring stations (assimilated with local centers RoRIS) for locations where there are locks and port (Cernavoda, Agigea Năvodari, Ovid) or locations that are just port (Medgigia and Murfatlar).
The Radio Communication (microlink) subsystem is the major route of transmission for subsystem VHF.
The main ring consists of 5.8 GHz links; links to harbor and to locks consist of redundant links of 2.4 GHz.
VHF communications network is presented on two levels:
- local level - VHF communications between local dispatcher or lock operator and operator of the ship;
- central level - operators of central dispatch have direct access to VHF communications with ships from any area of the Canal, using - in the remote access - base stations installed at local centers.
Is used seven base stations (one base station consists of radioserver, two transceivers, antennas etc.) and 14 workstations.
AIS Subsystem consist of:
12 AIS base stations with VHF transceiver – installed in which ACN location were is radio communication tower (Cernavoda, Medgidia, Basarabi, Straja, Agigea, Ovidiu)
15 workstations – installed in central dispatch and in every lock and harbor
Control Center Solution (CoastWatch VTS - software application)
30 mobile transponders
This is the main transmission medium.
Ring network, redundant network, with the possibility of automatically rerouting traffic by activating the backup link.
All hardware equipment's serving one or more subsystems (servers, storage, racks, ups, workstations, printers etc.)
