5. Problem Statement
Evidence shows that community treatment
programs work, allowing the mentally ill to become
independent and to remain complaint in their daily
life (DeBenedictis, 1992). The transition from the
hospital to community is slow, which restricts access
to community treatment programs. This can result in
dependency and increased recidivism among the
mentally ill client. This qualitative case study is based
on surveys conducted with hospital administration
and personnel and foster home providers who work
with the mentally ill found not guilty by reason of
insanity.
6. Problem Statement
These surveys will be use to identify those perceived
obstacles that that keep the mentally ill client from
accessing community treatment programs. The
location for this study will be Salem Memorial
Hospital, Salem State Hospital, and Four foster
homes that care for those individuals with mental
illness found not guilty by reason of insanity within
the city of Salem, Oregon.
7. Purpose Statement
The purpose of this qualitative case study is to
explore the obstacles that the mentally ill face in
accessing community treatment programs. This study
will use open ended survey questions to explore
hospital administration and personnel and foster
home provider’s which work with the mentally ill
found not guilty by reason of insanity concerning
their perceived ideas that limit the mentally ill in
accessing community treatment programs and
services. The qualitative case study is appropriate
because it is mainly concerned with the analysis of
qualitative evidence in a reliable manner. This

that the mentally ill client has in accessing
community treatment programs and services
(McNamara, 2008). The location for this study will
be Salem Memorial Hospital, Salem State Hospital,
and four foster homes who care for individuals with
mentally ill found not guilty by reason of insanity
within the city of Salem, Oregon.

The perceived obstacles and enablers of hospital
administrators and personnel and foster home
providers.
The mentally ill patient on conditional release will
lower hospital census.
Lower rates of mentally ill house in jails and
prisons.
10. Significance of the Study
The community will be safer as fewer crimes will
be committed by the mentally ill.
11. Research Questions/Hypotheses
RQ: What are the hospital administrators and personnel
and foster home providers perceived obstacles and
enablers that mentally ill face when transitioning into
the community?
