Corruption has existed throughout history in many societies and governments. In Indonesia specifically, corruption was present during ancient kingdoms due to interests of power and wealth. During colonialism, VOC governors received high salaries. Old Order governments had anti-corruption policies but officials often ignored them. New Order governments under Soeharto presented an "iron hand" approach and kept most corruption cases hidden. In the Reformation Era after 1998, corruption became more openly discussed but anti-corruption efforts faced challenges under different administrations.
