Corruption has existed throughout history in many societies and governments. In Indonesia specifically, corruption was present during ancient kingdoms due to interests of power and wealth. During colonialism, VOC governors received high salaries. Old Order governments had anti-corruption policies but officials often ignored them. New Order governments under Soeharto presented an "iron hand" approach and kept most corruption cases hidden. In the Reformation Era after 1998, corruption became more openly discussed but anti-corruption efforts faced challenges under different administrations.

Wikipedia : corrupt when used as an adjective literally means
"utterly broken
Wordbank : Corruption is a complex phenomenon. Its roots lie
deep in bureaucratic and political institutions, and its effect on
development varies with country conditions.
Ali – Imran (161) : It is not [attributable] to any prophet that he
would act unfaithfully [in regard to war booty]. And whoever
betrays, [taking unlawfully], will come with what he took on the Day
of Resurrection. Then will every soul be [fully] compensated for

Culture of corruption in Indonesia in principle was
background by the interests or motives of power and wealth.
Historical literature of Indonesian society, especially in the
days of the ancient kingdoms ( Mataram, Majapahit, Singosari,
Demak, Banten etc. )

Thomas B Ataladjar in book of “Toko Merah Saksi
Kejayaan Batavia Lama di Tepian Muara Ciliwung” said VOC
governor general salary is about 700 gulden in Jan Pieterszoon
Coen era (1627 – 1629), and more than 1400 gulden a view years
later.

History records in old order government already had
policy about corruption such as all official government has to
make report about their properties to the anti-corruption
agency. But in the fact, mostly, official government ignores the
policy with hidden in the president’s name.

32 years Soeharto rule as president of Indonesia, with
“iron hand” and his own decision about the press, media,
journalistic, nearly there were no cases of corruption known by
public, except big case like Malari case in 1974 and some case in
currently before the destruction of new order government in
Mei 1998.
