structure of Ukraine is organized (100% of the
information on the administrative - territorial
units - communities and their settlements,
districts, regions is open and accessible)
Ukrainian legislation on local self-government
complies with the European Charter of Local
Self-Government, the principles of universality
and subsidiarity
The structure of 100% of local state
administrations has been formed in accordance
with the new competence, a mechanism of
coordination (interaction) of local state
administrations and territorial bodies of central

Separation of powers between local self-government bodies of different levels and local self-
government bodies and executive bodies on the principle of subsidiarity and on the basis of
decentralization of power
Creation of appropriate material, financial and organizational conditions to ensure the exercise
by local governments of their own and delegated powers
Creating legal preconditions for involving residents in management decisions, in particular,
determining the obligation to adopt the statutes of territorial communities, which will regulate
the forms of direct participation of residents of the territorial community in addressing issues
of local importance
Development and improvement of forms of inter-municipal cooperation as an effective
mechanism of cooperation between communities, in particular regarding the organization of
urban agglomerations
Introduction of a new mechanism of coordination (interaction) by local state administrations
