1. Executive Summary
This document has been compiled by Risk and Emergency (R&E) to present their
`Combatant Team Leadership` development program for ESO`s and Team Leaders.
It is offered in a bid to refresh, improve, develop and ensure compliance to emergency
leadership of personnel to industry standards and incidents.
Offered through an onsite hands-on development, training, course for Team leaders:
Course intent: To improve and maintain the fire and rescue response capability of
teams through development of their Team Leaders at an incident.
Risk and Emergency are honoured to be offered the opportunity to provide these services.
We are experts and have a proven capability in response, crisis and emergency incident
management.
Via this proposal, our world travelled instructors will greatly enhance the emergency
operational performance in the short, medium and long term.
2. Overview
The core aspect of this synopsis is to provide training to AQTF and industry standards and to
maintain that level of training so that the benefits of these skills upgrades are not lost over
time.
By providing the mechanisms, systems and personal support for ongoing skills maintenance
such that there are lasting effects from the skills training package we will deliver.
We do confirm that we are eminently suited to provide this training from a technical
perspective and that we have excellent trainers and support staff to exceed your expectations.
Industry train their ESO`s ERT team to maintain their industry competencies, but few train
and develop at or to their own level, an incident leadership level.

3. Purpose of Combatant Team Leadership
Most mining ESO`s are cert III qualified: This level covers the competency required to work
as a member of a team under limited supervision.
Cert IV in supervision is the first level designed to manage a team or crew at an incident. Of
the ESO`s that do have Cert IV in Supervision very few have the resources or processes to
maintain these skills on site and most (but not all) obtained the qualification through
recognition of prior learning rather personal studies..
Risk and Emergency has this `Combatant Team Leadership` development program to help
ESO`s manage an incident specific to their environment.
This purpose of this document is to outline identified processes and phased steps for:
Emergency Response crews – Leadership program
For example; training in the Leadership and applying standard operating procedure
(SOP) against all of the risk and hazards encountered on site
It also presents recommendations for the development of tactical emergency response
capability and suggestions to ensure the maintenance of a competent capability.
To provide a systematic leadership approach to the determination of;
1) The ESO & ERT or Fire Teams requirements and needs of as an enterprise
2) The ESO & ERT or Fire Teams capability of that enterprise
3) also regulatory and industry requirements, along with SOP best practises
These guidelines herein provide a process to determine the levels of training support and
resources required to maintain an effective response capability.
Once determined, the responsibility to provide these support and resource requirements are
at the discretion of the client.
At Risk & Emergency our consultants have had extensive commercial consulting experiences in the corporate
sector, which comes after having held key government positions, which has entailed international, national
and state emergency management arrangements.
We have extensive experience with the Resource industry, Fire Services, Management, Recruitment,
Processes, Systems and Training Courses of all levels and most industries.

Training & Mentoring throughout
Objectives of our trainers:
a) To assist ESO, ERT or Fire Teams to achieve their operational objectives and to meet
regulatory requirements and best practise.
b) To assist ESO`s, individuals and teams to have knowledge and skills to effectively
respond and manage a incident, accident or occurrence
c) To ensure ESO`s individuals and teams meet operational objectives, operational
checks and requirements. Focusing on operational areas where breakdown or failure would
impede ERT or Fire Teams ability to reach stated objectives

Training Regime:
During delivery, this site specific training will be conducted; skills will be honed, and
reiterated through consolidation.
In the interests of benchmarking and Quality Assurance, all training is captured (recorded) so
that there can be continuous improvement.
Training strategy:
Essentially, the focus is on kinaesthetic learning i.e. learning by doing. This strategy relates
specifically to the job of emergency response and management… to effectively and efficiently
do their jobs. The thrust of our training services is to provide core skills and to keep these
skills.
Targeting only absolutely necessary underpinning knowledge provides a number of benefits
including information overload doesn’t daunt participants & the time saved by not providing
unnecessary information can then be used in the most important part of skills acquisition:

The competency to supervise the initial response to an incident by a specialised
firefighting team
To take and establish control of a multi-agency response to an emergency situation.

7. Course Outline
`ESO / ERT / Fire Operational Team Leader` development training – a refresher &
upskilling program
Duration: - 7 or 10 day program on your site (depending on agreed SOP i.e. risk & hazards)
Designed for: Personnel from industry and commerce who have a responsibility for leading
or training a fire team and who wish to improve their operational leadership skill level at an
incident
Aim: To refresh, develop and upskill the knowledge, skills and understanding of the student
to be able to lead or train small fire teams.
Objectives: At the end of the course the course member will be able to: Carry out emergency
incident planning and evaluate existing incident plans, Implement relevant tactical and
operational plans at emergency incidents, Monitor and control resources at emergency
incidents and deal effectively with post incident procedures.
Course Overview: A comprehensive training and development course which includes the
following subject areas:
Client specific Operational incidents
Expected industry operational responses
Operational planning exercises
Command and control theory and Practical
and
Table top operational incidents
Presentation and Delivery: By a combination of interactive lectures, group work, realistic
practical demonstration exercises and debriefs.

in the planning and execution of risk management, emergency management, and training
programs at various levels.

Course Outline `ESO / ERT / Fire Operational Team Leader` development training – a refresher & upskilling program Duration: - 7 or 10 day program on your site (depending on agreed SOP i.e. risk & hazards) Designed for: Personnel from industry and commerce who have a responsibility for leading or training a fire team and who wish to improve their operational leadership skill level at an incident Aim: To refresh, develop and upskill the knowledge, skills and understanding of the student to be able to lead or train small fire teams. Objectives: At the end of the course the course member will be able to: Carry out emergency incident planning and evaluate existing incident plans, Implement relevant tactical and operational plans at emergency incidents, Monitor and control resources at emergency incidents and deal effectively with post incident procedures.
