Over 30 years of experience in various systems engineering technical, strategic, process, and leadership positions. Proven record of

NGC, F-35 S/SEE TEAM March 2009 to present
Member of the F-35 Systems and Software Engineering Environment (S/SEE) team charged with cost overrun avoidance through the
maintenance and improvement of our technical environment and its associated processes while preserving coordination with the
infrastructure of our customer, Lockheed Martin.
The "Accomplishments" section at the end of this document provides more detail on larger efforts over the past four years. Day-to-
day accomplishments and responsibilities include:
• Applying systems engineering principles to address customer process issues, and major IT migration efforts.
• Managing and solving problems in the tool application layer of classified and unclassified networks including Rhapsody and
customer provided tools,

• Working with IT to effect infrastructure changes within F-35 including computer rollout,

CHIPTON-ROSS, On Contract to NGC, Global Hawk February 2003 to August 2003
Participated in the development of the Global Hawk tailored software systems engineering processes in compliance with requirements
from the customer, the US Navy. The NGC team approving my work offered me a direct position with NGC as a result of these
efforts.
ALLIED-SIGNAL (HONEYWELL) AEROSPACE, Torrance, CA October 1981 to
February 2001
Progressed from Programmer to Senior IT Process Improvement Analyst. In-house customers included manufacturing quality,
metrology, and finance. Typical accomplishments and responsibilities included:
• Managing and technically participating in information systems engineering projects of varying sizes, including full systems
engineering life-cycle (cradle-to-grave) execution applied to large software systems, database designs and conversions,
COTS installations, requirements validation, verification testing, and configuration management. All used tailored versions
of the organization's standard systems engineering methodology.
• Supporting the information technology needs of manufacturing quality assurance in regards to meeting mandates of the
Defense Contract Management Agency (DCMA).
• Systems engineering the provision of financial and technical data related to the divestiture of a major product line.
• Teaming with organizations across the United States, Canada, and Ireland.
• Developing, rolling out, training, and auditing standardized CMM and International Organization for Standardization (ISO)
compliant processes for information system development and maintenance. AlliedSignal, Torrance, Information Systems was
the only department at our location to pass its first ISO 9001 audit on the first try.

• Serving as department auditor liaison for multiple ISO audits and CMM assessments.

REGALBUTO FAMILY, Downey, CA September 1990 to August 2010
Demonstrated resilience, stamina, and a talent for getting things done by reverse engineering organizational systems while serving as
the lead advocate for a "handicapped" child. This child, our daughter, was told she would never speak like other people due to a severe
birth defect to her face and mouth. Though her defect is relatively common and definitely correctable, many people like her, most with
less severe forms of the condition, enter adulthood incompletely corrected partially because their families do not find ways to assure
delivery of existent resources when insurance companies, school districts, and other entities initially say, "No". Our daughter was
pronounced "habilitated" in 2010 and now works as a very articulate, confident, and successful industrial engineer.

PROGRAM MANAGEMENT AND LEADERSHIP EXPERIENCE
For 17 of the 19 years at AlliedSignal (Honeywell) shown above were spent as the systems engineering IPT lead supporting
manufacturing quality assurance, metrology, and finance. Also served as the IPT lead for developing and implementing CMM and
ISO compliant processes for information systems engineering, both development and maintenance phases.
ACCOMPLISHMENTS
2015
Applied systems engineering principles in leading the transition of the F-35 Mission System Software Process repository from an
internal wiki to SharePoint. Identified resources for learning and setting up the site. Learned and then taught the team how to
populate/migrate information. Set up the site and organized the team to arrive at the results needed to successfully accomplish the
migration. Achieved this while continuing to support product engineers' schedules by working with IPT Leads, individual engineers,
LMA and IT to maintain a functional engineering environment that remained coordinated with the customer's infrastructure.
2014
Served as primary systems engineer and coordinator between the product engineers and IT for the Windows 7 transition. The
transition's chief challenge was that the F-35 software engineering environment at NGC had to remain in tandem with the customer's
environment at LMA. The environments were unique enough to necessitate the manual transition of 85 computers. In spite of this
complexity, the transition completed on schedule with minimal impact on engineers accomplished through the provision of alternate
work stations, and the effective capture and application of lessons learned as the project moved along. All of this was done while
continuing to perform routine duties associated with keeping the NGC and LMA environments aligned, and facilitating and
documenting multiple customer mandated causal analysis events.
2013
Took the lead in migrating the F-35 Mission System Software Process repository from a homegrown database residing on an end-of-
life server to an intermediate internal wiki that served as a holding area until there was time to identify and implement a more
satisfactory solution. Wrote the VBA macros used to convert process descriptions into wiki markup language saving 145 sets of
process, reference, and training materials from being permanently lost.
2012
Received the December 2012 F-35 Lightning Rod Award for reducing the number of attempts required to successfully deliver to our
customer each software release from one of our suppliers from six to one. Used systems engineering principles to model a disjointed
process with multiple stakeholders and just as many perspectives on how the process worked. While executing the NGC part of the

process, communication and analysis skills where used to help all stakeholders participate in creating an integrated perspective on how
the process should work. This led to the elimination of rework and the subsequent schedule impacts.
Through our system engineering efforts, our customer realized that it was creating double work for suppliers as well as for itself by
requiring that such sub-contracted software be delivered through BOTH the LM Software Depot and PDM. It changed it process so
that in these cases we now deliver only through the Software Depot cutting the NGC efforts for this type of delivery by more than
half.
