USCIS PowerPoint slide presentation on the launch, usage and benefits of the first phase of their electronic immigration benefits system, known as USCIS ELIS. The system is designed to modernize the process for filing and adjudicating immigration benefits.

- The applicant navigates to the USCIS homepage – http://www.uscis.gov. The USCIS ELIS logo appears on the right. Click on the USCIS ELIS logo.
- On the upper right-hand side of the screen there is a link to log in to USCIS ELIS. There is also a complete set of form instructions to help guide the applicant through the benefit request process in USCIS ELIS.
- For the purposes of this demonstration, we will log in to an existing account. Please note, FAQs or Tips and Help appear on all USCIS ELIS screens. RoboHelp is available on all pages (blue circle w/ question mark).
- If the applicant has only one name, s/he lists it in the “Last Name (Family Name)” field. The applicant may list other names used. Most pages in USCIS ELIS have an “Add Additional Page Information” section.
- Clicking the “Same as Physical Address” box prepopulates the bottom half of the screen. If the applicant changes his/her physical address, and the box is checked, the mailing address will change, also. We encourage applicants to SAVE their information often. USCIS does not mail benefits overseas so the applicant will need to include a US mailing address.
- The e-mail field is automatically pre-populated with the e-mail address the applicant used to create his/her account. If the applicant wishes to use another e-mail, s/he may do so, but changing the applicant’s e-mail address will change the applicant’s login information . To change an e-mail address, the applicant changes his/her profile in his/her account – ONLY after submitting a benefit request to USCIS. USCIS ELIS automatically contacts applicants via US mail. Applicants may change their contact preference (to e-mail for example) in their account preferences AFTER they have filed a benefit request. Attorneys/reps may change their contact preference when they set up their accounts.
- Date of birth, country of birth, gender, and citizenship information are required fields. An applicant may select multiple countries of citizenship (dual citizens, etc.). Tips and RoboHelp (blue circle w/ question mark) are available on all USCIS ELIS screens.
- The questions regarding the customer’s possession of an I-94 and A-number are required fields. By selecting “yes” from the drop-down fields, additional information is requested. The applicant is given an opportunity to explain the answers if appropriate.
- If the applicant does not have a government-issued identity document, s/he may explain so in the box provided (the box appears when the selected answer is “no”).
- Our applicant is applying to change status and is the only applicant.
- In Release A1, only applicants who wish to change to or extend B1/B2, F1/F2 J1/J2 or M1/M2 statuses (or file a reinstatement for F/M status) may do so in USCIS ELIS.
- Does the applicant have an I-94 in his or her possession ? If not, he or she is given the opportunity to explain that he or she does not have one.
- If there is only one applicant, answer “No”. USCIS Customer Service phone numbers are provided. A full set of form instructions are on the USCIS.gov page where the applicant started this process.

- These are questions relating to inadmissibility. This is the same as the paper application’s list of questions. All questions must be answered before proceeding. If the applicant answers “yes” to any of these questions, further information will be required later in the application.

- This screen provides examples of evidence for each category. This list is based on the applicant’s benefit request answers – the list will change if the applicant changes his/her answers.
- The applicant may upload documents for each category. There are 3 categories on this page – financial, identity and immigration status.
- The type of evidence is listed at the top – this page is related to Financial Evidence. In order to upload the file click the “Choose File” button. There is a link on the right-hand side regarding acceptable file standards. For each type of evidence (Financial, Identity, etc.) the applicant may upload 5 documents at a time.

- If the applicant has an attorney/rep, the attorney/rep’s info questions will appear here. If the applicant had assistance preparing the application and answers “No” to the last question, information about the preparer will be requested.
- This changes if the fee changes. Applicant can verify what s/he will be charged.
- This can be printed or saved. It is a “snapshot” of the applicant’s benefit request. In Release A1, if an applicant has an attorney (who has an USCIS ELIS account that is linked with the applicant’s account), the attorney will print this page, the applicant will sign it, and the attorney will upload the signed document to USCIS ELIS. This will change in later releases.
- AFTER reading and agreeing to the entire legally binding attestation, the Applicant enters his/her full name and USCIS ELIS password. Applicant is then taken to the payment screen.
- [Presenter Note: Go to Pay.Gov screens (outside of presentation).] The applicant is seamlessly taken to the Dept of Treasury Pay.gov system. USCIS does NOT retain any of the financial information on benefit request. Once again – applicant may verify fee.
- The applicant will be sent a paper approval or denial notice through the US mail. (Denial notices will also be available on their account under messages.) This case was approved. Reopening is not available in A1 but will be available in A1.1 (scheduled for later this year). Note: The receipt number begins with the prefix IOE (Integrated Operating Environment – USCIS ELIS’s old name).
- The applicant (and attorney/representative who has an USCIS ELIS account that is linked with the applicant’s USCIS ELIS account) will receive a printed approval notice (a US mailing address is required). It will be the same I-797 receipt notice the applicant/attorney/representative receives today. A tear-off I-94 will be present at the bottom of the I-797.
