WORK EXPERIENCE:
Sep 14 -present Energy Program Manager, US Army Installation Management Command-Pacific
Region (IMCOM-P), Public Works Division, Operations & Maintenance (O&M) Branch, Ft. Shafter,
Hawai’i. Providing technical consulting and assistance to regional garrisons pertaining to facilities
energy and utilities programs, policy, budgeting and compliance reporting. Responsible for
managing, reviewing, and executing Region Energy programs IAW HQIMCOM's strategic goals and
vision. Regularly communicate with garrison Energy Managers, Public Works staff and senior
leaders to develop Information Papers on energy and water policies and issues and; ensure
maximum information exchange related to state and federal laws, Executive Orders and Army Net-
zero Energy and Water goals. Ensuring command emphasis and direction for the development of

Feb 12-Aug 14 Project Manager O&M Branch, US Army IMCOM-P, Public Works Division, O&M
Branch, Ft. Shafter, Hawai’i. Provided technical assistance to Region garrisons pertaining to facilities
energy and utilities programs and reporting. Regularly communicated with garrison Energy
Managers and senior leaders to develop action plans, budget forecasts, and policy guidance for
energy and water policies and issues. Project leader on Korea and Kwajalein Transformation Teams
responsible to ensure maximum coordination between multiple Army stakeholders, tenants and field
agencies. Worked directly with Korea garrisons and 8th Army to maximize garrisons’ ability to obtain
Logistic Cost Sharing (LCS) Program funding for facility repair projects, in conjunction with, garrison
resourcing strategies for O&M program requirements. Worked directly with Kwajalein Public Works
staff, US Army Pacific (USARPAC) and Space & Missile Defense Command (SMDC) to help
prioritize O&M projects for funding and to ensure full communication between stakeholders.

Sept 08-Jan 12 Sustainability Program Manager, US Army IMCOM-P, Public Works Division, O&M
Branch, Ft. Shafter, HI. Responsible for development and implementation of strategic planning
processes to integrate sustainability objectives across all lines of effort IAW Installation
Management and Army Energy & Sustainability Campaign Plans. Duties included development of
guidance and action plans for strategic initiatives related to bio-fuel, alternative energy, and
sustainability planning across the Region. Efforts included coordination with military, state and
private sector stakeholders to ensure IMCOM and Army interests were maintained in all Region
energy. Significant accomplishments included development and implementation of the Region
Strategic Energy Plan and management of the Region’s energy program. Served as Chair of the
Joint Interservice Regional Support Group, Sustainability Working Group and successfully initiated
an MOU between the military services for collaborative solid waste management. Successfully
developed an MOU between the services and the City and County of Hawaii to collaborate on
mutual solid waste management and recycling issues. Successfully developed and led a multi-
agency (Dept. of Energy NREL, Army and NAVFAC) Waste-to-Energy gasification demonstration
project at Joint Base Pearl Harbor Hickam. Developed a GIS-based, sustainability planning tool to
help garrisons identify potential alternative energy locations based on geospatial characteristics and
data.

APG, MD. Program Manager and Contracting Officer’s Representative (COR) responsible for
planning, coordination, execution and management of FY08/09 USAEC Sustainability Program.
Major responsibilities included development of action plans, budgeting, execution and facilitation for
week-long, sustainability training workshops at eighteen CONUS and OCONUS Army installations.
Feb 02-Oct 07 Physical Scientist-Environmental, USAEC, APG, MD. Program Manager
responsible for all aspects of the Hazardous Material Management Program (HMMP). Provided
technical assistance regarding Pollution Prevention, regulatory compliance, and environmental risks
related to HAZMAT business practices in day-to-day operations. As subject matter expert provided
technical input related to environmental best business practices, revisions of AR 710-2, and the
publication of Army PAM 710-7. COR responsible for management and quality assurance of support
contracts for development of Hazardous Substance Management System (HSMS) software to meet
Army HMMP and EPCRA requirements.
Jun 00-Jan 02 Community Planner, US Army Corps of Engineers (USACE), Baltimore, MD.
Project Manager and subject matter expert responsible for HMMP support to USAEC and OACSIM.
Developed policy recommendations for standard, Army-wide, HMMP operational concepts
consistent with Army policy, Executive Orders, and other environmental compliance requirements.
Efforts included development of budgets, work plans, and coordination of all tasks related to
planning, implementing, and sustaining the HMMP program Army-wide. Served as Army
representative at DoD Joint Service meetings and industry-sponsored conferences. COR
responsible for quality assurance and management of aspects of support contracts.
Sep 97-Jun 00 Community Planner, USACE, Baltimore, MD. Project Officer responsible for
implementation of the HSMS software at Picatinny Arsenal, Walter Reed Army Medical Center, and
Forts Belvoir, Detrick, and Stewart. Actions included Initial Site Visits, informational briefings to
garrison commanders, and coordinating with senior leadership through weekly reports, decision
briefings and recommendations to resolve implementation issues. Served as COR for $3M of
contract support.
Jan 94-Jul 97 Community Planner, USACE, Baltimore, MD. Project Manager and Team Lead for
the development of the “Restoration Master Plan for the Broad Top Region of Pennsylvania.”
Implemented multi-functional strategy to mitigate environmental issues in conjunction with municipal
water treatment, abandoned mine reclamation, habitat improvement, and recreation projects in
central Pennsylvania. Major efforts included coordination with federal, state and community
stakeholders to develop innovative Project Cooperative Agreements with the Corps of Engineers,
Pennsylvania Bureau of Abandoned Mines and the U.S. Office of Surface Mining to synchronize
state reclamation projects and federally-funded infrastructure improvement projects. Duties included
scoping, coordination and preparation of all requisite NEPA documentation.

budgeting, coordination with land-owners, developers, engineers, and state and federal regulators.
Conducted jurisdictional wetland delineations; prepared state and federal environmental permit
applications, developed mitigation plans and conducted public hearings. Designed 85+ acres
wetland and aquatic habitat mitigation projects and pioneered innovative Cultural Resource
Management Memorandum of Agreement to integrate federal and state preservation requirements
as part of a 400-acre residential and marina development in southern Michigan.
