Purpose of the Online Consultation
Metrolinx has proposed to change the location of the eastern Tunnel Boring
Machine (TBM) launch site to a site at the southwest corner of the Eglinton
Avenue East and Don Mills Road intersection. That relocation results in an
extension of the underground LRT from the Brentcliffe Road area to Don Mills
Road, and the removal of a planned LRT stop at Leslie Street.
To mitigate the loss of the Leslie LRT Stop, Metrolinx is proposing to relocate
the Laird Station to the intersection of Brentcliffe Road and Eglinton Avenue
East and provide improved pedestrian and cycling facilities from the LRT
Stations at Brentcliffe Road and Don Mills Roads with the Parks in the West
Don River Valley.
The purpose of the online consultation is to present the latest preferred
option for the alignment.
More details on the change are presented in the following panels.
3. We received many comments at and following the January, 2013
Public Information Centre (PIC). Key comments can be summarized
as follows:
• Support for the reintroduction of the proposed Ferrand LRT Stop;
• Concern regarding the removal of the proposed Leslie LRT Stop;
• Concern regarding the impacts of bus activity at the proposed
Laird LRT Station; and
• Suggested alternative alignments for the Eglinton LRT through
the study area.

What We Heard in January, 2013

Compared to the approved 2010 Environmental Project Report (EPR) for the
Eglinton Crosstown LRT Project, the LRT project will have the following
features between Laird Drive and the Don Valley Parkway:
• Laird Station relocated to Brentcliffe Road (new);
• Improved pedestrian and cycling connections from Brentliffe Station and Don Mills
Station to the Park System (new);
• Surface LRT from Brentcliffe Road to Don Mills Road reconfigured as underground
LRT;
• Tunnel section to include a Traction Power Substation, two emergency exit buildings
and launch at Don Mills Road (new);
• Elimination of the surface stop at Leslie Street (new);
• Modified bus routes from Leslie Street and LRT Station in Leaside (retained from
EPR); and
• Underground station at Don Mills Road and surface stop at Ferrand Drive (retained
from EPR).
An addendum to the EPR is required to assess the potential impacts
associated with these changes.
Updated Project Description
7. Relocating the Laird LRT Station to Brentcliffe Drive:
• Balances station spacing between Bayview Station and Don Mills
Station;
• Promotes better future redevelopment opportunities on south side of
Eglinton Avenue; and
• Combined with new pedestrian and cyclist connections, improves
passenger access to the park lands.

• The walk-in ridership catchment area for the Leslie LRT Station – typically a 500m
radius from the station – contains a low density of trip-generating developments,
with little potential for new development due to the presence of protected park
lands.
• This results in a station with one of the lowest forecast passenger activity rates for
the entire Eglinton Crosstown LRT.
• Given low ridership
forecasts and limited
opportunity for future
development, the costs
associated with an
underground LRT Station at
this location (est. $80M) are
not justified.

Modified TTC Bus Routes
• Consistent with the approved plan for
the Eglinton LRT, the TTC will be
modifying bus routes 51 and 56
through the Leslie Street / Eglinton
Avenue area, as shown in the
adjacent figure.
• These routes will provide transit
connectivity between the Brentcliffe
LRT Station, the existing and future
development along Leslie Street, and
the park lands to the north and south
of Eglinton Avenue.

Mills LRT Stations to the park lands at
the intersection of Eglinton Avenue
and Leslie Street exist today.

Mills Stations through this project

12. Following the Public Information Centre, the Project Team will:
• Finalize the Environmental Project Report (EPR) Addendum, summarizing
the study findings and recommendations;
• File the EPR Addendum for a 30-day public and agency review and
comment period;
• Following the 30-day review period, the EPR Addendum and responses to
any comments submitted during the review period will be submitted to the
Minister of the Environment for approval.

Next Steps
13. Metrolinx is proceeding with the delivery of the Eglinton LRT through Public Private
Partnership and Alternative Financing + Procurement (AFP)
Through this process Metrolinx is committed to:
• Continuing Public Consultation: Consult with the public, property owners and
stakeholder agencies during the design of the LRT alignment, stops/ stations, bus
terminals and ancillary facilities.
• Incorporate City of Toronto urban design criteria into the design of the LRT facilities.
• Construction Issues: Conduct further research, analysis and develop plans including :
―Noise, vibration and air emissions monitoring and mitigation
―Traffic, transit and pedestrian management strategies
―Utility and municipal services relocation plans
―Emergency response plans (Fire, Police and Emergency Medical Services)
―Vegetation restoration, edge management and streetscape plans
―Soil and groundwater management strategy
―Erosion and sedimentation control plan
