Target Priority Indicators
By 2030, ensure that all girls
and boys complete free,
equitable and quality
primary and secondary
education leading to
relevant and effective
learning outcome
Percentage of children/young people at the end of each
level of education achieving at least a minimum proficiency
level in (a) reading and (b) mathematics.
Theses minimum proficiency levels will be defined with
reference to a new universal learning scale which is being
developed to allow for the calibration of different
assessments according to a common metric.
Disaggregations: sex, location, wealth (and others where
data are available)

National Link to national plan and including input, processes,
outcomes; consult wide group of stake-holders; recognise
context and address inclusion (e.g., specific vulnerable
groups, broader learning goals, etc.)
Regional Indicators to monitor relevant frameworks validated by
regional groupings (e.g, African Union decades, Europe
2020, etc.)
Thematic

Broader set of indicators which cover well the range of
sectoral priorities (35-40 indicators)

The Proposal
The UNESCO Institute for Statistics is proposing a
three-pronged strategy aiming at:
Stream 1. Leveraging existing resources at the
national level to propose initial indicators for
monitoring learning outcomes
Stream 2. Fostering an international collaboration
for generating global snapshots using cross-national
learning assessments
Stream 3. Exploring the feasibility of advancing the
creation of universal learning scale against which
countries can monitor progress 4
