2. Summary
• PARCS (Parking Access and Revenue Control System)
– Replaced January 2019
– Gate arms changed from wood to aluminum
– Old gate manually manipulated, designed to break at base
– New gate arms, designed to disengage from equipment
 Takes Staff time to re-attach/re-adjust
 No current ordinance allows Staff to issue citation as gate arm not
actually damaged (almost indestructible)
 Proposed Ordinance gives us option to issue a citation
– Penal Violation - Fine $25-$500 and set by Municipal Judge
