1. EXECUTIVE SUMMARY Challenge
Sweden is one of Europe’s most advanced e-government hotspots. From the
largest national ministry to the smallest town hall, people expect easy access to
public services. A forward-looking program to serve the country’s citizens better
and faster is constantly evolving.
Take Lomma Kommun, a coastal town near the big city of Malmö. Popular with
tourists, it’s one of Sweden’s fastest-growing areas. Some 22,500 people,
including many commuters, live there. Smart new housing schemes are
blossoming on brownfield sites.
Demand for local services is rising. That meant a pressing need for upgraded citizen
access. But the Lomma Kommun network was unreliable and lacked security. Patrik
Flensburg, IT manager for Lomma Kommun, says: “We were interested in a new Wi-Fi
network with secure access.”
Solution
Work started with a new Cisco Enterprise Networks architecture and was crowned
with a data center solution based on FlexPod. A Cisco Contact Center streamlines
customer service. Smart queueing means six well-trained agents can handle 70
percent of calls. This takes pressure off other departments and saves costs.
The Wi-Fi network followed. With 360 access points, it’s used by staff, teachers,
students, citizens, and third-party service providers. Security is critical. A Cisco
ISE was chosen to automate policy across the network.
Results
The town has evolved into a shining example of Cisco Smart+Connected
Communities™. Flensburg says: “All our buildings, including over 30 schools and
six elderly care centers, have secure Wi-Fi with guest access. Staff can move
about without logging on or off, saving time. Up to 200 can work from home.”

Students are issued iPads at seventh grade and can work from anywhere. Teachers
can view student records safely.
Apps, profiles, and devices run on set policies. “Before, people could just plug in a
cable and get on the network,” says Flensburg. “That can’t be done now because
you’ve got to have the right credentials. It’s very secure and applies to everyone.”
Cable points in 75 government buildings are also protected.
Network stability has halved IT costs, freeing IT staff to focus on developing new
services, such as a free Wi-Fi network for the area’s sandy beaches and busy
harbor. If the plan goes ahead, an app will offer services such as maps, weather
reports, local tips, and traffic alerts in multiple languages. Commercial services will
bring further economic gains.
“Secure access has become more and more important,” Flensburg sums up. “We
could never have made the change so quickly without the solution made possible by
Cisco and our partner. We’re very happy with it.”
