Chris is a director of BMP Healthcare Consulting, and
continues to work part time as a GP in Adelaide and part
time as Director of GP Training at Queen Elizabeth Hospital
Chris’s areas of expertise include advice on systems for
chronic disease management, men’s health, care of older
people, working across the primary health
care/community/hospital interfaces, clinical information
systems, multidisciplinary health care provider education
and training, quality improvement, strategy and change
management.

Current and recent clients include:
• Southern Adelaide, Fleurieu and
Kangaroo Island (SAFKI)
Medicare Local requested a
review of the operational
effectiveness of a hospital
avoidance program called
REACH, which had the aim to
reduce hospital transfers of
acutely unwell residents. The
review resulted in improved
clinical governance arrangements
and a new funding model for the
program.
• Central Adelaide and Hills ML
(CAHML) engaged BMP to assist
with promoting its After Hours
program to GPs. This resulted in
the facilitation of 3 consultation
evenings across the region and
widespread engagement with
interested practices
• Northern Adelaide ML engaged
BMP to assist writing an aged
care telehealth grant application
tender. Despite the tender being
unsuccessful, NAML have taken
the concepts of the planned
program and self funded a pilot
• SAFKI ML engaged BMP to
participate in the assessment of
After Hours Pool 2 grant
applicants
• ACT ML has engaged BMP to
review the effectiveness and
efficiency of its primary health
care professional education,
training and events program.

required the clinical and business
risk assessment of 19 pharmacies
and medical centres across
Australia after a company was put
in the hands of a receiver after
the parent company was no
longer able to meet its bankers
requests. BMP worked with the
receiver in each of the 19 sites to
ensure the clinical risks were
mitigated during the extended
sale period

Project Experience
• GP Plus Practice Nurses
Initiative
As CEO of Adelaide North East
Division Of General Practice
(2006-2012), Chris developed the
training program for nurses new to
general practice and successfully
recruited, oriented and trained 152
nurses for 140 general practices
across Adelaide to focus on the
new advanced nurse role for
systematic chronic disease
management. The main focus was
on improving systems of care and
outcomes for Type 2 diabetes in
general practice.
• GP Plus Nurses Care
Coordination Program
After successfully renegotiating the
funding for the GP Plus program
with SA Health, Chris evolved the
earlier practice nurse workforce
project to focus on hospital
avoidance KPI
Over 2 years the coordination of
care for 450 people with chronic
complex issues resulted in 50%
hospital avoidance and referral to
more appropriate providers
• Modbury GP Plus Super Clinic
Chris was appointed to the
steering group for this $25 million
project, which was a joint State
and Commonwealth funded
initiative to build new
infrastructure at the Modbury and
Gilles Plains sites to support a
new model of care for people with
chronic and complex health
issues

Chris has experience in public
hospitals, general practice/primary
health care and residential aged care
facilities leading change in clinical
systems.
• Clinical Practice Improvement
Program
Chris led a small team working on
discharge summary improvement
processes at Queen Elizabeth
Hospital
Chris ‘s primary role was
facilitating clinical process change
in a chaotic work place. By
working with diverse departments
across the hospital including
clinical units, the information
technology department, clerical
groups and the Safety and Quality

Unit the hospital became the
leading public hospital in SA at
sending discharge summaries in
a timely manner, which results in
better patient outcomes and
reduced readmission rates
• Improving Acute Care in
Residential Aged Care
Facilities (RACF)
Ambulance carries to hospitals
result in unnecessary
hospitalisation for frail older
people and increased costs for
the public health system
Chris developed the business
case for this project, and provided
strategic and peer advice on the
key clinical, facility and
communication issues
The project showed 25%
reduction in ambulance carries
and hospital admissions and
more appropriate care at the
RACF
• Implementation of a medical
prescribing software program in
aged care facilities
Medication errors occur at many
different stages of prescribing
medicines.
Chris was on the Medication
Advisory Committee of several
RACFs and noted many recurring
transcribing and dispensing errors
could be reduced if computer
based prescribing was introduced
Project and Change management
skills were utilised to implement
the pilot program
An evaluated pilot of the project at
one site using donated hardware
showed major reductions in errors
and convinced management to
invest in upgraded server based
distribution of the software across
multiple RACF sites
This project led to Chris being
appointed to a Commonwealth
Safety and Quality Committee for
Older People to give advice
regarding significant risk issues in
the health care of the older
person
• Introduction of secure electronic
messaging between health
providers
Healthconnect funding was
secured to implement the first
systematic rollout of secure
messaging systems between
GPs, allied health providers and
medical specialists in Adelaide
Chris developed the project plan
and worked with multiple
stakeholders to successfully
embed secure messaging into
mainstream medical practice,
resulting in reduced transaction
costs (time and money) for
providers and improved
timeliness of communications
leading to better outcomes for
patient care
• Simulation training program for
junior medical officers.
Junior medical officers at the
Queen Elizabeth Hospital
expressed concern about lack of
experience in assessing unwell,
deteriorating patients on the
wards
Chris developed and managed
clinical scenarios for use with a
simulation mannequin to evaluate
junior doctor assessment,
communication and teamwork
skills, and provides constructive
feedback counselling. This model
is now embedded into the core
training program for all interns,
and is now being used to assess
potential new recruits to the
hospital

Missed follow up of laboratory
and radiology tests result in poor
patient outcomes and exposes a
healthcare provider and the
institution to increased clinical risk
and potential medical negligence

Chris recognised the issues were
not being addressed
systematically in public hospitals
and worked with multiple
stakeholders to highlight the
safety risks and developed a
business case to trigger the
development of a results tracking
module for the SA Health
enterprise wide OACIS
(Careconnect.SA) clinical
information repository
Recognition of the clinical and
ICT issues addressed in this
project resulted in Chris being
appointed inaugural chair of the
regional health network clinical
ICT committee, as well as a
member of the SA Health OACIS
operations group, and later to the
Primary Health Care EPAS
reference group
• Domestic Violence and Elder
Abuse Education Programs
Health provider knowledge of
these abuse issues is limited and
Chris worked with multiple health
and social service disciplines to
develop a funding application and
then successfully implement a
project to educate GPs of the
issues relating to abuse of women
and older people
The programs both received
national awards and broke down
entrenched attitudes to victims of
abuse
• Governance experience
Chris is member of the Institute of
Company Directors and has been
a board member of numerous
health care organisations, taking
on the roles of chair or treasurer
of these groups. Currently he is a
board member of the Modbury
Hospital Foundation, a small not-
for-profit association, and a
member of the St Andrews

Committee, and a Ministerial
appointee to the SA Medical
Education Training Health

BMP Healthcare Consulting Dr Chris Bollen | General Practitioner and Health Management Consultant Chris is a director of BMP Healthcare Consulting, and continues to work part time as a GP in Adelaide and part time as Director of GP Training at Queen Elizabeth Hospital Chris’s areas of expertise include advice on systems for chronic disease management, men’s health, care of older people, working across the primary health care/community/hospital interfaces, clinical information systems, multidisciplinary health care provider education and training, quality improvement, strategy and change management. Consulting Experience BMP Consulting experience Current and recent clients include: • Southern Adelaide, Fleurieu and Kangaroo Island (SAFKI) Medicare Local requested a review of the operational effectiveness of a hospital avoidance program called REACH, which had the aim to reduce hospital transfers of acutely unwell residents. The review resulted in improved clinical governance arrangements and a new funding model for the program. • Central Adelaide and Hills ML (CAHML) engaged BMP to assist with promoting its After Hours program to GPs. This resulted in the facilitation of 3 consultation evenings across the region and widespread engagement with interested practices • Northern Adelaide ML engaged BMP to assist writing an aged care telehealth grant application tender. Despite the tender being unsuccessful, NAML have taken the concepts of the planned program and self funded a pilot • SAFKI ML engaged BMP to participate in the assessment of After Hours Pool 2 grant applicants • ACT ML has engaged BMP to review the effectiveness and efficiency of its primary health care professional education, training and events program. • Aged Care providers. These projects have included development of business cases, engagement with General Practice and Medicare Locals regarding aged care initiatives and development of Interprofessional Learning opportunities • Divisions of General Practice.   • 2. Chris Bollen | Health Management Consultant BMP Health Care Consulting development phase of a potential collaboratives program • Restructuring Services Deloitte Touche Tohmatsu . This review required the clinical and business risk assessment of 19 pharmacies and medical centres across Australia after a company was put in the hands of a receiver after the parent company was no longer able to meet its bankers requests. BMP worked with the receiver in each of the 19 sites to ensure the clinical risks were mitigated during the extended sale period • Health Outcomes International engaged BMP to be part of the evaluation team for the Department of Health and Aging’s Lead Clinician Group Initiative (project is from 2012-2015) • Review of the adequacy of immigration detention health facilities at Woomera and Villawood as part of a consultancy for DMIA Project Experience • GP Plus Practice Nurses Initiative As CEO of Adelaide North East Division Of General Practice (2006-2012), Chris developed the training program for nurses new to general practice and successfully recruited, oriented and trained 152 nurses for 140 general practices across Adelaide to focus on the new advanced nurse role for systematic chronic disease management. The main focus was on improving systems of care and outcomes for Type 2 diabetes in general practice. • GP Plus Nurses Care Coordination Program After successfully renegotiating the funding for the GP Plus program with SA Health, Chris evolved the earlier practice nurse workforce project to focus on hospital avoidance KPI Over 2 years the coordination of care for 450 people with chronic complex issues resulted in 50% hospital avoidance and referral to more appropriate providers • Modbury GP Plus Super Clinic Chris was appointed to the steering group for this $25 million project, which was a joint State and Commonwealth funded initiative to build new infrastructure at the Modbury and Gilles Plains sites to support a new model of care for people with chronic and complex health issues Other Major Project Experience Chris has experience in public hospitals, general practice/primary health care and residential aged care facilities leading change in clinical systems. • Clinical Practice Improvement Program Chris led a small team working on discharge summary improvement processes at Queen Elizabeth Hospital Chris ‘s primary role was facilitating clinical process change in a chaotic work place. By working with diverse departments across the hospital including clinical units, the information technology department, clerical groups and the Safety and Quality

Chris Bollen | Health Management Consultant BMP Health Care Consulting Unit the hospital became the leading public hospital in SA at sending discharge summaries in a timely manner, which results in better patient outcomes and reduced readmission rates • Improving Acute Care in Residential Aged Care Facilities (RACF) Ambulance carries to hospitals result in unnecessary hospitalisation for frail older people and increased costs for the public health system Chris developed the business case for this project, and provided strategic and peer advice on the key clinical, facility and communication issues The project showed 25% reduction in ambulance carries and hospital admissions and more appropriate care at the RACF • Implementation of a medical prescribing software program in aged care facilities Medication errors occur at many different stages of prescribing medicines. Chris was on the Medication Advisory Committee of several RACFs and noted many recurring transcribing and dispensing errors could be reduced if computer based prescribing was introduced Project and Change management skills were utilised to implement the pilot program An evaluated pilot of the project at one site using donated hardware showed major reductions in errors and convinced management to invest in upgraded server based distribution of the software across multiple RACF sites This project led to Chris being appointed to a Commonwealth Safety and Quality Committee for Older People to give advice regarding significant risk issues in the health care of the older person • Introduction of secure electronic messaging between health providers Healthconnect funding was secured to implement the first systematic rollout of secure messaging systems between GPs, allied health providers and medical specialists in Adelaide Chris developed the project plan and worked with multiple stakeholders to successfully embed secure messaging into mainstream medical practice, resulting in reduced transaction costs (time and money) for providers and improved timeliness of communications leading to better outcomes for patient care • Simulation training program for junior medical officers. Junior medical officers at the Queen Elizabeth Hospital expressed concern about lack of experience in assessing unwell, deteriorating patients on the wards Chris developed and managed clinical scenarios for use with a simulation mannequin to evaluate junior doctor assessment, communication and teamwork skills, and provides constructive feedback counselling. This model is now embedded into the core training program for all interns, and is now being used to assess potential new recruits to the hospital

Chris Bollen | Health Management Consultant BMP Health Care Consulting • OACIS/Careconnect.SA results tracking project Missed follow up of laboratory and radiology tests result in poor patient outcomes and exposes a healthcare provider and the institution to increased clinical risk and potential medical negligence claims Chris recognised the issues were not being addressed systematically in public hospitals and worked with multiple stakeholders to highlight the safety risks and developed a business case to trigger the development of a results tracking module for the SA Health enterprise wide OACIS (Careconnect.SA) clinical information repository Recognition of the clinical and ICT issues addressed in this project resulted in Chris being appointed inaugural chair of the regional health network clinical ICT committee, as well as a member of the SA Health OACIS operations group, and later to the Primary Health Care EPAS reference group • Domestic Violence and Elder Abuse Education Programs Health provider knowledge of these abuse issues is limited and Chris worked with multiple health and social service disciplines to develop a funding application and then successfully implement a project to educate GPs of the issues relating to abuse of women and older people The programs both received national awards and broke down entrenched attitudes to victims of abuse • Governance experience Chris is member of the Institute of Company Directors and has been a board member of numerous health care organisations, taking on the roles of chair or treasurer of these groups. Currently he is a board member of the Modbury Hospital Foundation, a small not- for-profit association, and a member of the St Andrews Hospital Credentialing Committee, and a Ministerial appointee to the SA Medical Education Training Health Advisory Council Currently Chris is a member of the SA Health Stroke Statewide Clinical Network, and has recently been appointed to the SA Health Older Persons Health Clinical Network Other Major Experiences ! Development of an online orientation program for junior doctors at public hospitals In order to effectively orient a large number of junior doctors to their first year of hospital experience, Chris brought together a wide range of people to implement this project across Adelaide • Hospital avoidance programs • Contributed to the evaluation of SA Health funded Home Link program designed to reduce admissions to hospitals • Adviser to the Acute Care in Residential Living program run by RDNS which significantly reduced hospital admissions

Chris Bollen | Health Management Consultant BMP Health Care Consulting • Diabetes Clinics in General Practice and Quality Improvement - Chris set up a multidisciplinary diabetes clinic in his General Practice at Ingle Farm in 1996 - Currently Ingle Farm Family Practice has 730 active patients with diabetes - Diabetes clinical data outcomes are reviewed at the practice meeting every 4 weeks - Chris led change in the practice through the Australian Primary Care Collaboratives program from 2009-2011 Other Quality Initiatives • During his time as CEO Adelaide North East General Practice (ANEDGP), Chris supported 3 staff to be trained in the Collaboratives methodology in order to drive quality improvement in the 48 member general practices of ANEDGP • set up a Quality Practice subcommittee of ANEDGP Board • worked as surveyor for General Practice accreditation company AGPAL (2001-2006) • completed “Lean Thinking and Process Redesign in health care Course” 2012 with project focus on improving assessment and management of osteoporosis and falls risks in RACF populations, in order to prevent ED attendance with frailty fractures • Appointed to South Australia Cancer Services Reform Committee April 2014 Conference presentations Chris  has  presented  papers  at  the   following  conferences  in  Australasia:   1.
