This document discusses whether data center operations or design is more important. It argues that both are equally important for ensuring reliability, security, efficiency and other key priorities for data center managers. Good design alone is not enough - operations management through proper testing, maintenance plans and monitoring is also needed. The document provides an overview of reliability issues, failure mechanisms, relevant standards, and how to balance design and operations through training, auditing and obtaining certifications.

The inspiration for Tiers in a data centre comes originally from The Uptime Institute. And the general principles of the different Tier levels are given here.
However, whereas the Uptime Institute definition is more of an engineering philosophy, the TIA 942 gives a detailed and prescriptive list of design criteria to meet a particular Tier level. We will see examples of this throughout the course.
