3. 2015 Specifications
The 2015 Standard Specifications and Plans were electronically
posted in October 2015
The April revision to the 2015 Standard Specifications and Plans
were posted on April 15, 2015
There will be quarterly revisions to the specifications and plans
Training on 2015 specifications by Construction is planned for
May 18th from 10:00 a.m. to 12:00 noon – will be a webcast
You might start seeing projects with the 2015 standard
specifications this summer 3
4. New Products Approval Process
New Product submittal package must be submitted electronically
to new.products@dot.ca.gov
New products must meet the following criteria. The product
should be:
Fully developed, marketable and commercially available – Products cannot be
in research and development stage
Directly related to highway system
Identified by vendor
Accompanied with safety data sheet
New Product submittal process is currently under review (Lean
Six Sigma process) – results are expected in July 2016

5. Rock Product Committee Process
Partnering effort between Caltrans, industry associations and the
Federal Highway Administration
Involves production and use of aggregate, asphalt and concrete
in transportation projects
Deals with the development and implementation of specifications
and test methods
Consists of task groups, sub task groups and work groups
Asphalt Task Group and Pavement Preservation Task Group deal
with asphalt

6. ATG and PPTG
A team of Caltrans and industry members that primarily look into
all things related to asphalt pavement
The task groups consists of industry co-chairs and Caltrans co-
chairs
The task groups oversee several sub-task groups dealing with
HMA related items
Currently there are 13 active AGG sub-task groups and 7 PPTG
sub-task groups
They work on the development and implementation of
specifications and test methods 6
7. What is the process?
Want to propose a change, improvement to the specifications or
propose new specification
Contact one of the industry ATG or PPTG co-chairs
If it falls under an existing sub-task group - contact the industry
sub-task group co-chair
If it does not, contact the ATG or PPTG co-chair and if it is
decided to move forward – the co-chairs prepare a scoping
document – submit to RPC for approval – create a sub-task
group

8. How to participate?
Sub-task group meetings are open to anyone who is interested in
participating
You can participate in one or all sub-task groups based on your
available time
It is a commitment and you should plan on participating in all
meetings of a sub-task group
Attend in-person meetings (Sacramento or Southern California)
