District 8 covers Riverside and San Bernardino Counties, which includes 49
incorporated cities.
It is the largest of the 12 statewide Caltrans districts with approximately
28,650 square miles of land.
Four interstates + 32 state routes = 7,200 lane miles

Many individuals who live within District 8’s boundaries work in Los
Angeles and Orange Counties.
I-10 and I-15 are major goods movement corridors.
I-15 is also a major tourist route to Nevada to the north and Mexico and
San Diego to south.
Year-round recreation in the San Bernardino Mountains.

9. Experience with Long Life Pavement Strategies
District 8 has not used long life AC pavement strategies in the past
because of climatic conditions.
Maintenance has proposed two projects for the long life strategy. They
are:
SBD 015 30.8-42.5—from Hesperia overhead to north of Mojave Drive.
Rehabilitate existing mainline and ramp pavement. Estimated award is
11/2/2020.
RIV 010 60.9-74.0—from Coachella Canal to Hazy Gulch Bridge.
Rehabilitate existing mainline, shoulder and ramp pavement. Estimated
award12/21/2024.
10. Funding
The state gas tax is no longer able to generate enough money to fix all 50,000
miles of road in California.
As cars become more fuel efficient, many drivers are paying less gas tax.
On September 29, 2014, Governor Brown signed into law Senate Bill (SB) 1077,
which requires the State of California to design and implement a statewide pilot
program to study the implications of a road charge model no later than January
1, 2017.
Pursuant to SB 1077, the California Transportation Commission (CTC), in
conjunction with the California State Transportation Agency (CalSTA), has
established a 15-member TAC that will ultimately study all aspects of road
charging, with an emphasis on certain mandated considerations such as privacy,
data security and a host of technology implications.
11. California Road Charge Pilot Program
The California Road Charge Pilot Program is a multi-year endeavor that, at
its core, strives to engage the public in order to gain input and feedback.
Pilot volunteers will not pay any out-of-pocket costs, and no money will
be exchanged during the pilot.
