Whole Family Extension Approach
6. WFEA
To promote whole-family extension approaches and assess the
organisational uptake and their impact on smallholder farmers
Objective
What are the constraints and
opportunities for collaboration
amongst organizations with a role
(or potential role) in providing
extension services to smallholder
dairy and beef farmers?
What are the governance and
institutional arrangements for
agricultural extension related to
smallholder dairy and beef farming in
Pakistan?
What skills, knowledge, capacity
building and learning support is
required to integrate the WFEA
within the current dairy-beef value
chain in Pakistan?

8. Findings:
Multiple functions of extension
• Knowledge transfer and
education
• Provision of information &
technology
• Capacity building for
practice change
• Improving livelihoods
…in the case of Pakistan, the role of
extension worker is very important.
S/He is the tool who can educate our
poor communities to improve their
milk production. Improve the quality
of milk and ultimately improve their
income, so by improving their income
they can improve their lifestyle.
9. Findings:
Opportunities for the Pakistani extension system
Organisations sharing expertise,
knowledge and resources for
enhanced extension service
delivery
Utilising the influence of social
mobilisers, community leaders
and other change agents
Collaboration for capacity
building of extension staff
Collaboration for meeting
diverse needs of farmers
Engagement and empowerment
of women
I think every organisation has
its own expertise and we
need to synergise by working
with other people … So,
when we all work with each
other, it’s going to add to the
synergy of our main aim of
extension and development.
10. Findings:
Benefits of the WFEA so far
• Capacity building for extension
officers (men and women)
• Support for farm practice
change through farmer
capacity building
• Engagement of women farmers
11. Conclusion !!!
Organisations having both male and female
extension workers in the field are observing
greater impact and on-farm benefits to
smallholder dairy farmers and their families
Overcoming or working with traditional practice or values to create long-lasting attitudinal or practice change
(people mentioned approaches to animal disease treatment, gender roles, animal housing, milk storage)
Funding (consistency) and its impact on extension programs
Building capacity of extension officers (across all organisation types)
Building and maintaining trust within communities or villages
Outreach/spreading extension messages
Connecting research to farm practice and making best available knowledge accessible to farmers (men and women) so they can improve their production systems
Meeting diverse needs of farmers (and access to services in remote areas; access to services for women farmers). Accounting for different ecological zones, cultural practices, resource conditions etc
Supporting access to markets through collective bargaining and business development
And all of these challenges are within a context of uncertainty (related to climate change, worldwide resource pressures and food insecurity, policy change and globalised markets) as well as new technology development and communications.
Other quotes:
We should demonstrate it to the government organisations that our extension services can be better, and how it can be updated. We need to, with the help of academia and other supporting organisations, build their capacity and bring them back on track.
“One thing is people never transfer their practices to the advanced and improved practices. They always prefer to go with the conventional methods like they say our forefathers have been doing this and we’ll do this.”
We have undertaken a program of semi-structured interviews with members of the CoP in Pakistani Smallholder Dairy/Beef Extension in 2018. This is to help us better understand how the WFEA might be help extension organisations to meet their different goals and aspirations…
Thankyou very much to all the people who generously contributed their time and expertise to help us learn about the current challenges and opportunities for extension and how organisations with a role in extension view the potential for change and improvement, particularly through collaboration with others.
What we have found so far….respondents told us that they understand the multiple roles of extension..
This CoP is part of our research and we are very interested to hear from you about your ideas and insights into ways to improve the functioning of the Pakistani extension systems and how an approach like the WFEA can help with this…
