2. BELIZE
STATUS OF GHGI DEVELOPMENT
● Initial, 2NC and 3NC submitted in (September) 2002, (October) 2011 and (April)
2016 respectively.
● Sectors covered are Agriculture, LULUCF, Energy, Waste, Industrial Processes and
solvents
● 4NC and BUR project is currently being implemented: May 2017 to April 2021.
● (1)The project will aim to strenghten national Frameworks for BUR/NC, Develop
BUR and FNC and elaborate mitigation and adaptation impacts and actions.
● (2) A Mitigation Officer hired to coordinate NC/BUR: ‘Leads’ were identified in
each sector to form the GHGI team.
● (3) Trainings: IPCC 2006 guidelines and inventory requirements, emissions
sources, data collection for each sector, QA/QC, MRV
3. BELIZE
STATUS OF REDD+ DEVELOPMENT
● Belize R-PP was completed on March 4th, 2015 with support from GIZ, UN-REDD
and the FCPF.
● The R-PP is currently being implemented through World Bank- FCPF REDD+
readiness project.
● The REDD+ coordination unit being set up in National Climate Change Office:
REDD+ Director (chosen), Social Experts, Junior Technicians (should be hired
soon).
● Expected products: REDD+ Strategy, National Forest Reference Emission Level,
System for National Forest Monitoring and Information on Safeguards.
● Training: In the near term, technical officers will be trained to use the Open
Foris/Collect Earth Tool which will be used to develop activity data from 2000 to
2017 for the GHG Inventory and to prepare the Reference Emissions Level.
4. Belize
IDENTIFIED NEEDS AND AREAS OF SUPPORT
● Development of relevant institutional arrangements to
institutionalize/internalize the GHGI process for the continuous preparation of
national communications and biennial update reports:
● (1) Identifying constraints and gaps, and related financial, technical and capacity
requirements.
● (2)Developing an institutional framework for the GHGI system that is effective
and efficient. Belize is interested in North-South and South-South cooperation
which can help us to learn of and adopt an effective institutional framework.
● (3) Development of institutional mechanisms (SOPs, MOUs and arrangements
established for preparing the national GHG inventory) within the main
institutions and sectors (agriculture, LULUCF, energy, industrial processes and
wastes).
● Capacity building and technical assistance for the development of a strong
national Measurement and Reporting system to meet Verification protocols (ICA
or others).
5. Belize
IDENTIFIED NEEDS AND AREAS OF SUPPORT
● Building technical capacities for modelling, analyzing and projecting GHG
emissions to have a strong QA/QC system.
● Technical assistance in developing reference emissions levels and MRV for
REDD+. This will help us to properly define the REDD+ strategy.
● Technical assistance to ensure that the information contained in the forest
reference level and the GHGI system are coordinated with each other.
NEXT STEPS
• Mitigation Officer needs assistance in developing institutional frameworks and
associated mechanisms to institutionalize GHGI process.
• Communication to be made with RRR+ project team to discuss needs,
timeline/workplan and type of assistance to be provided relating to GHGI system.
• Other means of support relating to the development of forest reference levels
and REDD+ strategy to be discussed.
