economically viable (Forex gap)
• Potential for RE is very high
• LCD pathway is drafted in SL

6. LCD Policy Goal of Sri Lanka
By 2035 - 40% Demand reduction from BAU
and the balance 60% to be replaced by RE

7. Policy Objectives
1. To manage the business as usual un-curtailed
demand growth, and thereby reducing demand by
40% (avoidance, efficiency, lifestyle changes)
without compromising the comfort of the general
public.
2. To increase the supply of renewable energy to fully
meet the demand thus reduced.
3. To establish an enabling environment for
sustainable lifestyles.
4. To establish an integrated coordinating/functional
mechanism for achieving the above objectives.

8. Strategies
1. Subsidies to all forms of fossil fuels to be diverted
to energy efficiency and renewable energy
technologies by 2016
2. 30% modal shift of transport from private to
public will be realized by 2020 by strengthening the
public transport sector.
3. Provide long-term concessionary lending for
renewable energy technologies & energy efficiency
technologies
4. Create an enabling environment for the general
public to use energy efficiently and to tap
sustainable energy resources in their surroundings.

– Regulating and strengthening public transport
system
– Town and country planning for transport
demand reduction
– Providing facilities for Non-Motorised Transport
– Electrification of railways
– Infrastructure for electric vehicles use
– Development of the bio-fuels industry

Industrial and commercial - Thermal
– Recognize biomass as the most promising short and
medium term alterative to fossil oil for industrial
thermal requirement
– Zoning of Industrial estates considering biomass
availability for combined cooling, heating, and
power (CCHP): Tri-generation
– Modernizing the biomass applications of industry
for improved efficiency Phasing out energy
intensive industries if those industries are based on
imported raw materials
– Wider use of modern Solar drying technologies for
reducing post-harvest losses
– Mainstreaming wind driven water pumps use for
agriculture

for the renewable energy power plants

for providing firm energy from non-dispatchable
renewable energy sources

from renewable energy power plant

mechanism and combine social forestry
programs with energy plantations
