2. Employment History
My duties as Fire Chief included, but were not limited to, the following:
* Identify corrective actions needed to bring properties into compliance with applicable fire codes and
ordinances and conduct follow-up inspections to see if corrective actions have been taken.
* Assign firefighters to jobs at strategic locations to facilitate rescue of persons and maximize application of
extinguishing agents.
* Provide emergency medical services as required, and perform light to heavy rescue functions at emergencies.
* Assess nature and extent of fire, condition of building, danger to adjacent buildings, and water supply status to
determine crew or company requirements.
* Instruct and drill fire department personnel in assigned duties, including firefighting, medical care, hazardous
materials response, fire prevention, and related subjects.
* Evaluate the performance of assigned firefighting personnel.
* Direct the training of firefighters, assigning of instructors to training classes, and providing of supervisors
with reports on training progress and status.
* Prepare activity reports listing fire call locations, actions taken, fire types and probable causes, damage
estimates, and situation dispositions.
* Attend in-service training classes to remain current in knowledge of codes, laws, ordinances, and regulations.
* Evaluate fire station procedures to ensure efficiency and enforcement of departmental regulations.
* Direct firefighters in station maintenance duties, and participate in these duties.
* Compile and maintain equipment and personnel records, including accident reports.
* Direct investigation of cases of suspected arson, hazards, and false alarms and submit reports outlining
findings.
* Recommend personnel actions related to disciplinary procedures, performance, leaves of absence, and
grievances.
* Write and submit proposals for repair, modification, or replacement of firefighting equipment.
* Coordinate the distribution of fire prevention promotional materials.
My duties as Emergency Management Coordinator included, but were not limited to, the following:
* Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that
could affect response efforts and details of plan implementation.
* Prepare plans that outline operating procedures to be used in response to disasters or emergencies, such as
hurricanes, nuclear accidents, and terrorist attacks, and in recovery from these events.
* Propose alteration of emergency response procedures based on regulatory changes, technological changes, or
knowledge gained from outcomes of previous emergency situations.
* Maintain and update all resource materials associated with emergency preparedness plans.
* Coordinate disaster response or crisis management activities, such as ordering evacuations, opening public
shelters, and implementing special needs plans and programs.
* Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan
development, response effort coordination, and exchanges of personnel and equipment.
* Keep informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere
to these regulations.
* Prepare emergency situation status reports that describe response and recovery efforts, needs, and preliminary
damage assessments.
* Design and administer emergency or disaster preparedness training courses that teach people how to
effectively respond to major emergencies and disasters.
3. * Inspect facilities and equipment, such as emergency management centers and communications equipment, to
determine their operational and functional capabilities in emergency situations.
* Consult with officials of local and area governments, schools, hospitals, and other institutions to determine
their needs and capabilities in the event of a natural disaster or other emergency.
* Develop and perform tests and evaluations of emergency management plans in accordance with state and
federal regulations.
* Attend meetings, conferences, and workshops related to emergency management to learn new information and
to develop working relationships with other emergency management specialists.
* Collaborate with other officials to prepare and analyze damage assessments following disasters or
emergencies.
* Develop instructional materials for the public and make presentations to citizens' groups to provide
information on emergency plans and their implementation process.
* Train local groups in the preparation of long-term plans that are compatible with federal and state plans.

of such grants.

decontamination.

Cleveland Fire Department - Cleveland, Texas
In my position as Fire Chief/EMC with the City of Cleveland, I was responsible for administration,
management, and supervision of forty-five (45) paid and volunteer personnel in providing fire suppression, first
responder EMS, fire inspection, investigation, and public fire education programs. I was also responsible for all
activities related to Emergency Management within our city ensuring our program was up to date, in
compliance, and on file with the Texas Department of Emergency Management and FEMA.

Smith County Emergency Services District #2 - Tyler, Texas
In my position as Director of Operations I oversaw all the operations of ten (10) volunteer fire departments who
contracted with the District to provide fire protection and First Responder EMS. I oversaw the maintenance of
twenty (20) fire stations along fifty (50) pieces of apparatus with associated equipment, I oversaw the personnel
management of approximately 325 part-time paid and volunteer fire fighting personnel. I was also in charge of
all financial management of the 4.5 million dollar District budget.
Fire Chief/EMC
July 2008 to June 2012
Commerce Fire Department – Commerce, Texas
In my position as Fire Chief/EMC with the City of Commerce, I was responsible for administration,
4. management, and supervision of twelve (12) full-time, twelve (12) part-time, and six (6) paid-on-call
personnel in providing fire suppression, first responder EMS, fire inspection, investigation, and public fire
education programs.
One highlight from my tenure was applying for and receiving funding in the amount of $752,500.00 through
the AFG-SAFER Grant program in 2011 for the recruitment and retention of volunteer firefighters. I have also
applied for and received grant funding to purchase new structural and wildland protective clothing for all our
firefighters, purchase two sets of vehicle extrication equipment (the department did not have this type of
equipment when I arrived), purchase a new breathing air compressor, air storage and fill station for our scba
bottles, and purchase a scba mask fit tester which allowed our department, for the first time, to implement a
respiratory protection program in accordance with NFPA Standards.
Deputy Chief of Training
December 2005 to July 2008
Southern Stone County Fire Protection District – Branson West, Missouri
During my tenure with the Southern Stone County Fire Protection District I established an ongoing training
program where all new members of the District were trained to the level of Basic Firefighter, EMS First
Responder, and completed their NIMS 100 and 700 courses within their first six months of membership.
I worked with the Missouri Bureau of EMS to complete the requirements for and receive EMS Training Entity
Accreditation for our District and we began conducting EMT-Basic courses in house for the first time in District
history. I established a District wide training program where all stations instructed the same basic level fire skill
drill each month as well as an on-line EMS continuing education program to keep members
consistent in their level of service and safety. I designed an Officer Development Training Program in our
District to provide our company officers with the necessary education, training, and skills to effectively
administrate their stations and manage their personnel safely. I believe in offering aggressive training programs
to enhance our firefighter’s level of knowledge and skill to increase their level of confidence in their abilities.
I was in charge of budgeting for and overseeing the Districts personnel protective clothing and equipment, all
equipment carried on our apparatus, all SCBA's, and our two air cascade systems. As the District grant
administrator, we applied for and our District received $373,500.00 from the DHS Assistance to Firefighters
Grant Program to replace and upgrade our entire communications system.
Emergency Medical Technician
April 2004 to November 2005
East Texas Medical Center EMS – Tyler, Texas
While employed I performed the following duties:
* Administer first-aid treatment and life-support care to sick or injured persons in prehospital setting.
* Operate equipment such as electrocardiograms (EKGs), external defibrillators and bag-valve mask
resuscitators in advanced life-support environments.
* Assess nature and extent of illness or injury to establish and prioritize medical procedures.
* Maintain vehicles and medical and communication equipment, and replenish first-aid equipment and supplies.
* Observe, record, and report to physician the patient's condition or injury, the treatment provided, and reactions
to drugs and treatment.
* Perform emergency diagnostic and treatment procedures, such as stomach suction, airway management or
heart monitoring, during ambulance ride.
* Comfort and reassure patients.
* Coordinate work with other emergency medical team members and police and fire department personnel.
* Communicate with dispatchers and treatment center personnel to provide information about situation, to
arrange reception of victims, and to receive instructions for further treatment.
5. * Immobilize patient for placement on stretcher and ambulance transport, using backboard or other spinal
immobilization device.
* Decontaminate ambulance interior following treatment of patient with infectious disease and report case to
proper authorities.
* Drive mobile intensive care unit to specified location, following instructions from emergency medical
dispatcher.
* Coordinate with treatment center personnel to obtain patients' vital statistics and medical history, to determine
the circumstances of the emergency, and to administer emergency treatment.
* Attend training classes to maintain certification licensure, keep abreast of new developments in the field, or
maintain existing knowledge.

July 2000 to March 2004
Canton Fire Department – Canton, Texas
As the first paid Fire Chief/Emergency Management Coordinator with the City of Canton I developed policies
and procedures that greatly improved operational efficiency and firefighter safety. I prepared annual budgets for
operations and kept expenditures within two percent of my projections each year. I implemented a cost recovery
program that, during the first eighteen months, recovered approximately $36,000.00 from nonresidents
requiring department services. Through aggressive research I was able to apply for and receive approximately
$300,000.00 from various grants and alternative funding sources that upgraded equipment and services. These
improvements resulted in lowering the ISO rating from a six to a four within a two-year period. This lower
rating reduced our resident's property insurance premiums by twenty percent.
As Chief of our department I was able, through alternative funding sources, to upgraded our fleet by purchasing
two engines, two brush trucks, one rescue truck, a ladder truck, a mobile communications/command vehicle,
built a tanker truck, built a mobile air supply trailer, acquired new protective clothing for all our members, and
twelve new breathing apparatus all at no cost to the city. All of these improvements were accomplished by my
having a close working relationship with the members of the department and the city administration, which I
believed was imperative, to have their input on important decisions for the future of our fire department.
Volunteer Experience
Emergency Management Coordinator –
February 2002 to November 2005
Van Zandt County, Texas
As the Emergency Management Coordinator for Van Zandt County I updated and received approval of our
Emergency Management Plan and Annexes from the State of Texas. The county as well as six other cities in the
county adopted and currently use this plan and annexes for emergency incident responses. This plan was
utilized during the county's response to receiving several thousand evacuees during the hurricane Katrina and
Rita evacuations. As EMC, I applied for and received $176,000.00 in funding through various grants to
purchase HazMat, WMD, mass casualty equipment, twenty sets of body armor for the Sheriff's Department, and
to replace and upgrade all of a neighboring city's communications equipment.

• I have completed over 2000 hours of training in the fire, EMS, and Emergency Management fields that I
have received through various local, state, and federal training schools and conferences.
My instructor experience spans thirty years and I have served on the advisory committees of and instructed in
several fire and EMS training programs. I have served as a guest instructor at the Annual Municipal Fire
Training School at Texas A&M University for the past twenty-six years. I have instructed EMT-B and ECA
courses for the Texas Engineering Extension Service (TEEX) and Trinity Valley Community College. I have
also served as a guest instructor at various training sessions and courses throughout Texas. I have completed
courses at the National Fire Academy in fire department management and administration, community fire
protection, fire service master planning, instructional course design, and training program management.
I have completed all the DHS required NIMS Incident Management training courses, the All Hazards
Incident Management Training program, the Train-the-Trainer for ICS 300 and ICS 400 courses, and the
Emergency Management Institute Professional Development Series training program. In 2009 I successfully
completed the educational requirements for and received certification as Basic EMS Coordinator with the
Texas Department of State Health Services. I also served on the Governors EMS and Trauma Advisory
Council, EMS Committee from 2009 until 2011.
I believe it is imperative to build strong working relationships with each city department, county, state, and
federal agencies, as well as civic organizations to provide the highest level of service and quality of life to the
community while ensuring the greatest degree of safety for personnel. For the past forty (40) years of my life I
have been serving others and I have the necessary ability to successfully become a productive member of an
organizational management team. With my grant writing knowledge and abilities, I believe I can identify
outside funding sources and obtain funding to improve organizational operations and safety.
As my career background indicates, I have the tenacity to get the job done in an efficient, timely, and
financially responsible manner.
I am a Christian and consider myself to be of good moral character. I conduct my affairs in a professional and

manner. After completing the educational requirements of and receiving an Associates of Applied Science in
Fire Science, I believe that God is directing me on a new and greater path to make the best possible use of my
