Ms. Vanessa Ko
Fung Associates, Inc.
1833 Kalakaua Avenue Suite 1008
Honolulu, HI 96815
Dear Ms. Ko,
Thank you for the opportunity to provide a proposal to Fung & Associates and the Hawaii Army
Corps of Engineers to conduct restoration testing on the Trani Limestone tablets at the Courts
of the Missing.
The following pages detail the process we’ll employ to test the removal of iron stains and white
residue on tablet surfaces, as well as chronicle background information on company and those
assigned to this project.
By way of effective testing and thorough documentation, we are confident in our ability to
demonstrate our restoration process to successfully achieve the desired goals.
From our original involvement more than 15 years ago to now, we’ve remained passionate
about reviving this most hallowed memorial honoring the men and women who gave their
lives during wartimes.
We welcome any questions you may have and look forward to getting started on this most
important and revered project.
Kindest Regards,
Barry S. Feinman

SCOPE OF WORK / OBJECTIVE
Conduct testing to remove iron stain and white residue on the Trani limestone tablets at the
Courts of the Missing, located within the National Memorial Cemetery of the Pacific at
Punchbowl.
The desired result shall be such that after removal of the iron stains and white residue the area
of work shall match / blend with the respective tablet surface.
After conducting tests, provide a well documented report on the actual procedure and results.
PROPOSED METHODOLOGY
The following describes our proposed methodology to conduct testing to clean and restore
isolated portions of the Trani limestone tablets at the Courts of the Missing, particularly
addressing areas with iron stains and white residue.
We will use only the most earth-friendly processes and benign chemistries available. Testing
will consist of the development and application of safe and effective means to remove paint,
extract iron and stain white residue buildup from the limestone surfaces.
Our main goal is to demonstrate our ability to effectively clean and restore one of our nation’s
most revered and commemorative landmarks, the Courts of the Missing.
Our protocol for field testing is detailed in four steps:
STEP 1: STRIPPING LIMESTONE SURFACE OF EXISTING PAINT LAYERS
This first critical step of cleaning and restoration requires complete removal of paint particles
from the pores of the limestone to allow penetration of the biodegradable cleaners in Step 2.
This is done as follows:
a) Several proprietary formulations will be applied to specific treatment areas to ascertain
the most effective, expeditious and safe means to remove paint from the existing
recessed stone surfaces;
b) We will compare our proprietary formulations to other safe proven methods such as
Motzenbacker's Lift-Off™ and Soy-Gel™, the latter being an American-grown soy bio-
based paint stripper;
c) Chemicals will be applied by roller brush and paint brush to gain optimum coverage and
control of broadcast;
4. Request for Proposal Restoration ArTechs

d) Chemicals will be allowed to dwell per manufacturer specifications or visible result of
activity;
e) Lifted paint will be removed with plastic or wood scrapers so as not to damage
limestone surfaces;
f) A high pressure water cleaning system (>1200 psi) will be used to remove debris from
inside letters and recesses;
g) Heat from a hot air gun may be tested as a facilitator for break down of paint particles
in conjunction with chemical use mentioned;
h) Assess and document results.
STEP 2: Removal of Iron Stains & White Residue on Limestone Tablets
This portion of field testing follows the proven process Restoration ArTechs applied more than
15 years ago at the Courts of the Missing under the auspice of General Brown, at which time we
were invited by the American Battle Monuments Commission under the request and authority
of Colonel Brown.
This portion of testing utilizes two techniques:
Technique 1: Poultice Application & Assessment
a) Application of a manufacture-proprietary poultice to the surface to be cleaned. This
poultice “mud-pack” by its very nature creates an exothermic reaction to open the Trani
limestone pores and extract the stained particles;
b) Wrap and seal the poultice under plastic to retain surface moisture, reduce air contact
and assure chemical effectiveness;
c) Allow pack to dry and set. Check and repeat as necessary;
d) Record results and document for effectiveness and time requirement.
Technique 2: Application of Safe Buffered Acid Cleaner
a) Directly apply manufacture-proprietary formulation of safe buffered acid cleaner to
testing area, of which the acid cleaner has been used on hundreds of project surfaces
over past 20 years with no negative effects to marble or limestone;
b) Apply acid over surface stains using a soft cotton towel to support the chemical action
and to concentrate the acids to needed areas;
c) Neutralize the acid treatment with a baking soda and water solution.
d) Evaluate and document results for effectiveness and time requirement.

STEP 3: Application of Breathable Surface Sealer
a) Clean and apply a proprietary-breathable stone surface sealer to restored limestone
tablets and evaluate effectiveness. This breathable sealer allows limestone to expand
and contract while creating a protective permeable shield against moisture and
pollutants;
b) Apply sealer with a medium nap roller and brush to reduce waste, and to best control
coverage and dripping.
c) Record results and evaluate for effectiveness and time requirement.
STEP 4: Documentation and Followup On-site Assessment
Investigate tested area no less than two weeks after completion of testing to assess
effectiveness of cleaning and restoration process; include results in final well-documented
report
Summary:
The goal and anticipated result of conducting tests is the 100% removal of visible iron stains
and white residue while providing an effective measure against future discoloration.
Since coring samples reveal stain is topical, we are confident stains will be extracted in their
entirety. Testing will support our overall evaluation, framework and time requirements to scale
the larger project of restoring all affected areas within the Courts of the Missing.
Example of Previous Work:
In 1999, we removed iron staining from sprinkler irrigation on the Carrara Marble Sacred Heart
Statue at the Holy Cross Catholic Cemetery, Culver City, CA.

Arturo Jaimes Olmos
Expert Stone Restoration Specialist
California State Contractors License est. 1989
As a marble, limestone and travertine restoration expert, Arturo Jaimes Olmos has been a life
long student of stone fabrication and restoration.
Since the age of eight and working alongside his grandfather, Arturo learned old world
traditions and craftsmanship of cutting and polishing marble from Europeans experts with
established European businesses in Los Angeles, CA.
Through the years, Arturo has seen the damage natural stone suffers from the elements and
pollution. His observations on how natural stone deteriorates prompted the creation of his
proprietary cleaning formula to restore stone surfaces, remove stains and return stones to their
original condition.
Over the span of his lengthy career, Arturo has made significant strides in the discovery of
specialized and proprietary cleaners, sealers, surface treatments and epoxies for banks,
universities, churches, government houses, museums, hotels to name a few.
Arturo has designed and fabricated significant stone
sculptors at premier homes throughout California. He
was also commissioned by several private collectors to
free sculpt directly from Carrara Marble blocks on-sight
at the collectors’ homes.
Currently, Arturo is has been approached by
U.N.E.S.C.O. to be their field restoration expert and
consultant for United Nations buildings worldwide.
Arturo also owns and leases a marble quarry outside of
Mexico City which exports throughout the country.
For more than twenty years, Barry and Arturo have
collaborated on special projects including terrazzo,
travertine, marble, limestone, stainless steel and
bronze surfaces. Some of Arturo’s most notable
contributions to stone restoration are represented in
his portfolio beginning on page 12.
