5. Fiscal Policies and Procedures
• Federal portion of the living allowance, FICA and
Worker’s Compensation is provided by The Corporation
for National and Community Service.
• Match portion of the living allowance, FICA and
Worker’s Compensation is provided by the sub-grantee.
• Federal funds may not be used towards the match
portion.

• Sub-award allocation reflects the Federal portion of
the Member’s living allowance, FICA, and Worker’s
Compensation.
• Sub-award Agreement from The College of New
Jersey sent in late August or early September.
• 75% of sub-award released at the start of the grant
year.
• Balance of sub-award released when Members exit.

12. Living Allowance
• Living allowance must be paid in equal
increments ($16,000/26 pay periods = $615.38
per pay period).
• Amount should not fluctuate based on the
number of hours served unless the Member is
suspended. Pro-rated stipend during suspension.
• Can be withheld if the Member does not turn
in hour logs by the deadline.
• Cannot be distributed if the Member exits
the program before his/her agreed upon end
date.

13. Living Allowance & Taxes
• Applicable federal and state taxes, including
FICA, MUST be withheld.
• Unemployment taxes, NJ Family Medical Leave
and NJ disability taxes MUST NOT be
withheld. Members are not eligible for these
benefits.
