Imagine you, a fan of video game, passing the following situation: You'll learn
the launch of an online game which was very glorious by the media and fairly
reviewed at the school. Fissuratum, you access the Internet to try to play the
hottest game of the moment and discovers that it needs to pay a monthly fee of
30 reais. Nearly complete 16 years, you study part time and barely have money
to pay for a snack for the new girlfriend. Call your friends close and is knowing
that nobody had money to make such a signature of megagame who goes
bomb at Internet. Son of whom receive scholarship family to keep him in school,
the young assesses the possibilities living in a satellite city of Brasilia. You know
you can find a pirated copy hawk in the corner to play offline. But you know, to
hear that the same is nice play on the network in real time. Think about the
options it has on hand and remember that a colleague's room, which does
nothing that tells the teacher, becomes a hacker after school. Suddenly, without
much strength, drop in your lap, almost of "grace", or the fair price should be
charged, login and password to access the game more coveted by nine young
people between 10 to his age. Do not think twice, tests the password and, at a
glance, a world outside their open as if by magic on a pass in front of the
computer screen in the only existing lan house in the neighborhood. Stories like
this are more common than you might imagine. Sweep the world especially
those who do not have access even to "universal service", considered essential
in the life of any person, such as health, education, electricity and drinking
water. The telecommunications services are also in this hall, which in less
developed economies the most used expression is "universal access to
essential services." But nobody seems to matter much with it, mainly to Anatel,
that agency created in 1997 to regulate the industry and Is supposed to protect
consumers. But that is not what we see in practice. Across the world, the
European Union begins to discuss the issue. Last week, the government of

France asked the telecom operators to offer services that go broadband
charging a maximum of 35 euros per month, or just over 100 reais, a figure still
too high for Brazilian standards. However, the proposal makes France the first
European Union country to effectively intervene in the provision of internet
connection to broadband. Despite the initiative of the French government,
companies, in fact, both here when outside, not yet fully implemented the so-
called tripod of digital convergence, which provides for the convergence of
media, technology and cost. For business issues, Telecom is the interest so far,
for convenience, to implement only the first two bases of the tripod, leaving
aside the costs of convergence, there is God knows until when. Neither the
concept of signature triple-play (internet access, TV cable and telephony
services) fall completely on the idea of full convergence of costs, since the
standard package sold yet does not provide unrestricted access to content,
perhaps, access to games with online subscription Regarding services offered
in Europe , The difference in the quality of content and Internet access. There is
already a consensus among the bloc countries on the inclusion of broadband
services in universal. By then, a provider of universal services can receive aid in
exchange for the guarantee of that certain basic needs of citizens will be met in
areas where these companies see no potential to generate profit. Over here,
boys who live inside or outside the reality of those who live in satellite cities of
Brasilia want the same treatment, or that not enough away near the dream of
Biafra, from Icarus and Galileo.

Do outro lado do mundo, a
União Européia começa a discutir o problema.
Contudo, a proposta
