Representing 25,000 property owners and agents in New York
City, RSA is the city’s largest trade association dedicated to
supporting the residential housing industry. Recently, RSA
succeeded in its effort to fight an increase in water rates for
property. The increase was proposed by the New York City
Water Board and would have involved a 2.1 percent increase
in water for owners of apartment buildings, condos, and co-
ops.
3. This rate hike would be used to provide owners of one-
to three-family homes with a one-time bill credit of
$183 for their water costs.
Alongside three landlords, RSA sued the Water Board,
claiming that voting for the one-time credit had no
economic basis and was, instead, made with the
specific purpose of promoting the political agenda of
Mayor Bill de Blasio (as the Water Board is run largely
by mayoral appointees). Judge Carol Edmead of the
New York State Supreme Court agreed with RSA’s
claims and ruled that the Water Board could not
increase rates for the purpose of funding credits.
