• States are independent, suvierenity is “holy”
• Agreements builds up on negotiations (and are voluntary)
• Multinational / Bilateral discussion takes time,
negotiations / slow processes

• Independent Governments decides about targets, priorities in
the respective MSP
• Plans are/will be adopted by national parliaments/government
• Different status on plans/different legal system
• Bilateral or multilateral governmental agreements will be
required if MSP will be coherent
