compensation. From the 2003 reform legislation
through the regulatory revisions of 2004, and
continuing with the recent privatization of workers’
compensation insurance, the legal landscape for
employers, insurers and third-party administrators
has changed dramatically.
Because of these changes, it is critical to have legal

ratemaking procedures, treatment guidelines and
medical disability determinations.
