The Afghanistan Country Stability Picture (ACSP) is the
  first and only comprehensive database available
  providing countrywide situational awareness of Provincial
  Reconstruction Teams (PRT), Government of Islamic
  Republic of Afghanistan (GIRoA) and International
  Community (IC) Reconstruction and Development (R&D)
  Activities. The purpose of this overview is to align these
  activities to the GIRoA strategic programs (i.e. the
  Afghanistan National Development Strategy) and to
  analyse their impacts at the strategic, operational and
  tactical level.

  1. (U) Hello and welcome to the Afghan Country Stability Picture, aka ACSP, briefing.
  2. (U) This presentation will begin with a short history of the ACSP concept, how it evolved and changed over time, and will end with our current activities.
  3. (U) The history of the ACSP is a long one – it is not only the name of our Desk but it is also a concept having its roots in the idea of “Enhanced Civil-Military Cooperation Support”, also known as CIMIC, for our current Afghanistan Mission.
  4. (U) According to the open source internet web site Wikipedia, Civilian-Military Co-operation activities began as lessons learned from NATO operations in Bosnia and Kosovo. It “…is the military function through which a commander links to civilian agencies active in the theatre of operations”.
  5. (U) As part of lessons learned, the Afghanistan Country Stability Picture (ACSP) was initiated by the International Security Assistance Force (ISAF) to develop and maintain a comprehensive geographical database of reconstruction and development activities across Afghanistan. Under the heading “Additional Information” the Wiki describes three additional CIMIC programs: the Civil Military Overview (CMO) / Civil Military Fusion Centre CFC), the CECIL, Coordinated Effect Based CIMIC Information Link, AND the Afghan Country Stability Picture. All of these efforts represent the creation of a shared situational awareness.
  6. (U) The database began as a Microsoft Access database distributed to strategic partners to COLLECT reconstruction and development data. It was supported by a much larger team of people and was INTEGRATED into the outreach activities by training and technical support. The Microsoft Access database provided a center of COORDINATIN G activities that brought together the interests of various commands, agencies, and GIRoA organizations across Afghanistan. The ACSP reached 140 data sources in a 5-years period. It summoned more then 100,000 projects and covered all aspects of Reconstruction and Development. (U) The ACSP initiative was acknowledged by various organizations that used the reconstruction and development data to create products such as Development Analysis, Stability Evaluation Reports, and Intelligence Reports. Some of those organizations include: the Afghanistan Research and Evaluation Unit (AREU). An independent research institution based in Kabul whose mission is to inform and influence policy and practice by conducting high-quality, policy-relevant research. This example is seen in this slide.

(U) … the Defense Intelligence Agency is another organization This example includes describing a lack of reporting in the ACSP Database by USAID, and it concludes this resulted in inconsistent funding allocations, effected project progress, and project schedules suffered. This report is dated 2009, released in 2010.
  8. (U) Various national agencies also referenced the ACSP. This example from the Netherlands is entitled: “MEASURING PROGRESS IN RECONSTRUCTING AFGHANISTAN”. It also contains the idea of a a wider framework capable of gauging stability and prosperity in a post-conflict environment. This is dated 2010
  9. (U) ESRI – Creator of GIS software solutions – included the ACSP geographic web portal as an item in their regular “DEFENSE” publication. It references the portal effort of 2007 under the heading of Command and Control and Mission Planning. The benefits it describes are: a consolidated picture of all reconstruction and development projects, complex spatial queries that are transparent to users, and ease of use for non-GIS experts.
  10. (U) And – as an oddity, if you search Google using the “Afghan Country Stability Picture” as a phrase approximately 1600 results are returned. This shows the extent of the ACSP efforts in the open source community and also how the idea of sharing project and reconstruction information has been received well beyond our immediate vicinity.
  11. (U) The ACSP database was used to support Afghanistan Mission Development from the beginning and was integrated into the planning process for future operation. This example shows a NATO/ISAF Desk Note of the Economic Impact of Transition.
  12. (U) As time progressed, the previously mentioned GIS “web portal” was developed that supported the Afghan Country Stability Picture. It was described as a “Google Earth” type interface, based on the ESRI GIS server and was previously mentioned in the History of the ACSP as part of volume 4 of the Annual ESRI defense Publication. (U) This made the information more widely available and presented an attractive interface to all interested parties. However, these examples of previous database management and data sharing activities are now distributed across the International Security Assistance Force and reside as activities in a multitude of decentralized efforts.
  13. (U) ACSP products use to be distributed as a DVD but now have evolved into the backbone of “Nation Building” concepts. As an interesting note - I fist arrived here in Afghanistan at the Corps of Engineers North District - my National Support Element. As I walked through the compound I noticed a GIS Lab that I later decided to pay a visit to. As I discussed the ACSP and mutual data mining efforts, I mentioned the DVD – immediately, one of the individuals left the room and came back with an original ACSP DVD. My fellow Corps of Engineers team members were excited about reviving a mutual data effort. An effort that sounded more like a Technical Working group where people shared not only their data but also their technical expertise.

(U) TO SUMMARIZE: The ACSP concept “WAS and STILL IS” to align civil and military reconstruction and development activities through database development for the analysis of impacts on strategic, operational, and tactical operations and programs. This is a pure CIMIC activity in its historical form “ENHANCED” with IT development.
  15. (U) Our desk evolved from a ten person Section at the STRATEGIC level (ISAF HQ) to a four people Desk at the OPERATIONAL level - inside the ISAF Joint Command (IJC). Recent personnel changes include the replacement of the Deputy/GIS Outreach Coordinator with a Technical Advisor; the team now consist of a Geo Specialist, a Technical Advisor, a Database Manager, and a CIMIC operator, who is the Section’s Chief.
  16. (U) Our mission has two major components : Gathering data and Disseminating Reconstruction and Development Information. Our success is based on three major activities that influence the success of each of the others: Data Management, Product Management, and Outreach Activities. (U) Data Management includes developing an effective internal reporting process (data focused) with Regional Commands and Provincial Reconstruction Teams AND collecting data from outside sources. Product Management is based on the Requests for Information process with additional requests that can come from outside sources. AND (U) Outreach Activities that include coordinating with Cross Functional Teams and approaching external agencies to coordinate data exchange and validation.

(U) Internal activities include engaging Regional Commands and Provincial Reconstruction Teams as data providers and customers, managing project submittal workflow through CIDNE interface design, and coordinating reporting system improvements. Training and product outputs are a CIDNE support function but are also integrated into the Afghan Country Stability Picture Product development and outreach activities. Our coordinating efforts are based on our technical experience and feedback from system users.
  18. (U) Our data management mission is complex and covers CLASSIFIED and UNCLASSIFIED systems that puts an emphasis on coordinating efforts. One of our most anticipated results of our coordination efforts is the CIDNE release of the “Project Tracker Form NonCERP” expected 15 th of October 2012. In preparation of this event we have updated contact information for our Regional Commands and Province Reconstruction Teams to make the change-over easier. The expected benefits include easy data entry for end users resulting in increased data flow and quality. This new form will also be replicated on the INDURE UNCLASSIFIED system that is used for external customers.
  19. (U) Other data management activities include development of Dashboards that link Project Reconstruction and Development CIDNE “Outputs” directly to the end users. Coordinating data ingests from past efforts: one source was a Provincial Reconstruction Team effort, while another is the Ministry of Rural Rehabilitation and Development. We have also begun efforts to contact end users and solicit feedback and suggestions on data quality issues. (U) Data quality is based on the fields needed to produce quality Reconstruction and Development products. Recent efforts to analyze data quality categorize the necessary fields as descriptive, category types, cost fields, administrative status and location. The total number of fields necessary to produce a comprehensive analytical data product are twenty five . Every field left empty increases the amount of effort needed to produce products and in addition can reduce the amount of viable records in the database.
  20. (U) The process of developing a new “Project Tracker Form NonCERP” in CIDNE represents how integrated these data management activities are in the IJC. There are many systems being designed to collect and query data and it is imperative that ALL the projects from ALL the funding sources have the ability to be included. (U) If NOT then the products suffer and the reconstruction and development picture of Afghanistan through the International Security Assistance Force structure is incomplete. (U) The current ‘Project Tracker form OTHER’ is available in CIDNE (under Create Report->Transition-> Project Tracker form – OTHER) and is depicted on the left on the slide: (U) The “NEW Form”, as depicted on the right side of the screen, was developed after detailed analysis of the current reported data, intensive efforts of coordination with the PRTs as the end users and primary data sources, and close cooperation with the CIDNE team. This processes extended well over a year period and included close coordination with CIDNE and the CCRMB, CIDNE Change Requirement Management Board.
  21. (U) Another recent achievement is the ability to manage the data access requests of the UNCLASSIFIED community in INDURE. This begins at the invitation stage and continues all the way through the process of assigning the appropriate permissions. Efforts are being made to increase the number of contributing users to this system by developing automated Cross Domain Solutions making the collected data available to the military (SECRET) network community.
  22. (U) One of our Major Ongoing Product efforts is a geospatial database system that collects and compares the various names and locations of villages. It pulls together Village names and locations from four major sources included in our outreach efforts: the United Nations, Ministry of Rural Rehabilitation and Development, the ISAF gazetteer, and the available base raster mapping. (U) Along with this type of data validation comes the benefit of integrating other data sources that use place names as their primary location. It is our goal is to integrate this product into organizational efforts across the country. (U) Also, concurrent with the “Village Name” effort is the “The Ultimate Schools List”. The schools list uses village names as locations and as the “Village Names” are identified so are the locations of the schools. This will provide a clear picture of education infrastructure and assist in the development of strategies that maintain the education sector. (U) These are expected to be ongoing and updated as new data becomes available.

(U) External data mining activities are vital to providing an accurate Reconstruction and Development Stability Picture and these activities are occurring in Cross Functional Teams within the command and higher level working groups. Our external efforts mirror internal ones but are distributed over a different community of data providers and users. This outreach continues to coordinate data exchange and technical support activities.
  24. (U) An Outreach Activities database has been developed for the purpose of organizing and tracking a more distributed outreach effort. This allows for the addition of creating working groups and leveraging other outreach activities in the command. Internal POCs have been updated and efforts have been made to increase coordination activities within the Cross Functional Teams. A recent example includes emailing the individuals in the INDURE/PiX system to solicit feedback on issues and improvements. (U) The development of the Database for Outreach Activities has focused on: Historical/New Contacts, Email addresses and verification, cooperation with other offices in the outreach effort, scaling up our agenda to match other Cross Functional Team activities, finding new data sources, maintaining contact information and working relations with Regional Commands and Provincial Reconstruction Teams, and maintaining contact with INDURE users.
  25. (U) Short of changing our Mission – the ACSP is still focused on the remaining pieces of the original concept. All the elements are here but due to the distributed nature of our IT environment more people are INVOLVED in forming the Afghan Country Stability Picture. We would like to begin the efforts of identifying “THE PILLARS” of our organization that holdup and build the ACSP. Using our business model as the dynamic example: Data Management, Product Management and Outreach Activities – we would like to align outreach activities NOW!

(U) As part of our Desks efforts to increase participation in the IJC internal processes, we are looking to integrate our capabilities into the analysis activities that are performed on a regular basis. Our skills can be summarized as database management, Office Application Programming, and Geospatial Analysis capabilities. (U) Examples include: (U) TECHNICAL ANALYSIS such as Data evaluation and corrections; along with Geospatial Evaluations. (U) INTEL PRODUCT Support for Maps, Charts;, Graphs; and Reconstruction and Development Data; (U) STABILITY PICTURE products for various geographical scales; (U) TECHNICAL SUPPORT including programming for all Office Applications and Macro development (U) GEOSPATIAL product enhancements through spatial analysis; (U) QUALITY CONTROL CHECKS, including CIDNE-INDURE workflow; (U) ENHANCED CIMIC ACTIVITIES related to outreach and working groups; (U) INDURE trusted agent for managing users accounts;

(U) Enhanced CIMIC has progressed at an extreme rate and the face of ACSP activities has changed greatly, (U) Our current organization and location allows this past experience and technical skills to be leverage as part of the IJC. (U) It is recognized that our activities focused on data quality and quantity, as well as the Reconstruction and Development mission, can be leveraged by the IJC by identifying new opportunities. (U) ACSP has contributed and assisted in the “Federation of Databases” and will continue these efforts by diversifying our technical skills and experience to include a larger customer base. (U) We can find ways to assist through a concentrated and deliberate effort focused on utilizing these skills to improve others activities (U) We would like to engage an ever widening group of interests who want to align mutual efforts of data efficiencies through collaboration.
