PAS 98 is a good practice document for standards-related consortia The PAS aims to provide recommendations and guidance for those establishing and managing consortia It includes a framework whereby those looking to join a consortium can assess its performance and suitability with respect to their goals and needs PAS 98 has the backing of key stakeholders and will be applicable internationally and across all sectors. 4. The procedures likely to prove most effective for specific activity types;
5. The terms and prerequisites applicable to consortium membership;

The selection and delivery of services that the consortium might provide.It also identifies some of the legal requirements that may apply to consortium activity and recommends actions by means of which the consortium might meet those requirements. Although intended for application in both the public and private sectors, these good practice recommendations do not purport to provide a blueprint for the perfect consortium. It does however establish good practice for the governance of consortia in a manner commensurate with running an efficient, effective and representative organization regardless of national frontiers.

Scope of PAS 98, Part 2 BSI PAS 98 Part 2 provides good practice guidance on what to look for when reviewing consortia from the user perspective and outlines a practical process for assessing the relevance and performance of consortia for entities considering engagement. It is envisaged that awareness of the recommendations in this PAS could be of assistance to consortia management when assessing the functionality of their consortia. This part of BSI PAS 98 should be used in conjunction with BSI PAS 98 Part I: “Good practice in the establishment and management of standards related consortia”.

10. How to get involved Public Consultation Phase Launched June 2010 An advanced draft of PAS 98 Parts 1 and 2 can be viewed at www.bsigroup.com/drafts until 5th July 2010. All comments will be considered by the PAS 98 Steering Group.
