SUBJECT: Reference and recommendation of Mr. Aveek Borah
This letter is to provide my personal reference for Indian National Mr. Aveek Borah, who worked under my supervision
while I was the Team Leader/Project Manager of SMEC International Ltd, an Australian based, globally operational
major multi-disciplinary development and engineering consultancy for its assignment as the Owner’s Engineer providing
implementation support to India’s Assam State Electricity Board (ASEB) for its Asian Development Bank (ADB) funded
Assam Power Sector Enhancement Investment Program ASEIP) That Program consisting of three separate project
tranches for new 220kV and 132kV transmission lines, new 220/132kV and 132/33kV substations and rehabilitation and
expansion of existing 132/33kV substations and the Live Line retro-fitting of OPGW on some 800kM of existing 220kV
and 132kV under the auspices of the electricity board’s Assam Electricity Grid Co. Ltd (AEGCL). Also substantial
expansion of ASEB electricity distribution networks, under the auspices of its Assam Power Distribution Co. Ltd (APDCL).
These works comprising new 33kV, 11kV and 0.415kV lines; 33/11kV, 33/0.415 and 11/0.415kV substations The
aggregate total value of all three project tranches’ works was some USD$348M
Mr Borah was in SMEC’s employ from March 2011 through December 2012, in the nominal post of engineer, which
effectively was the project teams office engineer role, in which he undertook in whole or participated in with others
pder below:
 satisfactorily undertook full responsibility and control of all of the program’s 19 works contract’s
Owner’s Engineer correspondence and drawing registers in electronic and hardcopy written formats’ as
well maintenance of all physical hardcopy files and electronic files for all correspondence and drawings and
reports both technical and progress and the 19 contracts’ invoice and payment certification files;
 Mr Borah also participated in regular field trips to inspect contractors’ early and predominately civil earthworks,
foundations, control building works and steel support structures’ works and taking of progress photos and
videos for use in reports for the consultancy, the Client ASEB and the funding agency ADB;
 While Mr Borah’s engineering degree was in Mechanical Engineering, this education provided him with
Sound knowledge of engineering and design principles which he diligently used in carrying out all civil design
calculations and preliminary civil works and structural drawing under the supervision of myself a chartered
professional engineer in both civil and electrical engineering disciplines and our team’s structural specialist a
PhD structural engineer;
 Mr Borah also performed liaison for our team with all of the various governmental agencies interfaces
of the Works related information sharing and ensuring the various contractors were complying with these
agencies’ approvals in respect of labour camps and workshops temporary locations, works environmental
compliance in conjunction with the ASEB’s environmental officers, work site land owner matters including due
compensation as ADB the funding aganecy were most particular in all matter environmental and land site
acquisition and line route Right of Ways, also heavt transport coordination with road and traffic police for
movement of the large power transformers and also transmission line stringing over major and secondary roads;
Mr Borah was a pleasure to work with. He was diligent, exercised more than adequate initiative in all matters, particularly
the liaison with other governmental agencies, his checking of design submission calculations and drawings, albeit under
supervision of senior team engineers. This similarly applies to his project files and records keeping.and He proved
technically competent given he was a recent BE graduate, timely in meeting all task deadlines. He has shown himself to be
competent and committed to his work professionally.
I can highly recommend him any opportunity available to him based on his service with SMEC and subsequent
