The Work Health and Safety Regulation of 2011 established three licence classes for professionals who assess, remove, transport and dispose of asbestos-containing material in New South Wales. This means anyone handling material that may contain any type of asbestos or cleaning up asbestos-containing debris (ACD) must obtain an asbestos A or B removal licence prior to beginning work in NSW.

asbestos-containing material in New South Wales.
This means anyone handling material that may contain any type of
asbestos or cleaning up asbestos-containing debris (ACD) must obtain
an asbestos A or B removal licence prior to beginning work in NSW.
This includes employees and company owners working within NSW as
well as citizens who may complete renovation projects that include
more than 10 square metres of asbestos-containing material.

3. Types of Licences
In addition, the act mandates that an Asbestos Assessor
must be present to oversee all projects involving the
removal of materials containing friable asbestos. The
asbestos assessor licence is separate from the class A and B
removal licences.
There are three asbestos removal licences currently offered
in NSW:
• Class A: friable and non-friable asbestos materials and
ACD
• Class B: non-friable (bonded) asbestos materials and
ACD
• Asbestos Assessor: air monitoring, clearance inspections
and certificates

4. Statement of A3ainment
In order to qualify for any of these licences, supervisors and
workers must complete accredited training courses offered
by NSW. These courses are referred to as units of
competency and once qualified successful participants
receipt a Statement of Attainment.
In order to qualify for the class A licence, the
CPCCDE3015A Remove Friable Asbestos (Class A) course is
also required. In order to qualify for the class B licence, the
CPCCDE3014A Remove Non-Friable Asbestos (Class B)
course is required. Both classes need the Supervisor Unit of
Competency listed below.

5. Supervisor / Assessor
Qualifications
Class A and B licences require the identification of a licenced supervisor who
will oversee the work involving asbestos-containing materials. In order to
qualify as a supervisor for the class B licence and nominate other workers for
a licence, you must meet the following qualifications:

Aged 18 years or older
Minimum of 12 months experience removing non-friable asbestos
materials
Completion of the relevant VET training program (listed below)
The VET training program includes the following accredited training
programs offered by NSW:
• CPCCDE3015A Remove friable asbestos (Class A) OR
• CPCCDE3014A Remove non-friable asbestos (Class B) PLUS
• CPCCBC4051A Supervise non-friable Asbestos (Class A and B)
• CPCCBC5014A Conduct Asbestos Assessment Associated with Removal

6. More on Qualifications
Notice that this list includes the units of competency course required
by workers obtaining a class B licence. Supervisors spend more time
in training so they are more knowledgeable than someone holding a
class B licence only.
To qualify as a supervisor for the class A licence and nominate
workers for a class A licence, you must complete the same
qualifications except you need a minimum of three years
experience removing friable asbestos-containing materials.
The supervisor named on an application, or the applicant applying
as the supervisor, must prove that they have obtained the required
work experience. This is done by submitting a list of jobs completed
with references from qualified supervisors or employers. This
information should be included with your licence application.

7. Certified Safety
Management System
If you are applying for a class A licence, make sure
you submit proof of your certified safety management
system along with your application. Proof that such a
program has been implemented is required for class A
licence holders.

8. The Application Process
To apply for either class of asbestos removal licence, you
must complete the Asbestos-01 form which is the basic
application for those who do not already hold a licence. If
you hold a licence but need to add or delete supervisors,
you can use the Asbestos-03 form to make those changes.

• The current fees must be included with your application:
• $500 for class B licence
• $5,000 for class A licence
• $500 for the Assessor licence

9. When Can You Renew?
Asbestos removal licences issued in NSW are good for
five years unless they are cancelled before that
period has lapsed. Once your licence is cancelled or
expires, you will need to reapply according to the
laws in place at that time.
