This document provides information about the Army Contracting Command's Office of Small Business Programs. It introduces Alice Williams as the Associate Director. It then lists the staff members in the office and their roles in supporting small businesses. Finally, it provides an overview of the Women-Owned Small Business federal contracting program and its eligibility requirements and industries that are substantially underrepresented to allow for set-aside contracts.

Eligibility Requirements for WOSBs
Meet small business size standard for primary NAICS code and

The woman must manage the day-to-day operations

9. Eligibility Requirements for EDWOSBs
Same requirements as WOSBs PLUS:

Personal net worth (assets minus liabilities) is less than $750,000 excluding:
• Ownership in business and primary personal residence
• Income reinvested or used to pay taxes of business
• Funds reinvested in IRA or other retirement account*
• Transferred assets within two years if to or on behalf of immediate family member for

Note: SBA will look at a spouse’s finances if the spouse has a role in the WOSB/EDWOSB, has lent money to or

provided financial support (including credit or guarantee of loan) to the business. SBA may also look at spouse’s
finances if both spouses are in same or similar line of business and businesses share names, websites, equipment
and employees.

10. Requirement for Joint Ventures
A WOSB/EDWOSB may submit an offer as a joint venture with another small
business if the following requirements are met:
Size: Combined annual receipts or employees of joint venture must meet
NAICS code assigned to contract
EDWOSB/WOSB must be managing partner
EDWOSB/WOSB employee must be project manager responsible for

18. ACC Supports WOSB Program
• Developed training presentation on the WOSB Federal Contract Program to
be used as template to train acquisition staff. Subordinate commands were
requested to provide training to their staff and to report when training was
completed
• ACC WOSBP Program Manager worked closely with small business
specialists to identify contracting opportunities
• Monitored and reported quarterly WOSB achievement to senior leaders.
• Set-asides for WOSB continue to be an initiative and focus area.

A NAICS code is a six-digit number assigned by the government to various distinct business industries. Purpose is to promote uniformity and comparability in the presentation of statistical data collected by various agencies by the United States government. Developed under guidance of Office of Management and Budget. Groups similar type industries according to output and annual sales. Federal procurements supplies, services , and construction are identified and solicited by assigned NAICS code.
EDWOSB status deals strictly with economics. An EDWOSB qualified as s “Socially and Economically Disadvantage Small Business” only if they are certified accordingly in the SBA’s 8(a) program.

Women Owned Small Businesses may elect to use the services of a Third Party Certifier to demonstrate eligibility for the program, or they may self-certify using the process outlined here on this website. SBA will only accept third party certification from these entities, and firms are still subject to the same eligibility requirements to participate in the program. Note, at the request of WBENC, SBA has approved WBENC only for the certification of WOSBs and not for the certification of Economically Disadvantaged WOSBs. Very important to provide all the required documents when self certifying – use the checklist that’s provided, get someone to review for completion – don’t want to miss an opportunity by not not having documents in proper order – KO will check and if it not all there they can’t make award. A third party certifier is a federal agency, state government, or a national certifying entity approved by the Administrator o provide certifications of WOSBs or EDWOSB. SBA maintain a list of approved third party certifiers. If they are not on the list they are not an SBA approved 3 rd party certifier. Don’t have to have 3 rd party certifier
Current Opportunities -
The law also requires the SBA to conduct another study to identify and report industries underrepresented by women-owned small businesses. As a result, more eligible women-owned businesses may be able to participate in SBA’s Women’s Federal Contract Program and compete for and win federal contracts.
